1. En este informe se presenta una visión preliminar de las características del personal de la Organización al 30 de septiembre de 2002; el cuarto informe anual sobre los recursos humanos, con los datos completos al 31 de diciembre de 2002, se presentará a la 56ª Asamblea Mundial de la Salud. En este informe preliminar figuran datos sobre la situación general de la dotación de personal por lugar principal de destino, grado, sexo, representación geográfica, edad y jubilación, la contratación externa, los funcionarios nacionales del cuadro orgánico y la distribución de la dotación de personal entre los principales grupos ocupacionales.

CARACTERÍSTICAS DEL PERSONAL Categorías de los nombramientos 2. Al 30 de septiembre de 2002, la OMS disponía de un total de 3632 funcionarios de carrera o con nombramientos a plazo fijo de entre uno y cinco años (en adelante designados conjuntamente como funcionarios con contratos de larga duración).1 De ellos, 1396 (38,4%) pertenecían a la categoría profesional, 2058 (56,7%) a la categoría de servicios generales y 178 (4,9%) a la categoría de funcionarios nacionales del cuadro orgánico (véase el cuadro 1). El número de funcionarios con contratos de larga duración ha aumentado en 24 (0,66%), en comparación con el existente al 31 de diciembre de 2001, declarado en el informe anual de 2001.2 3. Los nombramientos de funcionarios de carrera están sujetos a moratoria desde 1994. El 1 de julio de 2002 fueron sustituidos por los nombramientos de servicio, excepto para quienes ya tenían nombramientos de funcionarios de carrera; en esta situación hay actualmente 43 funcionarios en la categoría profesional, en vez de los 56 existentes al 31 de diciembre de 2001, y 189 en la categoría de servicios generales, en vez de los 216 de entonces, lo cual significa una disminución del 23,2% y del 12,5%, respectivamente. Estos funcionarios de carrera representan el 3,1% y el 9,2% de sus respectivas categorías. Además del personal con contratos de larga duración, al 30 de septiembre de 2002 había 4590 funcionarios temporales (4226 con nombramientos de corta duración y 364 con nombramientos de duración limitada) (véase el cuadro 11).

4. Exceptuando el cuadro 11, los cuadros y la figura que aparecen en el presente informe,1 así como los análisis que siguen a continuación, se refieren a funcionarios con contratos de larga duración (a menos que se indique lo contrario).

Distribución por sexos 5. El cuadro 2 muestra la distribución del personal con contratos de larga duración por ubicación orgánica, grado y sexo. Se observa que, de los 1396 funcionarios de la categoría profesional con nombramientos de larga duración, 950 (68,1%) son hombres y 446 (31,9%) son mujeres. 6. El porcentaje de mujeres en la categoría profesional ha aumentado ligeramente desde el último informe anual (del 31,8% al 31,9%). Aunque las mujeres predominan sobre los hombres en los grados P.2 y P.3, su representación es del 33% en el grado P.4, del 26,4% en el grado P.5 y del 21,6% en el grado P.6/D.1. La proporción de mujeres en el grado D.2 y en puestos sin clasificar no ha cambiado desde el último informe anual (16% y 20%, respectivamente).

Representación geográfica 7. En septiembre de 2002, 91 países se encontraban dentro de los límites convenientes de representación, y cinco de ellos habían alcanzado su límite máximo de representación; 26 estaban sobrerrepresentados, 14 subrepresentados y 46 (entre ellos dos Miembros Asociados) no representados (véase el cuadro 3). 8. Como se muestra en el cuadro 9, durante el año 2002 ha habido 136 nombramientos en las categorías profesional y superior, 43 de los cuales (31,6%) correspondieron a nacionales de países no representados o subrepresentados. Dos países que antes estaban adecuadamente representados han superado el límite máximo (Côte d’Ivoire y Túnez), mientras que un país que estaba subrepresentado está ahora adecuadamente representado (Yugoslavia) y tres que antes estaban adecuadamente representados ahora no están representados (Andorra, Luxemburgo y Swazilandia). Dos países que estaban subrepresentados están ahora adecuadamente representados (Sudáfrica y Suecia), y uno que antes estaba representado adecuadamente está ahora subrepresentado (Israel) (véanse los cuadros 3 y 4). El cuadro 5 proporciona información sobre la distribución del personal de la categoría profesional en función de su región de nacionalidad y de su región de destino.

Edad, antigüedad en el servicio y movimiento de personal 9. Más de la mitad del personal profesional (50,8%) tiene 50 años o más. En la categoría de servicios generales y entre los funcionarios nacionales del cuadro orgánico, el grupo más numeroso es el que se encuentra en la década de los 40 (42,4% y 48,3%, respectivamente) (véase el cuadro 6). 10. En cuanto a la antigüedad en el servicio (véase el cuadro 8), el grupo más numeroso de personal con menos de cinco años de servicio es el de los funcionarios nacionales del cuadro orgánico (88,8%, o sea 158 funcionarios de 178) y el personal de la categoría profesional (50,6%, o sea 706 de 1396). Entre quienes permanecen en la Organización más allá de los primeros cinco años, el 51,5% sigue en ella durante 10 años o más. La antigüedad media en el servicio es de ocho años para los funcionarios de la categoría profesional y de 13 años para los de la categoría de servicios generales (véase el cuadro 8). En el cuadro 9 se presentan datos sobre nombramientos de personal. Se observa que, en la 1 Disponibles solamente en francés y en inglés. categoría profesional, 70 personas (51,5%) han sido contratadas del exterior; 40 (29,4%) tenían anteriormente contratos de corta duración, y 26 (19,1%) han sido trasladadas de otros organismos. 11. Cerca del 20% del personal de la categoría profesional, el 7,9% de los funcionarios nacionales del cuadro orgánico y el 12,5% del personal de servicios generales se jubilará a lo largo de los próximos cinco años (véase el cuadro 10).

Grupos ocupacionales 12. Más del 48% de los cargos que ocupa el personal profesional pertenecen a la categoría «especialistas en odontología, nutrición, medicina, enfermería y veterinaria». Dentro de este grupo, el 90,6% son especialistas en medicina y el 2,4% son enfermeras. El siguiente grupo ocupacional más numeroso corresponde a los especialistas en administración, que representan el 25,6% (véase el cuadro 12). En este grupo, el 18,6% son especialistas en gestión financiera y el 15% en informática.
