STATEMENT BY

THE DELEGATION OF ESTONIA AT THE 1147th PLENARY MEETING OF THE

OSCE FORUM FOR SECURITY CO-OPERATION

30 September 2026

Thank you, Mr Chair.

I regret to inform you about yet another hybrid attack in Europe.

On 15 August, a building used by the Estonian defence company Milrem Robotics was targeted in an arson attack. Following a thorough assessment, Estonia can now confirm that this was an act of sabotage ordered by the Russian security services. The suspects were quickly identified and detained. The criminal investigation is ongoing.

This attack is not an isolated incident. For several months, we have seen a recognisable pattern of hostile activities across Europe, aimed at undermining our support for Ukraine and intimidating our societies. We keep repeating: it will not work.

We have seen similar activities elsewhere, including the recent attempted sabotage at Leipzig/Halle airport in Germany, attributed to Russia, and repeated violations of the airspace of EU Member States. These incidents differ in nature, but together they demonstrate a broader and increasingly concerning security environment.

This is an issue for this forum because it goes directly against the principles of the OSCE.

Russia is a signatory to the Helsinki Final Act and a participating country which has violated these principles over and over. But they apply to Russia as much as to anyone else. On the basis of criminal evidence, we attribute the event from August 15 in Estonia to the Russian government and hold Russia to account.

Estonia will remain vigilant and will strengthen its security and resilience, while working with those participating States prepared to address this growing threat.

By pursuing this course, we will continue to uphold the principles of the Helsinki Final Act, protect our security, and support Ukraine.

Thank you.
