Human resources: annual report Report by the Secretariat 1. This seventh annual report provides complete data on the human resources profile in WHO as at 31 December 2005, updating the report submitted to the Executive Board at its 117th session.1 It contains information on the following: the overall staffing situation by main location and grade, distribution of staff by sex, geographical representation, age profile, retirement projections, nature of appointment, and distribution of the workforce across the main occupational groups.
STAFFING PROFILE Appointment categories 2. At 31 December 2005, WHO had a total of 4329 staff members on either fixed-term appointments of one to five years or career service/service appointments (both referred to hereafter as “long-term appointments”).2 Of these, 1704 (39.4%) were in the professional category, 2347 (54.2%) in the general service category and 278 (6.4%) in the national professional officer category (see Table 1). The number of staff members holding long-term appointments has increased by 314 (7.8%) compared with the number at 31 December 2004, as reported in the annual report for 2004.3 3. In addition to staff holding long-term appointments as at 31 December 2005, there were 3968 holding temporary appointments (including consultants); 1619 of these held short-term appointments and 2349 held term-limited appointments (see Table 2).
Gender distribution 4. The percentage of women in the professional and higher categories has increased since the last annual report, rising from 34.8% to 36.0% (see figure). This reflects the increase in the percentage of women appointed which has risen from 40.3% to 43.5% (see Table 10). Since 1990, the proportion of women in the workforce as a whole has nearly doubled. 5. The distribution of staff with long-term appointments by organizational location, grade and sex is shown in Table 3. It can be seen that, of the 1704 staff members in the professional category on long-term appointments, 1091 (64.0%) are men and 613 (36.0%) are women.

6. This report shows that women continue to outnumber men at the P.2 grade, while gender parity was achieved at P.3 grade. The representation of women at grades P.4 and above has experienced positive growth. The proportion of women has increased from 38.2% to 39.8% at grade P.4, from 29.3% to 31.3% at P.5, and from 19.4% to 21.2% at P.6/D.1. The proportion of women at D.2 level has experienced a slight decrease since the last report, falling from 27.7% to 27.3%.
Geographical representation 7. As of December 2005, 106 countries were within their desirable range (with five having reached top of their range of representation); 43 countries (including two Associate Members) were unrepresented, 10 were underrepresented and 35 were overrepresented (see Table 4). Table 5 gives details of the status of representation of countries, by region. The following changes have taken place since the last annual report: • two countries that were previously within their desirable range of representation (Kuwait and Seychelles) are now now unrepresented; • three countries that were underrepresented (Argentina, Spain and Ukraine) are now within their desirable range of representation; • ten countries that were within their desirable range of representation (Ethiopia, Italy, Lebanon, Malawi, Nigeria, South Africa, Sweden, Switzerland, Uganda and Zimbabwe) are now overrepresented; • three countries that were overrepresented (Gambia, Jordan and New Zealand) are now within their range of representation. 8. Table 6 provides information on the distribution of staff by location of assignment and region of nationality.
Age, length of service and retirement projections 9. Over half the staff in the professional category (52%) are aged 50 years or more. In the general service category, staff aged 50 or more represent the largest age group, although there has been a slight decrease from 38.5% to 37.9%. In the national professional officer category, staff in their forties represent the largest age group (50.4%) (see Tables 7 and 8). 10. The largest single group of staff (representing 44% of the workforce) has less than five years’ service. The approximate average length of service is more than seven years for professional staff and 12 years for general service staff (see Table 9). 11. Table 10 provides data on staff appointments during 2005. In the case of the professional category, it shows that 140 (58.6%) were new appointments, of which 22 (9.2%) were interagency transfers. In addition, 99 (41.4%) represented conversions of existing temporary contracts. 12. According to current projections, more than 16% of the workforce is due to retire within the next five years and almost 38% within the next 10 years (see Table 11).

Occupational groups 13. 47.7% of the posts held by professional staff are in the category “Dental, nutrition, medical, nursing and veterinary specialists”. Within this group, 91.8 % are “Medical specialists” and 1.8% are “Nursing specialists”. The second largest occupational group is that of “Administrative specialists”, which accounts for 29.2% (see Table 12). In that group, 16.1% of posts are of “Computer information systems specialists”, 15.8% of “Administrative officers”, and 12.7% are “Financial management specialists”.
