An application from the International Federation for Family Life Promotion for admission into official relations with WHO was considered by the Executive Board at its fifty-ninth session in January 1977• On that occasion official relations were not established on the 1 recommendation of the Board s Standing Committee on Nongovernmental Organizations, which advised "the strengthening of working relations to allow for practical collaboration to develop before the examination of a new request for admission into official relations•"1 Working relations have been strengthened in the intervening years and a further application from the International Federation is now attached for consideration of the Executive Board at its seventy-fifth session in January 1985.

To increase the understanding, acceptance, and support by individuals, the general public and governments of the appropriate role of NFP education and services in contributing to family life development and to the solution of problems relating to human fertility and its regulation. To stimulate and assist in the formation of national NFP organizations in all countries and facilitate communication between those organizations. To sponsor, conduct or promote scientific research on various aspects of family life with special emphasis on implementing and improving the various approaches of NFP, their delivery and accessibility, and to communicate the results of such research. Main activities (a) Services to Members Triennial General Assembly of Members, with election of Board of Directors, and policy direction, e . g . 1977 in Cali (Colombia), 1980 in Navan (Ireland) , arid 1983 in Hong Kong; bulletin (biannual) in IFFLP s three official languages (English, French and Spanish) occasional zonal meetings (4 zones: Africa, Americas, Asia/Oceania, Europe) ; 1

training workshops (zonal and/or international) ; inventory of members every three years, with Members Presentation Summaries (to facilitate and promote NFP and Family Life networking) ; publication and distribution of Message to Members (once or twice per year, in each of the three official languages).

(b) Development activities An active African NFP development programme: (i) Phase I - 1978 to present. With multilateral financial assistance, five IFFLP consultants visited 26 countries in Africa for both site visits and starting up 1 of NFP training workshops. A major trainers workshop (French/English) was conducted October-November 1981 in Mauritius where 65 participants from 20 African countries attended. Eight countries sent government observers. Phase II - NFP demonstration project - initiated in 1983 (with USAID s financial assistance) five year projects in Liberia and Zambia. This is 1 coupled with an NFP programme evaluation project of two years duration in Mauritius• 1

NFP exploratory tour in Latin America, November-December 1983 when IFFLP visited 16 cities (11 countries), and from which it is expected that a five-ten year development NFP effort will be initiated in 1984-85. Preparation of technical instruments: (i) 1981 _ publication of a prototype NFP Service Programme Evaluation Instrument and Guide (200 pages), by request and sponsorship of Misereor (FRG). This instrument is currently being field-tested by NFP programmes in India and Haiti, and IFFLP hopes to use it extensively in its evaluation project for Mauritius• 1983 - on the occasion of IFFLP s Third International Congress a special seminar/workshop reviewing national NFP programmes in some 30 countries was held and a Monograph on Natural Family Planning ; Policies and Programmes sponsored by Family Health International and funded by USAID, will be published around May/June 1984. 1

(iii) 1983 - development of a teacher training evaluation package - integrating the WHO Family Fertility Education Learning Package objectives into a multiple choice test evaluation system, with guidelines, for NFP teacher training.

(с) Scientific and research efforts These have been accomplished primarily through individuals or well-established member organizations of IFFLP with WHO in the Task Force on Methods for the Determination of the Fertility Period; with the development and field testing of the Family Fertility Education Learning Package ; and by participating in and initiating joint International NFP scientific meetings: 1977, Colombia ; 1979 and 1980, Ireland ; 1983, Hong K o n g .

Special and renewed efforts will be undertaken in the areas of applied and biomedical research concerning NFP in the future. 5• How do the objectives and activities of the organization relate to the General Programme of Work of WHO?

The objectives and activities of IFFLP relate to the WHO General Programme of W o r k in the three following major areas: (a) (b) As already outlined in 4 ( c ) , the IFFLP has a growing interest with WHO in biomedical or applied service research relating to the fertility p e r i o d . With respect to its current development activities in NFP programmes in L i b e r i a , Zambia, and M a u r i t i u s , and also in African francophone countries, discussions have been initiated with WHO on collaboration both in the activities of the Training Centre for Maternal and Child Health and Family Planning in M a u r i t i u s , as well as in the initiation and development of NFP service programmes in French-speaking African countries. General education activities related to family life and breast-feeding education are important activities for the majority of IFFLP members and are closely shared areas of interest with W H O .

Generally speaking, because of its basic educational approach in NFP combined with fertility awareness education, most of IFFLP members have a significant primary health care interest with special focus on problems of fertility, infertility, and sexuality. 6• Specific interest with reference to the work of WHO (a) Please specify those activities carried out jointly with WHO during preceding period of working relations A joint work programme was first initiated between IFFLP/WHO in March 1981, and related to research coordination and inputs to the Task Forces on fertility/infertility issues, and field-testing of the WHO Family Fertility Education Learning Package ; collaboration regarding certain international and national meetings ; systematic publicizing of information on WHO policies and activities in IFFLP publications ; NFP programme development as appropriate arid development of joint activities for related standards and criteria. This programme was jointly evaluated by IFFLP and WHO as well as by the WHO Task Force on Methods for the Determination of the Fertile Period at its meeting in Ireland in 1983. (b) Please specify future joint activities The future WHO/IFFLP association would be in the programme of maternal and child health and that relating to human reproduction.

EB75/NGO/4 page 5 Details of projected collaborative activities with WHO are as follows ; 一 With the Special Programme of Research, Development and Research Training in Human Reproduction: (i) Further collaboration on the application and use of the WHO Family Fertility Education Learning Package, including coordinating the translation from English into other languages, dissemination as appropriate, and most important, assessment and modification of the materials to render them culturally acceptable in c o u n t r i e s . The Spanish translation is being currently undertaken by an IFFLP m e m b e r , the Carvajal Foundation; the French translation is under d i s c u s s i o n . Exploration through I F F L P s affiliated members of appropriate clinical field-testing relating to the ovulation or fertile period: hormonal assay k i t s , and promising devices for prediction or testing of o v u l a t i o n . Initiation of collaborative clinical studies in such areas as, duration of the fertility period (probability of conception in relation to fertility indicators), and study of the modified mucus m e t h o d . Collaboration at national and international meetings based on the experiences in 1977, 1979, 1980 and the International IFFLP C o n g r e s s , (November, 1983) in Hong K o n g , when major scientific updates were contributed by WHO-sponsored scientists. 1

With the Programme of Maternal and Child Health : (i) Continuation of joint efforts to develop NFP p r o g r a m m e s , especially in francophone Africa and in Latin A m e r i c a . Development of collaborative efforts with the Regional Training Centre for Maternal and Child Health and Family Planning in M a u r i t i u s . Continuation of collaborative efforts in the areas of breastfeeding education and family life education ;

In collaboration with both the above programmes: (i) (ii) Publicize information on WHO activities and interests• Act as a worldwide clearing house in terms of information and related activities ;

Does the organization advocate any special health measures or procedures? IFFLP objectives recognize that the development and promotion of service programmes in periodic abstinence or NFP with education in fertility awareness are two of the priority interests of IFFLP and its m e m b e r s .

(b)

Does the organization have any special reservations as to treatment or health procedures? Generally speaking, along with the majority of our members involved in the many facets of health care and primary care in particular, IFFLP has no reservations as to specific medical treatments for recognized illnesses or d é f i c i e n c e s , designed to improve general h e a l t h , IFFLP recognizes the right of individuals to plan their families, and favours NFP and fertility awareness education in the context of family life e d u c a t i o n . In view of the rapid escalation of technological contraceptive methodologies over the last decades, the members of the Federation have clearly stated their pro-family philosophy in the basic principles of its Constitution namely that ••the child present, actually or potentially, to be respected as a person from conception".

Since the majority of the members have clear religious affiliations, there exist de facto reservations as to the more aggressive fertility suppression technologies such as sterilization, intrauterine devices, and induced abortions. 8. History of the organization

The IFFLP was initiated in the early 1970s, following informal contacts among pioneer groups in some 15-20 countries, as follows: 1973 - first formal expression of a collective desire for association (at a meeting held in W a s h i n g t o n , D . C ) . 1974 - initial Founding Congress of the Federation was held with the ratification of the Constitution and By-laws, as well as the selection of its n a m e , and its Founding Board Members. 1976 and 1977 - four informal zonal meeting were held; for the Americas, in T e g u c i g a l p a , Honduras ; for E u r o p e , in Vienna, Austria ; for Asia/Oceania, in Hong Kong ; and for A f r i c a , in Y a o u n d e , Cameroon. These were essentially preparatory to the first General Assembly of IFFLP m e m b e r s , held in C a l i , Colombia, in June 1977. 9. Membership

The membership is still actively growing but the following indicates the number of members by zone (organized in national groups) as of February 1984. Members pay annual dues according to category; - O r g a n i z a t i o n a l membership (National, regional or associate member) ; individual m e m b e r s . Liaison or correspondence status (not m e m b e r s ) , established for persons wishing to receive the communications/documentation of IFFLP. IFFLP emphasizes national organizational membership status but also accepts regional and associate members• Individual membership status is now essentially reserved for pioneer members working on the development of national organizations. 10• Is the organization affiliated to any other international nongovernmental organization, or to an organization of the United Nations system?

IFFLP is officially registered with U N F P A , to which it has been reporting regularly for several y e a r s . 11• Addresses of all branch or regional offices No regional or branch offices. 12. Structure

IFFLP is a "membership corporation" with a Board of Directors of no less than six directors nor more than 21 in number to manage the affairs of the Federation. IFFLP has a General Assembly of its voting Members held every three years (last meeting N o v e m b e r , 1983). This serves as a forum to provide general policy guidelines to the Board of Directors and has the power to elect the members of the Board of Directors.

Members of the Board of Directors are elected every three years and can serve only two consecutive mandates. Currently there are six Board Members with the outgoing President as a seventh member• Four of the Board members are elected from each of the four zones with two members-at-large elected by the General Assembly.
