W O R LD H EA LTH O R G A N IZ A T IO N Reg io nal O ffice for E urope C o pen h a g en REGIONAL COMMITTEE FOR EUROPE Forty-eighth session, Copenhagen, 1 4 - 1 8 Septem ber 1998 RESOLUTION EUR/RC48/R5 16 September 1998 10508 ORIGINAL: ENGLISH H e a l t h fo r A ll Po l ic y F r a m e w o r k fo r t h e E u r o p e a n Re g io n fo r th e 21 st C e n t u r y The Regional Committee, Having considered documents EUR/RC48/9 and EUR/RC48/10, concerning the renewed regional health for all (HFA) policy framework for the twenty-first century; Recalling World Health Assembly resolutions WHA48.16 on the HFA policy renewal process, WHA50.23 on the report o f the Task Force on Health in Development, and WHA51.7 recognizing the report Health fo r all in the twenty-first century (A 51/5) as a framework for development of future policy, and adopting the World Health Declaration; Bearing in mind resolution EUR/RC45/R11 which asked for a realignment o f the regional and global HFA policy formulation processes; resolutions EUR/RC43/R8 and EUR/RC44/R5 regarding the monitoring and evaluation o f progress towards HFA; and resolution EUR/RC47/R6 concerning policy renewal; Noting the results of the third evaluation o f progress towards HFA in the European Region, reviewed by the Regional Committee at its forty-seventh session (decision EUR/RC47(2)); Recognizing that the European HFA policy framework adapts global HFA policy principles to the specific requirements of the Region; Conscious of the essential roles now played by integrational, intergovernmental, nongovernmental and governmental organizations and bodies in promoting and protecting health in the Region; 1. APPROVES the regional HFA policy for the twenty-first century as a guiding framework for health policy development in Member States; 2. TAKES NOTE of the proposed schedule of major events in monitoring, evaluating and implementing the HFA policy framework for the twenty-first century; 3. AGREES that the next update of the regional HFA policy framework should be submitted to the Regional Committee in 2005; 4. URGES Member States: (a) to align or renew, where appropriate, their policies, strategies and action plans for health development taking full account of the renewed regional HFA policy framework; (b) to take further full account o f the regional HFA policy framework in international health activities within the European Region; (c) to give support to HFA initiatives, especially those involving partners from local government, nongovernmental organizations, sectors other than health, and other parts of civil society, including translation into local languages, where appropriate, o f the health policy framework for the European Region; (d) to have in place health information systems and data-gathering activities for the purposes of monitoring progress in the implementation of their various HFA-related programmes and reporting their experience, making use inter alia o f elaborated regional HFA indicators (which are to be endorsed at the forty-ninth session of the WHO Regional Committee for Europe); 5. REQUESTS the Regional Director: (a) to support Member States, where appropriate, in aligning or renewing their HFA-based policies; EUR/RC48/R5 page 2 EUR/RC48R5 page 3 (b) to commend the regional HFA policy framework to other international and integrational bodies active in the health and other fields in the Region as a frame of reference for the development of health-related policies; (c) to ensure wide dissemination of the renewed regional HFA policy framework and to prepare appropriate information material for communication to relevant audiences; (d) to make an effort to harmonize data requirements for measuring progress, with health data collected by other international bodies; (e) to report regularly to the Regional Committee on progress towards the HFA targets, as outlined in the schedule o f major events.
