Annex U WHO EPIDEMIOLOGICAL INFORMATION SERVICE TO MEMBER STATES Under Article 2 of its Constitution and Article 11 of the Inter­ national Health Regulations (1969), WHO is required to inform Member States promptly of the occurrence of communicable diseases of international importance. Information received at WHO Headquarters is made available by means of the Automatic Telex Reply Service and the Weekly Epi­ demiological Record. The six WHO Regional Offices which are in continuous contact with Member States and Headquarters ensure that communicable disease information of international importance within a region is conveyed to health administrations in the most appropriate manner. Automatic Telex Reply Service To inform Member States promptly of the occurrence of com­ municable diseases of international importance, an Automatic Telex Reply Service (ATRS) operating from WHO Headquarters, Geneva, was established on 11 December 1972. There is an independent telex machine with its own call number installed at WHO Headquarters. The epidemiological informa­ tion received each day is recorded on punched tape and fed into the machine for automatic transmission to any national health administration calling the appropriate telex number. As soon as the message is ended the machine is ready to transmit to the next caller. Each Friday important information received during the week and intended for publication in the Weekly Epidemiological Record is summarized and fed into the machine for automatic transmission. This enables national health administrations to obtain the infor­ mation well before the Weekly Epidemiological Record reaches them. Call Procedure The automatic telex reply service is available 24 hours a day. The information can be obtained simply by calling telex No. 28150 in Geneva, exchanging identification codes, and composing the symbol ZCZC followed by the symbol ENGL for a reply in English or the symbol FRAN for a reply in French. The message is then transmitted automatically to the caller. It is important that this procedure is followed exactly and that the operator waits without any other action after composing ENGL or FRAN. Failure to do this will interrupt the automatic response. The end of the message is indicated by the symbol NNNN. The operator making the call should then exchange identification codes once more and terminate the communication. SERVICE

Annexe I I OMS D’INFORMATION ÉPIDÉMIOLOGIQUE POUR LES ÉTATS MEMBRES

Aux termes de l’article 2 de sa Constitution et de l’article II du Règlement sanitaire international (1969), l’OMS doit informer rapi­ dement les Etats Membres des cas de maladies transmissibles d ’importance internationale. L ’information reçue au Siège de l'OMS est diffusée par le Service automatique de réponse par télex et par le Relevé épidémiologique hebdomadaire. Les six Bureaux régionaux de l’OMS, qui sont en contact permanent avec les Etats Membres et avec le Siège, veillent à ce que l’information sur les maladies transmissibles d ’importance internationale à l'intérieur d'une région soit transmise dans les meilleures conditions aux administrations sanitaires. Service automatique de réponse par télex Pour informer promptement les Etats Membres de l’apparition de cas de maladies transmissibles d ’importance internationale, l’OMS assure depuis le 11 décembre 1972 à son Siège, à Genève, un service automatique de réponse par télex (SART). Un télescripteur indépendant, ayant son propre numéro d ’appel, est installé au Siège. Les données épidémiologiques reçues quoti­ diennement sont introduites dans l’appareil sous la forme d’une bande perforée et peuvent être automatiquement transmises à toute administration sanitaire nationale qui appelle le numéro indiqué. Une fois le message achevé, l’appareil est à nouveau prêt pour une autre transmission. Tous les vendredis, les renseignements importants reçus pendant la semaine et destinés à être publiés dans le Relevé épidémiologique hebdomadaire sont récapitulés et introduits dans l ’appareil qui peut alors les transmettre automatiquement. Les administrations sanitaires nationales ont ainsi là possibilité d'avoir ces renseigne­ ments bien avant que le Relevé épidémiologique hebdomadaire ne leur parvienne. Processus d’appel

Le service automatique de réponse par télex fonctionne vingtquatre heures sur vingt-quatre. H suffit d ’appeler le numéro de télex 28150 à Genève, de faire les échanges d ’indicatifs et de composer sur le davier le code ZCZC suivi d ’un second code ENGL pour obtenir une réponse en anglais, ou du code FRAN pour une réponse en français. Le texte est automatiquement transmis au demandeur. Il importe de procéder exactement comme indiqué ci-dessus et d’attendre, sans rien faire d ’autre, après avoir composé ENGL ou FRAN. Sinon, la transmission automatique se trouvera interrompue. L a fin du message est indiquée par NNNN. L’opé­ rateur appelant fait ensuite un nouvel échange d ’indicatifs et coupe la communication.

The cost o f hiring and operating the telex machine is borne by the Organization. The cost of the calls, which is moderate, is borne by the callers. Health administrations are reminded that if, under special circum­ stances, they should require additional information, they can contact WHO Headquarters (Epidemiological Surveillance of Communicable Diseases) either by telephone (Geneva 34 6061, extension 2624), by telegram (EPIDNATIONS GENEVA), or by telex No. 27821. It is important not to confuse this number with the ATRS number. Using the ATRS number for the normal transmission of messages may result in the delay or non-receipt of the message. Weekly Epidemiological Record The Weekly Epidemiological Record is published in English and French each Friday morning. One copy o f this publication is sent to each national health administration by the fastest possible means. In addition, copies are despatched by airmail to all subscribers. The Weekly Epidemiological Record contains all the information that the Organization is required to provide under the International Health Regulations (1969), including the information already made available by the ATRS mentioned above. It also contains epi­ demiological notes and brief reviews of communicable diseases of international importance. To enable the epidemiological information service to satisfy fully the requirements of Member States and to operate as efficiently as possible, it would be appreciated if national health administrations would inform the Organization (Epidemiological Surveillance of Communicable Diseases) of any difficulties they may experience in receiving the information. It should be borne in mind that the value of the system depends primarily on the information received by WHO from Member States on the occurrence o f diseases of inter­ national importance, in particular the four diseases subject to the International Health Regulations (1969), i.e. plague, cholera, yellow fever and smallpox, and on the occurrence of outbreaks of the diseases mentioned in World Health Assembly resolutions WHA22.47 and 22.48, i.e. louse-borne typhus, louse-borne relaps­ ing fever, viral influenza, paralytic poliomyelitis and malaria. Notifications of these diseases should be sent by telex, 27821, or by telegram to EPIDNATIONS GENEVA and should be supple­ mented as soon as possible by epidemiological reports concerning the geographical location, source and type of disease, and the num­ ber of cases and deaths. WHO hopes that, through the full cooperation of national health administrations, the epidemiological information service in this form will serve the best interests of all Member States and Associate Members of the Organization.

Rappelons que si, dans des circonstances spéciales, des adminis­ trations sanitaires avaient besoin de renseignements supplémentaires s’ajoutant à ceux que fournit le service automatique de réponse, elles peuvent téléphoner au Service de la Surveillance épidémio­ logique des Maladies transmissibles (Genève 34 60 61, poste 2624), lui télégraphier (EPIDNATIONS GENÈVE), ou appeler par télex le N° 27821. Il est important de ne pas confondre ce dernier numéro avec celui du SART. Quand le numéro du SART est utilisé pour la transmission d ’un message ordinaire, ce message risque d ’être retardé et même de ne pas être reçu. Relevé épidémiologique hebdomadaire Le Relevé épidémiologique hebdomadaire parait en anglais et en français le vendredi matin. Un exemplaire en est envoyé à chaque administration sanitaire nationale par les moyens les plus rapides. En outre, la publication est expédiée par poste aérienne à tous les abonnés. Le Relevé épidémiologique hebdomadaire contient tous les rensei­ gnements que l’Organisation doit transmettre aux termes du Règle­ ment sanitaire international (1969), y compris ceux déjà commu­ niqués par le Service automatique de réponse mentionné plus haut. Il contient également des notes épidémiologiques et de brèves études sur des maladies transmissibles d ’importance internationale. Afin que le service d ’information épidémiologique réponde pleine­ ment aux besoins des Etats Membres et fonctionne le plus efficace­ ment possible, l’OMS souhaite que les administrations sanitaires signalent au Service de la Surveillance épidémiologique des Maladies transmissibles toute difficulté éprouvée dans la réception des ren­ seignements. Il convient de rappeler à ce propos que la valeur du système dépend avant tout des données fournies à l’OMS par les Etats Membres au sujet des maladies d ’importance interna­ tionale et en particulier des cas des quatre maladies soumises au Règlement sanitaire international (1969) — peste, choléra, fièvre jaune et variole— ainsi que des poussées épidémiques des maladies mentionnées dans les résolutions WHA22.47 et 22.48 de l’Assemblée mondiale de la Santé (typhus à poux, fièvre récurrente à poux, grippe virale, poliomyélite paralytique et paludisme). Les notifications relatives à ces maladies doivent être faites par message télex (numéro 27821) our par télégramme (EPIDNATIONS GENÈVE) et être complétées dans les plus brefs délais par des rapports épidémiologiques indiquant la localisation géographique, l’origine et la forme de la maladie, ainsi que le nombre des cas et des décès. L ’OMS espère que, grâce à l’entière collaboration des administra­ tions sanitaires nationales, son Service d ’information épidémio­ logique fonctionnera au mieux des intérêts de tous les Membres et Membres associés de l’Organisation.
