C A D upon the Governments of Member States, where smallpox endemic foci exist , t o organize and conduct preventive campaigns by vaccinating or re-vaccinating a t l e a s t eighty per cent of the population within a period of four t o f i v e years, 2. RECOMMTNDS the use of dried smellpox vaccine i n the mass vaccina- t i o n campaign i n the Region; 3. RECObPENDS t o t h e G o v e m n t s of adJoining States, members of WHO 1. to conclude agreements between themselves t o i n s t i t u t e simultaneous vaccination programnes a t boundary zones, i n order t o create "inrmne barriers" and prwent importation of smallpox; 2. t o es tabl ish e f f i c i en t quarantine control s emices a t the land boundaries; 4. CObMENE the Regional Director on h i s p r o g r a m f o r smallpox control i n the Region; 5. REWESTS the Regional Mrector t o provide countries wlth technical guidance and other assistance requested by heal th administrations fo r the implementation of t h e i r smallpox oontrol and eradication programnes.
