Dr. M. OORAISINGHAM (United Kingdom) advised that the United Kingdom would

The SECREl'ARY suggested that the term "medical uses" be used, rather than "benign use s" • Dr. WU CHING (China) agreed with the term "medical uses". Dr. OORAISINGHAM accepted the amendment "medical uses".

The following resolution was then adopted. "The. Regional Committee, Having reviewed the annual report of the Regional Director on the work of WHO in the Western Pacific during the period ~ July 1.

1956 to 30 June 1957,

NOTES with satisfaction the progress made in health activities in the

Region and the fact that the appointment of area representatives has resulted in closer co-operation with Member Countries of the Region; 2. IXPRBSS:&S the hope that in the future development of the regional

programme increasing attention will be paid to work in the field of medical uses of radio-active substances; 3. 1!MPHASlZES the importance of proper evaluation of past experience and

suggests that it would serve a useful purpose if the programme evaluation

wp/RC8/Min/3 Rev.l Page 5 reports prepared by the Regional Statistician and Programme Evaluator were distributed to Member Countries, provided this had been cleared by the government concerned;

REQUESTS the Regional Director to include in his Annual Report reference

to Headquarters-sponsored activities which may be have taken place in the Region during the period under review;

CONGRATUIATES the Regional Director and his staff on the preparation

of a comprehensive and detailed report;

ADJPrS the report." RESOLUTION ON "ACCOMMODATION FOR THE REGIONAL OFFICE" The CHAIRMAN submitted a draft resolution, WP/RC7.R2 in connection with

Item II of the agenda, "Accommodation for the Regional Office". Dr. H.B. TURBOTT (New Zealand) moved that the draft resolution be adopted. Dr. A. FJERCITO (Philippines) seconded the motion. Dr. M. OORAISINGHAM (United Kingdom) stated that the United Kingdom was

unable to agree that the progress made had been satisfactory and suggested that the words "with satisfaction" be deleted from pa.ra.graph 1 of the draft resolution. There being no support to the amendment proposed by the united Kingdom, the CHAIRMAN declared the amendment lost, and the following resolution was put to the meeting and adopted, the United Kingdom abstaining. "The Regional Committee, Raving considered the report ?f the Regional Director on accommodation for the Regional Office; NOTES with satisfaction the progress made since the last meeting of the Committee."

The CHAIRMAN invited further discussion on this item and the proposals put forward by the representatives of the Philippines and France. Dr. C.H. YEN (China) enquired 'Whether the representative for the

Philippines envisaged a new programme in the Philippines or the transfer of the programme already approved for establishing a training centre in Indonesia to cover both the South-East Asia and Western Pacific Regions • . Dr. A. EJERCITO (Philippines) advised that he had in mind a new training

centre in the Western Pacific. The SECRErARY pointed out that he had referred in his statement to an inter-regional malaria training course in Indonesia and not the establishment of a training centre. He thought it might be possible to negotiate with Head-

quarters for the transfer to the Western Pacific Region of a training course, but not a centre. Dr. EJERCITO proposed that a training course be established in the Western

Pacific Region without delay. Dr. YEN supported the proposal of the Philippines representative, and said

that his Government was prepared to offer assistance and facilities. The CHAIRMAN requested the representative for the Philippines, together with the Rapporteurs and the Secretariat, to draft a resolution to to the meeting at a later date. 4 ITEM 13 OF THE AGmDA - RESISTANCE OF INSECTS TO INSErn'ICIDES be-

The SECRErARY stated that the action taken by the Regional Office pureua.nt to the resolution adopted at the seventh session was summarized in document WP/RC8/7.

Dr. LE-VAN-KHAI (Viet Nam) said that his Government was in favour of the inter-regional s;ymposium to be held in 1958, and requested the Regional Director to set aside f1mds for this purpose. He suggested that the resolution contained

in document WP/RCB/7 be amended to read that ~ priority be given to the implementation of the symposium.

Dr. J. BIERIlRAGER (Netherlands) supported the amendment suggested by the representative for Viet Nam. Medecin-Colonel P. BERNARD (France) also supported the amendment, 'Which was then unanimously accepted. The following resolution was then adopted: liThe Regional Committee, Having considered the document on resistance of insects to insecticides, REQUESTS the Regional Director (1) to give full priority to the implementation of the inter-regional

symposium on insect resistance in 1958 if funds should become available, and (2) to continue the collection and dissemination of information on

research on insect resistance."

ITEM 14.:2 OF THE AGENDA - ORGANIZATIONAL STUDY ON RmIONALIZATION (WP!RC/j/9J The SECRErARY, in introducing the item, drew attention to paragraph 2 of

the resolution adopted by the Tenth World Health Assembly, and suggested that the Committee might wish to consider establishing a working group to undertake the study. If so, the group could meet at

'.30 p.m. after adjournment of the

plenary session.

The report of the working group could then be considered at

the plenary session on Tuesday 10 September.

Dr. R.K.C. LEE (United States) stated that the position of the United States

WP/RC8/Mln/3 Rev.1 Page 8 representative was that discussion of this question was a little premature and should be postponed unti1 the Ten-Year Report, Which would include the subject of regionaliza.tion, had been discussed by the World Health Assembly. Following

this discussion the subject of delineation would be clearer as a result of the As,sembly's thinking and consideration. He wished, therefore, to propose formally

that discussion of this subject should be deferred.

Dr. M. DORAISINGRAM (um ted Kingdom) agreed with the views expressed by the United States representative and supported his proposal. There did not

appear any urgency to discuss the matter at the moment and the report of the Health Assembly might result in more substantial facts becoming available.

Dr. H.E. DOWNES (Australia) supported the views of the representatives of the United States and United Kingdom. The Western Pacific Region enjoyed

the greatest diversity of any region in social and sanitary, as well as geograPhical, characteristics, and he considered this a good thing. see any advantage in forming a working :party at the present time. He could not

Dr. C.H. YEN (China) said that his delegation agreed that there would be no advantage in forming a working party, in view of the ap:parent lack ot difficulties at present. He asked for clarification on the situation with regard

to Macau and Timor and whether the Portuguese Government had, as yet, formally requested their assignment to the Region. The SECRETARY advised that action had been taken on this matter by Head-

quarters some two years ago, but no official connnunication had yet been received from the Portuguese Government with regard to the official status of Macau and Timor, althougn they were actively participating in the work of the Organization. He would again communicate with Headquarters in this regard. It was unanimously agreed that further discussion be deferred pending completion of the report of the Eleventh World Health Assembly.

ITEM 14. '3 OF THE AGENDA. - CELEBRATION OF THE TENTH ANNIVmSARY OF WHO (WP/HCfj/10, Add.l and 2) , . The S~Y

drew attention to paragraphs 4 and 5 of the World Health He summarized the over-all situation and stated tbat

Member States in the Western Pacific Region 'Which had already expressed the wish to speak at the Tenth Anniversary Commemorative Session were Australia, Cambodia, Japan, Korea, New Zealand, Philippines and Viet Nam. In view of

the fact that it would not be possible for all Members to speak, since the proceedings were 11m1 ted to two days, the comments of the Comm1 ttee were invited. Dr. H.E. DOWNES (Australia) stated that it would appear that only one or two speakers from each region would be chosen to speak at the Tenth Anniversary Celebration. In view of the number of speakers from the Western Pacific Region

the Australian Government would be willing to 'Withdraw in favour of a cO'lmtry . in the Region 'Which had closer liaison with WHO. Dr. H.B. TURBOTT (New Zealand) felt that Australia should stay in and that the time allotted to each speaker should be curtailed, rather than the number of speakers. In this way all countries wishing to do so could speak.

Dr. WU CHING (China) advised that China. was prepared to send one or two delegates to attend the, celebration. Dr. DOWNES disagreed with the suggestion of the representative for New Zealand. He supported the view that only two or three countries in each region

should speak and stated that Australia was prepared to retire on that basis.

Dr. M. DORAISINGHAM (United Kingdom) supported the arrangements made for the celebration. There being n9 further comments it was agreed that the Comm1 ttee should note the resolution of the,Tenth World Health Assembly, and the fact that Australia 'Was willinB to withdra.w. The meeting adjourned at 3.30 p.m.
