STATEMENT BY THE HEAD OF THE DIRECTORATE FOR ARMAMENTS AND MILITARY EQUIPMENT OF THE MINISTRY OF DEFENCE OF THE REPUBLIC OF TAJIKISTAN AT THE 1146th PLENARY MEETING OF THE OSCE FORUM FOR SECURITY CO-OPERATION 23 September 2026

Mr. Chairperson, Distinguished participants,
In accordance with the provisions of the OSCE Document on Small Arms and Light Weapons (SALW) and the OSCE Document on Stockpiles of Conventional Ammunition (SCA), with reference to the relevant decisions of the Forum for Security Co-operation (FSC), and also drawing on many years of experience of co-operation with the OSCE, the Ministry of Defence of the Republic of Tajikistan would like to request the assistance and support of the FSC Chairmanship and the OSCE Secretariat in strengthening the Ministry’s capacities in the physical security and stockpile management of SALW and conventional ammunition.
This request by Tajikistan is prompted by the following circumstances.
The formations and units of the armed forces of the Republic of Tajikistan currently have SALW and SCA storage facilities that, owing to their technical condition, are unable to ensure the safe storage of munitions.
Missile and artillery systems and engineering explosives and equipment stored in dilapidated facilities, and in some cases and at certain sites inside metal containers, are, if exposed to certain effects, prone to spontaneous decomposition, which can lead to a risk of ignition and explosions, with subsequent negative consequences for humans and the environment.
In that regard, with a view to enhancing the physical security of SALW and SCA storage, it is essential to construct new storage facilities and to overhaul and improve existing infrastructure for the stockpile management of SALW and conventional ammunition.
In addition, drawing on its previous experience of co-operation with the OSCE, the Ministry of Defence notes the need to strengthen local specialists’ capacity to monitor the life cycle of munitions, and to provide them with the necessary equipment for determining the composition and condition of propellant

charges. As the government body of the Republic of Tajikistan responsible for the destruction of obsolete and unserviceable munitions, the Tajik Defence Ministry is currently in need of both the necessary laboratory equipment and supporting training courses for specialists from the Republic of Tajikistan’s national authorities.
At the same time, we should like to inform you that the questionnaire completed by the Ministry of Defence of the Republic of Tajikistan was submitted through the official channels to the FSC Chairmanship and the OSCE Secretariat in September of this year.
We request that this statement be attached to the journal of the meeting.

Начальника Управления по вооружению и военной технике Министерства обороны Республики Таджикистан на Форуме ОБСЕ по сотрудничеству в области безопасности (ФСОБ, 23 сентября 2026, Прочие вопросы)
Господин Председатель, Уважаемые участники, В соответствии с положениями документов ОБСЕ по легкому и стрелковому оружию (ЛСО) и запасам обычных боеприпасов (ЗОБ), со ссылкой на соответствующие решения Форума, а также полагаясь на многолетний опыт сотрудничества с ОБСЕ, Министерство обороны Республики Таджикистан хотело бы запросить у Председательства Форума и Секретариата ОБСЕ помощь и содействие в повышении потенциала Министерства обороны Республики Таджикистан в области обеспечения физической безопасности и управления запасами ЛСО и ЗОБ.
Данная просьба таджикской стороны продиктована следующими обстоятельствами:
В настоящее время в соединениях и частях Вооруженных Сил Республики Таджикистан имеются складские помещения ЛСО и ЗОБ, которые по своему техническому состоянию не позволяют обеспечивать безопасное хранение вооружения.
Ракетно-артиллерийское и инженерное вооружение, хранящиеся в аварийных помещениях, а также в некоторых случая и отдельных местоположениях - в металлических контейнерах, при определенных воздействиях склонно к саморазложению, в связи с чем, возможен риск возгорания и взрывов с последующими негативными последствиями для населения и окружающей среды.
В этой связи, в целях повышения физической безопасности хранения ЛСО и ЗОБ необходимо строительство новых складских помещений, а также капитальный ремонт и улучшение инфраструктуры для управления запасами ЛСО и ЗОБ. Наряду с этим, полагаясь на предыдущий опыт сотрудничества с ОБСЕ, Министерство обороны отмечает необходимость в повышении потенциала местных специалистов в мониторинге жизненного цикла боеприпасов и обеспечении необходимым оборудованием для определения состава и состояния пороховых зарядов. Являясь ответственным государственным органом Республики Таджикистан по вопросам уничтожения старых и непригодных боеприпасов, Министерство обороны РТ в настоящее время имеет потребность как в необходимом лабораторном оборудовании, так и в сопутствующих учебных курсах обучения для специалистов национальных ведомств Республики Таджикистан.
Одновременно хотели бы информировать о том, что заполненный Министерством обороны Республики Таджикистан вопросник был предоставлен по официальным каналам Председательству и Секретариату ОБСЕ в сентябре текущего года.
