Scale of assessments Report by the Director-General
1. The United Nations General Assembly has recently adopted a new scale of assessments for the three-year period 2016–2018.1 The current WHO scale, adopted in 2015 by the Sixty-eighth World Health Assembly for the biennium 2016–2017,2 was based on the United Nations scale in place at that time,3 which covered the three-year period 2013–2015. 2. In May 2003, the Fifty-sixth World Health Assembly adopted resolution WHA56.33, in which it decided, inter alia, to accept henceforth the latest available United Nations scale of assessment for assessed contributions of Member States. Accordingly, when a new United Nations scale is adopted after WHO has adopted its own scale, the Health Assembly should amend the Organization’s scale for the second year of the biennium – a change that is provided for under the Financial Regulations of WHO. In practice, as the United Nations has a three-year budget cycle and WHO a two-year one, a mid-biennium amendment of this sort may need to be made every sixth year. 3. Revising the current WHO scale to bring it into line with the latest United Nations scale would involve decreasing assessments payable for 63 Member States and increasing assessments for 71. For the remaining 60 Member States and two Associate Members, assessments payable would be unchanged. Details of the proposed changes are provided in the Annex to the present report.
ACTION BY THE EXECUTIVE BOARD 4. The Board may wish to propose that the Sixty-ninth World Health Assembly should decide that the scale of assessments for 2017 should be as set out below.
