[Draft] Report on credentials 1. The Bureau of the Intergovernmental Negotiating Body convened pursuant to decision FCTC/COP2(12) of the Conference of the Parties on a Protocol on Illicit Trade in Tobacco Products examined the credentials delivered to the Convention Secretariat in accordance with Rule 18 of the Rules of Procedure for the Conference of the Parties. 2. The credentials of the Representatives of the Parties shown in the Annex hereto were found to be in conformity with the Rules of Procedure. It is therefore proposed that the Intergovernmental Negotiating Body convened pursuant to decision FCTC/COP2(12) of the Conference of the Parties on a Protocol on Illicit Trade in Tobacco Products recognize their validity. 3. The Bureau examined notifications received from the Parties listed below which, because they were not original documents, could not be considered as constituting formal credentials. It is therefore recommended to the Intergovernmental Negotiating Body convened pursuant to decision FCTC/COP2(12) of the Conference of the Parties on a Protocol on Illicit Trade in Tobacco Products that they be entitled to participate provisionally in the session with all rights in the Negotiating Body, pending the arrival of their formal credentials: Angola, Botswana, Cape Verde, China, Croatia, Democratic People's Republic of Korea, Equatorial Guinea, Gambia, Germany, Guatemala, Lao People's Democratic Republic, Luxembourg, Maldives, Namibia, Nicaragua, Norway, Pakistan, Papua New Guinea, Poland, Portugal, Qatar, Sudan, United Arab Emirates, United Kingdom of Great Britain and Northern Ireland and United Republic of Tanzania.
