RIGHTS AND OBLIGATIONS OF ASSOCIATE MEMBERS IN REGIONAL COMMITTEES In a resolution (WHA6.38) adopted during the 6th Session of the World Health Assembly, comments were invited on the advisability of adopting any changes in the existing rights and obligations of Associate Members as defined in resolution WHA2.103. The following Reiional Committees adopted resolutions on this subject, pertinent parts of which are as follows: "1. Regional Committee for Africa The Regional Committee for Africa has at present no special comments to make on the rigtlts arrl obligations of Associ ate Members in regional committees. "2. Regional Committee for the Americas Whereas •••

At J:I' esent there are no Associate Members in the Region of the Americas; The Pan American Sanitary Organization now has the revision of its Constitution under study; and It is not advisable to change the present situation until the definitive text of the aforesaid revision is approved, The Directing Council RESOLVES to inform the Director-General of the world Organization, in reply to the inquiry received, that it is the wish of the Directing Council that no measures be taken to change the present situation with regard to the Regional Committee of the Americas. WP/RC5/8 Page 2 RESOLVES that it is premature to adopt any changes in the existing rights and obligations of Associate Members at the regional level as defined in resolution WBA2.103.

Considering that Associate Members should be given full voting rights in all sessions of regional cornmi ttees, RECOMMENDS that each regional committee be empowered to grant its Associate Members full ri~ts of vote at its meeting. 11

Regional Committee for the Western Pacific The Regional Committee, • • • • • • • • • • • • • • • • • RECOMMENDS that Associate Members be given full voting rif#lts at regional committee meetings."
The Executive Board at its 13th meeting, having considered the above comments, transmitted these to the Seventh World Health Assembly and decided to recomerrl no change in the existing rights and obligations of Associate Members, pending further study of this subject. The Seventh World Health Assembly, having considered the above recommendations of the Executive Board, adopted the following resolution (WHA7.28):
"The Seventh world Health Assembly,, Having considered the comments of regional conunittees on tm rights and obligations of Associate Members as defined in resolution WHA2.103, which were made in pursuance of resolution WHA6.38, to@Bther with the recommendation of the Executive Board that no change in the existing rights and obligations should be made pending further study of this subject, l. DECIDES to make no change in the rights and obligations of Associate Members at the present time, arrl 2. REQUESTS the Executive Board to continue its study of this quest ian."
