STATEMENT BY THE DELEGATION OF UKRAINE ON RUSSIA’S WAR OF AGGRESSION AGAINST UKRAINE 1123 rd FSC Plenary Meeting (10 December 2025) Agenda Item 3 “General Statements” Mr Chairperson, Russia’s war of aggression against Ukraine continues to be waged by the Kremlin regime in flagrant violation of international law, the UN Charter, the Helsinki Final Act and basic common sense. Despite the sustained efforts of Ukraine, the United States, the European Union and European states to find ways towards a just peace, Russia has chosen a different path: the path of daily terror against Ukraine’s civilian population, the path of systematic war crimes, the path of abducting Ukrainian children and attempting to erase Ukrainian identity. Russian air attacks against peaceful Ukrainian cities are a permanent feature of its strategy. From 1 to 7 December alone, Russia launched against Ukraine over 1,600 attack drones, around 1,200 guided aerial bombs, and nearly 70 missiles of various types. The primary targets of these strikes were not front-line military positions, but the infrastructure that keeps everyday life going: energy facilities, transport, housing, heating, public services. Let me recall only some of the most recent attacks: •On 2 December, a Russian drone strike in Kramatorsk killed at least two people and injured five; •On 3 December, attacks on the Dnipropetrovsk region killed two and wounded three; artillery strikes on Kherson killed a six-year-old girl and injured four others; a strike on Sloviansk wounded eight civilians, including two children; •That same day, Russian forces once again deliberately targeted the Kherson combined heat and power plant, forcing it to halt operations and injuring several employees; •On 4 December, a drone attack on Odesa damaged energy infrastructure, residential buildings and dozens of vehicles; The OSCE Secretariat bears no responsibility for the content of this document and circulates it without altering its content. 2 • On 6 December, eight civilians were injured in a massive missile-and-drone attack; in Fastiv, Kyiv region, the railway station building was destroyed; • On 7 December, Russian strikes in the Kharkiv region killed at least four people and injured ten. This is state terrorism conducted systematically, daily, deliberately. Colleagues, Over the course of this year, Putin has openly demonstrated his imperial ambitions and his preparation for further escalation on the European continent. He wants to project total dominance and to advertise Europe’s alleged weakness. We have all seen the new decrees introducing year-round conscription, replacing the traditional spring and autumn drafts. Just recently, Putin signed another decree on mobilizing those in reserve. All these steps serve one purpose: to ensure a constant flow of human resources for his illegal war against Ukraine and to prepare for potential escalation beyond Ukraine. These are not the actions of seeking peace. These are the actions of a regime preparing for a long war. So the question is not rhetorical, it is very concrete: What else must Putin do for everyone to finally admit that he has no intention of stopping and that he treats all peaceful efforts by civilized states with open contempt? Ukraine is committed to peace. But peace must be just and sustainable. That requires credible and durable security guarantees. Russian promises and “assurances” are worthless. This is a state that has violated virtually every key security agreement it has signed – from the UN Charter to core arms control and confidence-building instruments. Therefore, the people of Ukraine will continue to fight for their sovereignty and territorial integrity. And we call again on the civilized world to support us in this struggle and to exert real pressure on Russia – political, economic, diplomatic and practical. Mr Chairperson, What do we see here in this Forum? We see the delegation of the Kremlin regime delivering cynical statements about the conduct of its illegal war, effectively boasting about its war crimes and the destruction of Ukrainian cities. At the same time, Russia’s so-called foreign intelligence service regularly produces absurd fabrications about alleged operations by Ukraine and European countries under a “third flag”. Each of these stories collapses upon the slightest scrutiny. They are products of the Kremlin’s propaganda machine, designed for domestic consumption and external confusion – not for serious discussion in this hall. While inventing these fairy tales, Russia conducts real operations against Europe:
3 violating the sovereign airspace of EU member states with its drones, running massive disinformation campaigns, fuelling radical and extremist narratives, interfering in elections and meddling in the internal affairs of OSCE participating States. No one can seriously claim any longer that this interference will decrease. On the contrary – Russia will try to expand it. Mr Chairperson, As long as Russia continues its war against Ukraine, there can be no question whatsoever of returning to “business as usual”. This is not a tactical choice. It is a matter of principle and of security. A State that wages a war of aggression, bombs cities, kidnaps children, freezes civilians in winter, weaponizes information and migration, and systematically interferes in other countries’ political processes cannot be treated as a normal partner in this Forum or in any other format. The OSCE cannot rebuild trust and security in Europe while pretending that nothing fundamental has changed. The reality is that Russia has deliberately destroyed the very foundations on which our co-operative security was built. Ukraine will continue to defend its people, its territory and its right to exist as a free and independent State. But we are also defending something that concerns every delegation in this room: the basic principles without which there can be no security in the OSCE area – sovereignty, territorial integrity, the inviolability of borders and respect for human rights. We count on those principles to be upheld not only in declarations, but in concrete policies and in the way this Organization conducts its work. Thank you, Mr Chairperson.
