PROGRAMME BUDGET 1976-1977
The budget estimates for the biennium 1976-1977 were presented to the Regional Committee at its twenty-fifth session. After endorsement by the Committee in resolution WPRjRC25.17 they were transmitted to the Director-General, who incorporated them in Official Records No. 220 (Proposed Programme Budget for the Financial Years 1976-1977). 1.
2. It has become necessary to propose certain revisions to the programme budget 1976-1977 for the following reasons: 2.1 Changes have been requested by Member Governments and have been accepted to the extent that proposed additions were offset by reductions in the programme already approved; otherwise the requested activities have been added to the list of additional projects; 2.2 Increased staff costs which, under the common system of salaries and allowances of the United Nations system of organizations, were granted to compensate for the increasing cost of living; 2.3 Increased costs of consultants;
2.4 Generally increased costs of programmes, including supplies and fellowships, resulting from worldwide inflation and fluctuations in the rates of exchange of various currencies used by the Organization for delivery of the programmes; and 2.5 An increase in the budgetary allocations received from the Director-General to offset partially the increased costs mentioned in 2.1, 2.2, 2.3 and 2.4 above. 3. The programme changes proposed in 1976-1977 are contained in document WPRjRC26/2. To facilitate identification, reference has been made to the relevant pages of document WPRjRC25/2, presented to the Regional Committee at its twenty-fifth session and to Official Records No. 220. Document WPRjRC26/2 also contains information in respect of original provisions and the revisions proposed.
WPR/RC26/P&B/3 page 2 3.1 It may be noted that the changes are mainly reductions in consultant months. This action has been taken because it is felt that assistance requested by governments can thus be provided with the least effect in sUbstance on the programme already endorsed by the Regional Committee at its last session. 3.2 A list of additional projects requested by governments either during or since the twenty-fifth session of the Regional Committee and not included in the revised programme budget estimates 1976-1977 appears as Appendix 1 to document WPR/RC26/2.
3.3 Annex 1 is a summary of the regional health programme: obligations by source of funds. Annex 2 is a summary by programme and source of funds.

Annex 3 is a summary by appropriation section with tentative projections for 1978-1979. These summaries incorporate the proposed revisions to the Programme Budget 1976-1977 contained in document WPR/RC26/2 and are the revised version of the summaries contained in pages 3-7 and 12 of document WPR/Rc25/2. 3.4 Annex 4 is a summary of services and assistance to governments after incorporation of the proposed revisions. This is the revised version of the summary contained on page 160 of document WPR/RC25/2.

4. A change was made in the classification structure of the Programme Budget after presentation of document WPR/RC25/2 to the twenty-fifth session of the Regional Committee. Activities concerned with training in laboratory technology and application of specific techniques in laboratory work were included in the new programme.
