- 7 - WP /RC9 /15 Rev.l wp/RC9.R9 S~ ERADICATION The Regional Committee, Noting that smallpox still continues to be endemic in some countries of the Western Pacific Region, Realizing that its eradication ca.n be a.ccomplished through the institution of a well-organized anti-smallpox campaign as part of the integrated total programme, Recognizing that the use of a potent vaccine by well-trained health personnel is a requisite to a successful campaign, .and Having regard to the decisions and practical measures recommended by the Eleventh World Health Assembly,l l. DRAWS the attention of the health administrations of governments 'Where the disease is a public-health problem to: (l) the following recommendations of the World Health Assemb1y: (a) "that during 1959 ... 1960 the population be vaccinated in countries in which .principal endemic foci of smallpox eXist, and (b) "that during 1961-1962 additional vaccination of the population should .be carried out in foci where the disease perSists, and that subsequently revaccinations be given to the extent it becomes necessary in accordance with the experience acquired in each country;" (2) the value of actively vaccinating all ch.Udren as a part of the various health programmes; 2. REQUESTS the Regional Director to provide advice on the planning and implementation of smallpox programmes to those govern- ments seeking it and to report at the next meeting of the Regional Committee on the action taken, the difficulties and problems met and the results obtained. WPR Haudb .Res., 1st ed., 7.1 Fo~h meeting, 1 October 1958 WP/RC9.Rll TECHNICAL DISCUSS IONS The Regional Committee, Having considered the report of the Technical Discussion Group and the conclusions contained therein, 1. EMPHASIZES the importance of continuing the organization of malaria training courses in view of the great need for adequately trained staff in the greatly expanded malaria eradication projects in the Region, and stresses the need for some courses to be conducted in the French language; 2. RECOGN!ZES that at all stages of the malaria eradication programme health education plays an essential part in gaining the co-operation of the whole population and particularly members of the .health service and leaders of local opinion, without which the campaign cannot succeed; 3. CONSIDERS that spraying operations with residual insecticides are the mainstay of malaria eradication programmes and that in certain circumstances the use of antimalarial drugs can add greatly to their effectiveness and also hasten the stoppage of transmission; 4. RECOMMENIS : (1) that in countries 'Where malaria is a serious public-heaJ.th problem, the malaria eradication service should initial.l.y be a primary division of the national public-health service, and should only be integrated into the general public-health service gradually during the surveillance period. It was recognized that in certain cases where the local health services are particularly well developed, the malaria service can be integrated initially into the public-health service at the periphery; (2) that in planning and organizing malaria eradication programmes, governments should ensure that adequate support for the programme did not stop short of the achievement of eradication; 5. DECIDES that the subject of the TeChnical Discussions for the Tenth Regional Committee Meeting be "The Control of Tuberculosis";
