Opening of the session (a) Election of the President, the Executive President, the Deputy Executive President and the Rapporteur (b) Adoption of the provisional agenda and the provisional programme The Regional Committee is invited to adopt documents EUR/RC68/2 Rev.1 and EUR/RC68/3 Rev.2. 2. Addresses (a) Address by the Regional Director and report on the work of the Regional Office since the 67th session of the WHO Regional Committee for Europe A general debate will follow the Regional Director’s address. The Regional Committee is invited to review the work of WHO in the European Region contained in documents EUR/RC68/5 Rev.1, EUR/RC68/8(K) and EUR/RC68/Inf.Doc./5. The Committee is invited to adopt draft resolution EUR/RC68/Conf.Doc./1 Rev.1. (b) Address by the Director-General The address by the Director-General will be followed by a general debate. (c) Keynote speech by Her Royal Highness The Crown Princess of Denmark 3. Matters arising from resolutions and decisions of the World Health Assembly and the Executive Board The Regional Committee is invited to review the technical resolutions and decisions adopted at the Seventy-first World Health Assembly in May 2018 of particular relevance to the European Region contained in document EUR/RC68/6. After the debate on the Regional Committee working document, there will be three separate discussions reviewing topics referred to the Regional Committees by the Health Assembly: • Draft WHO global strategy on health, environment and climate change (document EUR/RC68/Inf.Doc./7). EUR/RC68/2 Rev.1 Add.1 Rev.1 page 2 • Development of the road map on access to medicines and vaccines (document EUR/RC68/Inf.Doc./8). • Development of a draft global action plan on the health of refugees and migrants (EUR/RC68/Inf.Doc./9). 4. Report of the Twenty-fifth Standing Committee of the Regional Committee for Europe The Chairperson of the Twenty-fifth Standing Committee of the Regional Committee for Europe will introduce the reports contained in documents EUR/RC68/4 Rev.4 and EUR/RC68/4 Rev.4 Add.1. The Committee is invited to review the documents and adopt draft resolution EUR/RC68/Conf.Doc./2 Rev.4. 5. Policy and technical topics (a) Launch of the European health report 2018 The report will be distributed at the Regional Committee meeting, and a presentation will be made with the highlights of the European health report 2018. (b) Implementation of the roadmap to implement the 2030 Agenda for Sustainable Development, building on Health 2020, the European policy framework for health and well-being, and review of the joint monitoring framework After the opening interventions, there will be a ministerial panel discussion on acceleration of the implementation of the roadmap to implement the 2030 Agenda, following which the Committee is invited to comment on the debate, to review documents EUR/RC68/10 Rev.1 and EUR/RC68/8(M) and to consider adoption of the draft decision EUR/RC68/Conf.Doc./6 Rev.1. (c) Advancing public health in the WHO European Region for sustainable development After a short introduction and a ministerial panel discussion, the Committee is invited to review documents EUR/RC68/17 and EUR/RC68/17 Add.1, and is invited to adopt draft resolution EUR/RC68/Conf.Doc./10 Rev.1. (d) Can people afford to pay for health care? New evidence on financial protection in Europe The Committee is invited to review document EUR/RC68/11 and EUR/RC68/Inf.Doc./1. (e) Report on the WHO high-level meeting, Health Systems Respond to NCDs: Experience in the European Region (Sitges, Spain, 16–18 April 2018) The Committee is invited to review documents EUR/RC68/19, EUR/RC68/19 Add.1 and EUR/RC68/Inf.Doc./3. The discussion will be followed immediately by a separate debate on agenda item 5(j) and the consideration of the draft resolution contained in EUR/RC68/Conf.Doc./8 Rev.1. (g) Strategy on the health and well-being of men in the WHO European Region After an introduction and a short panel discussion, the Committee is invited to review documents EUR/RC68/12 and EUR/RC68/12 Add.1, and consider adoption of draft resolution EUR/RC68/Conf.Doc./7 Rev.1. (h) Implementation of the Regional Framework for Surveillance and Control of Invasive Mosquito Vectors and Re-emerging Vector-borne Diseases 2014–2020: lessons learned and the way forward The Committee is invited to review document EUR/RC68/16. (i) Vaccine-preventable diseases and immunization: realizing the full potential of the European Vaccine Action Plan 2015–2020 The Committee is invited to review document EUR/RC68/9. (j) Report on the WHO high-level meeting, Health Systems for Prosperity and Solidarity: Leaving No One Behind (Tallinn, Estonia, 13–14 June 2018) Following the deliberation of agenda item 5(e), the Committee is invited to review document EUR/RC68/Inf.Doc./6 in a separate debate. The Committee is then requested to consider the draft resolution contained in EUR/RC68/Conf.Doc./8 Rev.1 and the financial implications in EUR/RC68/19 Add.1. (k) Countries at the centre: the strategic role of country offices in the WHO European Region The Committee is invited to review document EUR/RC68/Inf.Doc./4 Rev.1.
