OPENING OF THE SESSION 1. The thirty-seventh session of the Committee of Sponsoring Agencies was held in Dakar on 28 November and 1 December 1!88 under the chairnanship of Mr Jorgen Lissner. ADOPTION OF THE AGB'IDA The following agenda was adopted : Review of arrangements for JPC.p CSA RefLections Paper OCT matters(a) Letter fron Mr Furth(b) Future of OCT'activities Aerial Spraying Contract t99O-7992 Matters raised in JPC.9 Any other business Date and place of next session. c. REVIEW 0F ARRANGEMEI.TTS FoR JpC.g 3. The Committee was informed of the final arrangements nade forJPC.!. The Annotated Agenda drawn up was accepted. 4. On the subject of devolution the Connittee decided that two docunents which had been received rather belatedly should be addressedduring JPC.p. Ttrese were : (a) World Bank : Burkina Faso - Proposed Programme for Surveillance and Control of Onchocerciasis and TrSpanosomiasis, and(b) Ministry of Health and Social Welfare, Burkina Faso : Onchocerciasis and Hunan Tr5panosomiasis Surveillance andControl in Burkina Faso. Arthough past experience had shown it was not arways constructive todistribute important documents at the last ninute to the Jpc, it was considered that these two papers, along with the others already sent, showed such advances to the concept and potentiar inplementation ofdevolution in a particular country, that a copy should be given to the head of each delegation during the meeting by way of advanced briefing. Opportunity should be given to the representative from Burkina Faso to clarify salient points in his paper. D. CSA REFLECTIONS PAPER 5. The comnittee approved its draft reflections paper to be presentedby the chairnan and agreed that it should be availabl-e at the neetingto participants, in English on1y. 1 2 3 4 5 6 7 ocP/csA/37 page 4 E OCT MATTERS Letter from Mr Furth of OCT tivities 6. A letter received by Director Ocp from Mr Furth regarding cross- representation on TDR/srAc and ocp/EAC to ensure colraboration innatters related to Ocr was discussed by cSA whose responsibility it isto nominate members of the EAC who are appointed by the Director-General of WHO. Because of the different roles of STAC and EAC someone equally suited to serve on both committees would be difficult to find.However, it was hoped to have a former chairman of the ocr Steering conmittee as a menber of EAC and consideration might be given to thi.sperson attending any STAC meeting, as appropriate, if it was felt thatthe infornation necessary to STAC courd not be provided by DirectorTDR. The committee decided to reflect further on this matter andformulate a reply to Mr Furth following its next meeting. 7. The committee was reminded that current funding of Ocr was onlyguaranteed through 1tp1. Subsequent financing would depend on a candidate nacrofilaricide being identified by that date which could beavailable to OcP by its demise in L))1. hlithout some assurance offuture funding collaborators, particularly in the pharmaceuticalindustry, are concerned that the impetus gained may be rost before 1991 as personnel look for a rnore secure future and the industry itselfdeflects its own resources into other nore profitable fields of research. 8. The comnittee recognized the need to address this matter in considerable detail and deferred further discussion until its next meeting. F. AERIAL SPRAYING CONTRACT L99O-Lgg2 9. Details were provided regarding advertisements for the next aerialspraying contract being placed in rnteravia, Aviation week & spaceTechnolory, Flight rnternationar, Die Zeit and Le Monde at thebeginning of Decenber and the succcession of events thereafter leadingto the selection of the next contractor at the end of May. G. MATTERS RAISED IN JPC.9 10. The comnittee recognized that the papers on Burkina Faso hadsatisfied the JPC that a start had been made. progress must continue and Niger would provide a further exemple in the original area whileMali would address the situation in both the original area and an extension area. Devolution as it would apply in the whore ocp area would be apoint at issue at the next Donors' seninar. rn preparation for that consideration should be given to setting targets to be reached for each country with dates and the steps to be taken annually until this ismet. The Participating Governnents lrere obviousry interested in naintaining sotre forn of regionar cooperation in devorution and, whilethis would be achieved through ocp until 1997, ur alternative mechanismfor maintaining it thereafter may have to be found. Pro.iect Evaluation 72- The comnittee noted the request at the Jpc for an evaruation ofOcP to be undertaken before the end of the third Financial phase,probabry in 1990-91. The need for this and how it might best behandred wirl be on the agenda of the next cSA so that a proposal can beput to JPC.10. EAC membership 13. The comnittee noted the comnent in Jpc regarding the strengtheningof the African component of EAC. rt was agreed that fresh efforts would be nade to identify suitabre personnel of experience who night benominated when nenbership has to be renewed in 199b. H. ANY OTHER BUSINESS Socioecononic Developnent 14. rn order that csA nenbers wourd be fully informed on the outcomeof the sED nissions, which had been conducted on their beharf, theconnittee welcomed the suggestion that a ,compte rendurr sinilar to thatprepared by the SED nission to Benin should be circurated to csAnembers. Ttre Bank agreed that it would also circulate its internalreports on earlier missions. Donor Visits 15. It was agreed that a tentative progra'nne of visits to Donors priorto the next Donors' Seminar would be considered at the next csA neeting. CSA Chairman L6. The committee decided unanimousry that the Bank wourd chair theCSA in 1t8t. I.
