13 Election of the President and the Vice-Presidents of the Conference of the Parties Report by the Convention Secretariat Purpose of the document This report provides information to the Conference of the Parties (COP) to the WHO Framework Convention on Tobacco Control on the election process for the President and Vice-Presidents of the COP, according to Rule 21 of the Rules of Procedure of the COP and in line with the Special procedures for the conduct of the Ninth Session of the COP, subject to adoption by the COP. Action by the Conference of the Parties The COP is invited to note the report and elect the officers that will constitute the next Bureau of the COP, and to consider for adoption the draft decision contained in the Annex. CONFERENCE OF THE PARTIES TO THE WHO FRAMEWORK CONVENTION ON TOBACCO CONTROL FCTC/COP/9/20 30 June 2021 Ninth session Geneva, Switzerland, 8–13 November 2021 Provisional agenda item 8 FCTC/COP/9/20 2 BACKGROUND 1. The election of officers of the Conference of the Parties (COP) to the WHO Framework Convention on Tobacco Control (WHO FCTC) is governed by Rule 21 of the Rules of Procedure of the COP. Before the end of the Ninth Session of the COP (COP9), the COP shall elect a President and five Vice-Presidents, one of whom shall act as Rapporteur, from among the representatives of the Parties present at the session. These officers shall constitute the next Bureau of the COP. Each of the World Health Organization (WHO) regions shall be represented by one member of the Bureau. 2. The term of office of the members of the Bureau shall commence at the closure of COP9 and will continue until the closure of the Tenth Session of the COP, and will include any intervening extraordinary session. 3. The functions of the Bureau are outlined in Rule 24ter of the Rules of Procedure of the COP. 4. The regions were encouraged to nominate their respective candidates to constitute the next Bureau of the COP as early as possible, ideally before the opening of COP9. 5. In line with the Special procedures for the conduct of COP9, subject to adoption by the COP, and in accordance with practice of the COP, by which members of the Bureau of the COP are elected by acclamation, following nominations made by the six WHO regions, the President shall propose to the COP to proceed with an agreed list of candidates reflecting the nominations made by the six regions. ACTION BY THE COP 6. The COP is invited to note the report and consider for adoption the draft decision contained in the Annex. FCTC/COP/9/20 3 ANNEX DRAFT DECISION ON THE ELECTION OF THE PRESIDENT AND THE FIVE VICE-PRESIDENTS OF THE CONFERENCE OF THE PARTIES TO THE WHO FRAMEWORK CONVENTION ON TOBACCO CONTROL The Conference of the Parties (COP), pursuant to Rule 21 of its Rules of Procedure, 1. DECIDES that, of the five Vice-Presidents, the following should act as Rapporteur:2 Rapporteur: (…) (XXX plenary meeting, XX November 2021) = = = 1 In accordance with Rule 24 of the Rules of Procedure of the Conference of the Parties to the WHO Framework Convention on Tobacco Control, a lot will be drawn to determine the order in which the Vice-Presidents shall be requested to serve in the place of the President should the President be unable to act during the intersessional period. 2 In accordance with COP practice, a lot will also be drawn to determine which Vice-President shall act as Rapporteur.
