ANTON MAZUR, MEMBER OF THE DELEGATION OF THE RUSSIAN FEDERATION TO THE VIENNA NEGOTIATIONS ON MILITARY SECURITY AND ARMS CONTROL, AT THE 1123rd PLENARY MEETING OF THE OSCE FORUM FOR SECURITY CO -OPERATION 10 December 2025 Agenda item: General statements Subject: Special military operation to demilitarize and denazify Ukraine Mr./Madam Chairperson, Two eventful weeks have passed since the joint meeting of the OSCE Forum for Security Co-operation and the OSCE Permanent Council held on 26 November. At the political level, there were the developments in the situation regarding US President Donald Trump’s initiative for resolving the conflict in Ukraine. Talks lasting five hours were held in Moscow late on the evening of 2 December between the President of the Russian Federation, Vladimir Putin, and a delegation from the United States of America made up of the US President’s Special Envoy Steve Witkoff and Jared Kushner. The discussion was extremely useful: with some aspects the Russian side agrees, though further work on them is still necessary, whereas other aspects awaken criticism and are unacceptable to us. Most importantly, the two sides stated their readiness to continue their contacts in order to achieve a long-term peaceful settlement in Ukraine. The necessary political signals were conveyed to President Trump. Commenting on the Europeans’ role in the process to bring about a peaceful resolution to the Ukrainian crisis, President Putin said that these felt offended by what they perceived as their exclusion from the negotiations. However, no one has excluded them; the fact is that at some moment they themselves abruptly cut off contact with Russia, having embraced the notion of inflicting a strategic defeat on us. And they continue to live under this illusion. That is the first point to bear in mind. Secondly, realizing that the present outcome is not to their liking either, they are sabotaging the efforts of the current US administration and President Trump to achieve peace through negotiation. Thirdly, they have no peace agenda, for they are on the side of war. When they ostensibly attempt to make certain amendments to President Trump’s proposals, all these amendments are aimed at altogether
- 2 - FSC.DEL/382/25 11 December 2025 obstructing the entire peace process, at putting forward demands that are utterly unacceptable to Russia, so that they can subsequently pin on our country the blame for the collapse of this peace process. Let me share a few observations in this connection. I shall not delve too far into the past, to the time when European emissaries would head to the Maidan in Kyiv in droves, rather than one at a time (by the way, many nowadays prefer not to remember what the representative of the US neocons, Victoria Nuland, back then suggested should happen to the European Union). One need only analyse the current state of affairs in conjunction with indisputable facts and draw one’s conclusions from these. The European Union is being transformed before our very eyes into a politico-military alliance in the image and likeness of NATO and, by all appearances, the aim of this is to distract the population from domestic problems, to suppress dissent and restrict liberty so that the current European elites can cling to power. This is the case with several countries that are members of that association. The Ukrainian crisis has indeed become a matter of survival for the European Union. The EU bloc is fixated on escalation and cannot acknowledge that “inflicting a strategic defeat on Russia” is a pipe dream. Europe is reckoning on dragging out the conflict for two or three more years in the hope that our resources will be depleted and that the EU will then feel it is able to roll into Ukrainian territory without any resistance from Russia. Thus, the EU authorities have sent the Kyiv regime tens of billions of euros and trained around 80,000 soldiers from the Ukrainian armed forces since the start of the special military operation. As a result of the anti-Russian restrictions alone, the European economy has suffered losses of up to 1.6 trillion euros in the period from 2022 to 2025. Westerners are promising the Ukrainians fresh financial injections; they are dangling before them the carrot of EU integration and holding out the prospect of concessional loans, which will essentially lead Ukraine into debt bondage. Ukraine will have to pay back this “favour” with its own resources, including minerals and land. As for the European plan to allocate money to Ukraine drawn from frozen Russian sovereign assets, which is, in effect, thievery at the international level, the latest development in that regard is a statement by Ursula von der Leyen. According to the European Commission chief, the EU authorities have listened carefully to the position of Belgium, which is against the granting of a “reparations loan” to Ukraine. Ms. von der Leyen has promised that “we will share the burden in a fair way.” It remains to be seen how this will play out and who will end up shouldering that burden, although it is already obvious to us. A further touch to the picture of broader European interference, set against a background of anti-Russian hysteria, is added by the illogical eagerness of EU leaders and some EU Member States to “founder on Russia” by unleashing a war against us. In line with that trend, on 19 November of this year, the European Commission issued a programmatic document entitled “EU Defence Industry Transformation Roadmap: Unleashing Disruptive Innovation for Defence Readiness”. On 30 November, in an interview with the Financial Times, the Chair of NATO’s Military Committee, Giuseppe Cavo Dragone, went so far as to say that a “pre-emptive strike” could be considered a “defensive action”. In a social media post one Western official described NATO as “a solution in search of a problem”. Moreover, a message from Hungarian Prime Minister Viktor Orbán has emerged which suggests that Europe is preparing for war with Russia by 2030, and this is something that we take dead seriously.
- 3 - FSC.DEL/382/25 11 December 2025 As the President of the Russian Federation, Vladimir Putin, has said, we are not planning to go to war against Europe, but we are ready for it. In Ukraine, we are acting in a surgical manner. If Europe suddenly decides to go to war against us and actually follows through with it, then a situation may arise where we will very soon be left with no one to negotiate with. Mr./Madam Chairperson, In spite of everything (including the evident fiasco of the Ukrainian armed forces’ performance on the battlefield, the absence of democracy as such in Ukraine, a string of corruption scandals reaching to the very top of the Kyiv regime and the ensuing wave of resignations, and problems closer to home with the European economy), the European Union and countries sharing the EU approach are not calling it a day but, rather, are continuing to earmark huge amounts of money for war “down to the last Ukrainian”. I shall cite one further example of such “gritty” recklessness, in this case on the part of Norway. With regard to the volume of aid provided, Norway is running at fourth place this year, but in per capita terms it is the global leader, well ahead of the rest of the field. Thus, the Norwegian Government has submitted to Parliament a draft law on “technical changes” to the defence budget for 2025 regarding the appropriations for the provision of military assistance to Ukraine. Although the budgetary envelope of 72.5 billion kroner would be maintained, around 10.9 billion kroner are to be reallocated from direct support for the Ukrainian military-industrial complex to the procurement of weaponry and military equipment for the Kyiv regime. The Trump peace plan is being vigorously criticized in Norway by all and sundry; reports are cropping up in which it is threateningly insinuated that the 47th US President will not receive the Nobel Peace Prize on account of his stance on Ukraine. Stories are doing the rounds in the media about the involvement of Norwegian volunteers in the preparation and execution of operations by the Ukrainian intelligence services deep behind Russian lines – mainly operations against the Black Sea Fleet. Incidentally, two tankers sailing under the Gambian flag that were en route to Novorossiysk, namely the Kairos and the Virat, were attacked in the Black Sea on 28 November. Similarly, the tanker Midvolga-2 was attacked off the coast of Türkiye on 2 December. These attacks were carried out by Ukrainian uncrewed maritime vessels. And this is yet another example of the Kyiv regime’s terrorist nature, which is being assiduously disregarded at our Forum. Commenting on the aforementioned topic, the President of Russia has stated that, in response to acts of maritime piracy by the Ukrainian armed forces, our armed forces will expand the scope of strikes against port infrastructure and ships calling at Ukrainian ports. And going forward, if such piracy continues, we will consider the possibility of retaliatory measures against the ships of those countries that are helping Ukraine to carry out these acts. The most radical option would be to cut Ukraine off from the sea. Then piracy would be impossible in principle. Obviously, such countermeasures will be considered on a step-by-step and incremental basis. It would very much be a logical consequence of the actions of the Kyiv regime and its sponsors. Mr./Madam Chairperson, I shall now carry on relating the “heroic exploits” of the Ukrainian armed formations. During the period from 24 November onwards, too, their strikes have continued to target children, women and the elderly. Within the grand total of civilian casualties, the highest numbers were reported from the Belgorod, Kherson and Rostov regions and the Donetsk People’s Republic (DPR). The terrorist attacks committed by Ukrainian “fighters” over the past few days were directed against fuel and energy facilities, civilian production plants, housing, civilian vehicles carrying ordinary passengers, and petrol filling stations.
- 4 - FSC.DEL/382/25 11 December 2025 Ukrainian formations made abundant use of various models of unmanned aerial vehicles (UAVs) along with artillery and multiple-launch rocket systems in order to conduct strikes against these civilian objects. Drone strikes by Ukrainian armed formations were the most frequent cause of death or injury among the civilian population. The Ukrainian “fighters” actively directed their unmanned combat aerial vehicles towards apartment buildings, private residential houses, commercial premises, social infrastructure and civilian vehicle traffic. Strikes by Ukrainian UAVs claimed 141 civilian casualties during this period, accounting for around 80 per cent of the total. The Ukrainian “fighters” are conducting remote mining of civilian objects and highly frequented places; they are planting explosive devices within populated areas. Last week, mines exploded on a 67-year-old resident of Marinka (DPR) and two residents of Krasnaya Polyana (DPR). A similar tragedy occurred in the Lugansk People’s Republic, where a 72-year-old man lost a foot as a result of the detonation of an explosive device. According to data collected and verified by Rodion Miroshnik, the Russian Foreign Ministry’s Ambassador-at-Large working on the crimes committed by the Kyiv regime, the Ukrainian nationalists’ artillery, missile and drone attacks claimed a total of 167 civilian casualties during the aforementioned period: 152 people were injured, including eight minors, and 15 people were killed. All in all, the Ukrainian armed formations fired at least 6,348 munitions at civilian objects on Russian territory over the past fortnight, including rockets from 122 mm multiple rocket launchers, artillery shells of 152 mm and 155 mm calibre (some of them with cluster warheads), mines and grenades. The enemy also made active use of unmanned combat aerial vehicles and small arms. The overwhelming majority of the weapons being used by the Ukrainian armed forces to conduct strikes on civilians are manufactured and supplied by the Western accomplices in the Kyiv regime’s crimes. At this venue there is very often talk of the inevitability of being held accountable for crimes committed – indeed, we fully agree with that principle of penal law. People will have to answer for their actions. On 5 December, the International Court of Justice issued a ruling in which it accepted for consideration the Russian Federation’s counterclaims against Ukraine under the 1948 Convention on the Prevention and Punishment of the Crime of Genocide. All of the objections filed by Ukraine regarding the alleged inadmissibility of these counterclaims were dismissed in their entirety, and the Russian Federation’s submissions have been accepted in full by the Court as part of the proceedings. On 8 December, the Prosecutor General’s Office of the Russian Federation confirmed the criminal charges brought against 41 current and former political and military leaders of Ukraine. They are being charged in absentia under Article 357 of the Criminal Code of the Russian Federation (genocide). From April 2014 to the present, the accused together with other officials, while on the territory of Ukraine, gave orders to subordinated Ukrainian military personnel and other armed formations to use firearms, armoured vehicles, combat aviation, and missile and artillery weapons against civilians, with the intent to commit genocide against the population of the People’s Republics of Donetsk and Lugansk. Over 18,500 civilians were affected as a result of Ukrainian punitive operations, with almost 5,000 people killed and more than 13,500 injured, including 1,275 minors. More than 153,000 civilian infrastructure facilities were partially or completely destroyed, including around 138,000 residential buildings; 1,565 educational institutions; 847 medical organizations and facilities; 1,403 social facilities, production plants and commercial premises; at least 11,400 critical public infrastructure and municipal
- 5 - FSC.DEL/382/25 11 December 2025 facilities; 505 cultural and sports institutions; and 205 religious buildings. This caused severe damage to the economy and led to the suppression of key elements of the culture, religion and traditions of the inhabitants of the Donetsk and Lugansk People’s Republics. We are confident that those guilty will get their just deserts. Mr./Madam Chairperson, Given the bestial cruelty of the Ukrainian armed forces and the stubbornness of politicians in Kyiv and Brussels, the armed forces of the Russian Federation are continuing with the special military operation. In response to Ukraine’s terrorist attacks against civilian objects on Russian territory, our troops conducted two barrage attacks and ten waves of strikes between 26 November and 5 December, hitting Ukrainian military-industrial plants along with fuel and energy facilities and transport and port infrastructure being used to serve the interests of the Ukrainian armed forces, workshops engaged in the production of munitions and unmanned combat aerial vehicles, storage sites for uncrewed surface vessels, and temporary bases for Ukrainian armed formations, nationalists and foreign mercenaries. Two cities and 13 other population centres were liberated during this period: the city of Volchansk in the Kharkov region; the city of Krasnoarmeysk and the villages of Zvanovka, Petrovskoe, Ivanopolye, Vasyukovka, Bezymennoye and Klinovoye in the Donetsk People’s Republic; the villages of Tikhoye and Otradnoye in the Dnepropetrovsk region; and the villages of Zatishye, Novoye Zaporozhye, Zelyony Gai, Dobropolye and Chervonoye in the Zaporozhye region. According to the most conservative estimates, a total of 506 square kilometres of territory were liberated in November, with a further 57 square kilometres liberated between 1 and 8 December. The enemy lost approximately 19,000 military personnel, 15 tanks, around 220 armoured combat vehicles, some 1,000 motor vehicles and around 100 field artillery guns. In addition, 213 electronic warfare stations were destroyed, as were around 200 ammunition, fuel and materiel depots. Overall, the following hardware has been destroyed since the start of the special military operation: 668 aeroplanes, 283 helicopters, 100,422 unmanned aerial vehicles, 638 anti-aircraft missile systems, 26,387 tanks and other armoured combat vehicles, 1,626 multiple-launch rocket systems, 31,723 field artillery guns and mortars, and 48,391 special-purpose military vehicles. Mr./Madam Chairperson, To wrap up, I wish to direct my appeal to Western delegations. Surely it is time to realize that it is more productive to resolve conflicts by diplomatic means. Instead of hindering conflict resolution, it would be more logical to support that process. This requires one merely to stop pandering to the Kyiv regime’s ultra-nationalist ambitions, to not supply that regime with weapons and to not take part in the Ukrainian armed forces’ adventures. One way or another, the goals for the sake of which the Russian Federation was compelled to launch the special military operation will be achieved. Continuation of the hostilities at the behest of those in Brussels will merely weaken the position of the Kyiv regime at the negotiating table. That regime will have to face the music sooner or later. Thank you for your attention.

2 Комментируя роль европейцев в процессе мирного урегулирования украинского кризиса, В.В.Путин сказал, что они обижаются на якобы своё отстранение от ведения переговоров. Но их никто не отстранял, в какой-то момент они сами резко оборвали контакты с Россией, взяв на вооружение тезис нанесения нам стратегического поражения, и живут до сих пор в этих иллюзиях. Это – первое. Второе – наблюдая, что результат им сегодня тоже не нравится, они мешают действующей Администрации Соединённых Штатов и президенту Трампу достичь мира с помощью переговоров. Третье – у них нет мирной повестки, т.к. они на стороне войны. Когда они пытаются якобы внести какие-то изменения в предложения Трампа, все эти изменения направлены на то, чтобы вообще заблокировать весь мирный процесс, выдвинуть такие требования, которые для России являются абсолютно неприемлемыми, и тем самым свалить потом на нашу страну сворачивание этого мирного процесса. Несколько наблюдений в связи с этим. Не буду уходить далеко в прошлое, когда европейские эмиссары буквально толпами, и не единожды, ездили на майдан в Киев (кстати, сейчас многие предпочитают не вспоминать о том, что тогда представительница «неоконов» США В.Нуланд предлагала сделать с Евросоюзом). Достаточно провести анализ текущего положения вещей, а также неоспоримых фактов и сделать из них выводы. У нас на глазах происходит трансформация ЕС в военно-политический союз по образу и подобию НАТО и, судя по всему, целью является отвлечение внимания населения от внутренних проблем, подавление инакомыслия, ограничение свободы для удержания власти нынешними европейскими элитами. Это касается целого ряда стран, входящих в данное объединение. Для ЕС украинский кризис стал вопросом выживания. Блок заточен на эскалацию и не может признать, что т.н. «нанесение стратегического поражения России» является несбыточной иллюзией. Европа рассчитывает растянуть конфликт ещё на 2-3 года
3 в надежде на то, что наши возможности истощатся, а ЕС почувствует, что может без сопротивления со стороны Москвы зайти на территорию Украины. Так, с начала СВО Брюссель направил киевскому режиму десятки миллиардов евро, подготовил порядка 80 тыс. солдат ВСУ. Только от антироссийских рестрикций европейская экономика в 2022-2025 гг. понесла потери на сумму до 1,6 трлн. евро. Западники обещают украинцам новые финансовые вливания, манят евроинтеграцией, сулят льготные кредиты, которые, по сути, приведут к долговому закабалению Киева. Расплачиваться за такую «услугу» Украине придётся собственными ресурсами, включая полезные ископаемые и земли. Последней новостью на тему европейского плана выделения денег Украине за счёт российских замороженных суверенных активов, что, по сути, является воровством на международном уровне, стало заявление У.Фон дер Ляйен. Так, со слов главы еврокомиссии выходит, что в ЕС внимательно выслушали позицию Бельгии, выступающей против «репарационного кредита» Киеву, и она пообещала: «Мы разделим бремя справедливо». Посмотрим, что из этого получится, и кто это бремя будет нести на своих плечах. Хотя для нас это уже очевидно. Еще одним штрихом к картине общеевропейского помешательства на фоне антироссийской истерии является алогичное стремление лидеров ЕС и некоторых его членов «убиться о Россию», развязав войну против нас. В рамках данного тренда 19 ноября с.г. Европейская комиссия опубликовала программный документ «Дорожная карта трансформации оборонной промышленности ЕС: использование прорывных технологий для оборонной готовности». 30 ноября с.г. в интервью «FinancialTimes» руководитель военного комитета НАТО Дж. Каво Драгоне договорился до того, что «превентивный удар мог бы рассматриваться в качестве оборонительной меры». В соцсети один западный функционер опубликовал характеристику НАТО – как «решение, ищущее проблему».
4 Кроме того, появилось сообщение премьер министра Венгрии В.Орбана о подготовке Европы к войне с Россией к 2030 г., и мы это воспринимаем со всей серьёзностью. Как сказал Президент Российской Федерации В.В.Путин, мы не собираемся воевать с Европой, но готовы к этому прямо сейчас. С Украиной мы действуем хирургическим способом. Если вдруг Европа захочет начать с нами войну и начнёт её, то может сложиться ситуация, при которой очень скоро нам не с кем будет договариваться. Уважаемый(ая) Господин(жа) Председатель, Несмотря ни на что (включая явный провал ВСУ на поле боя, отсутствие на Украине демократии как таковой, череду коррупционных скандалов, затрагивающих верхушку киевского режима, и последовавшие отставки, проблемы в собственной, европейской экономике), Брюссель и разделяющие его подходы государства не останавливаются и продолжают выделять огромные средства на войну «до последнего украинца». Приведу еще один пример бравого безрассудства, теперь со стороны Осло. В текущем году Норвегия идёт на четвёртом месте по объёму помощи, а в расчёте на душу населения является мировым лидером с солидным отрывом. Так, норвежское правительство внесло в парламент законопроект о «технических изменениях» в оборонный бюджет на текущий год в части ассигнований на военное содействие «незалежной». Его уровень сохранится – 72,5 млрд. крон, однако 10,9 млрд. перенаправят с непосредственной поддержки украинского ВПК на закупки ВВТ для киевского режима. Мирный план Д.Трампа в Норвегии активно критикуют все, кому ни лень, появляются сообщения с угрозой о том, что 47-й президент США не получит Нобелевскую премию мира из-за его позиции по Украине. В СМИ тиражируются сюжеты об участии норвежских добровольцев в подготовке и осуществлении операций спецслужб Украины в глубоком российском тылу, главным образом против Черноморского флота.
5 Кстати, 28 ноября в Черном море были атакованы два танкера под флагом Гамбии – Kairos и Virat, – направлявшиеся в Новороссийск. А 2 декабря у берегов Турции был атакован танкер Midvolga 2. Атаки производились украинскими морскими безэкипажными катерами. И это очередной пример террористической сущности киевского режима, которую на этой площадке стараются не замечать. Комментируя данный сюжет, Президент России заявил, что наши Вооружённые Силы в ответ на акты морского пиратства со стороны ВСУ расширят номенклатуру ударов по портовым сооружениям и кораблям, заходящим в украинские порты. А в дальнейшем, если это будет продолжаться, мы рассмотрим возможность ответных мер в отношении судов тех стран, которые помогают Украине осуществлять эти пиратские акции. Самый радикальный способ – это отрезать Украину от моря. Тогда невозможно будет заниматься пиратством в принципе. Разумеется, эти контрмеры будут рассматриваться последовательно, по нарастающей. И это будет закономерный итог действий киевского режима и его спонсоров. Господин(жа) Председатель, Продолжу рассказывать о так называемых «геройствах» ВФУ. И в период с 24 ноября целями их атак оставались дети, женщины и пожилые люди. Среди общего количества гражданских жертв наибольшее число пострадавших мирных жителей зафиксировано в Белгородской, Херсонской, Ростовской областях и ДНР. Целями террористических атак украинских боевиков за прошедшие дни были объекты топливно-энергетического комплекса, гражданские производственные предприятия, жилье и гражданский транспорт мирных жителей, АЗС. Для нанесения ударов по гражданским объектам украинские формирования в большом количестве использовали БПЛА различных модификаций, артиллерию и РСЗО. Чаще всего причиной гибели или ранений гражданского населения становились атаки ВФУ с использованием дронов. Украинские боевики активно направляли свои ударные БПЛА по многоквартирным и частным жилым домам, коммерческим и социальным объектам, гражданскому легковому транспорту. За
6 прошедшее время от ударов украинских БПЛА пострадали 141 мирный житель, что составило порядка 80% от общего числа пострадавших. Украинские боевики проводят дистанционное минирование гражданских объектов, мест массового посещения, размещают взрывные устройства в черте населенных пунктов. На прошедшей неделе на минах подорвался 67-летний житель Марьинки и два жителя Красной Поляны (ДНР). Аналогичная трагедия произошла в ЛНР, где в результате детонации взрывного устройства 72-летний мужчина лишился стопы. Всего, по данным, собранным и верифицированным Послом по особым поручениям МИД России по преступлениям киевского режима Р.В.Мирошником, за это время от обстрелов украинских националистов пострадали 167 мирных жителей: ранены 152 человека, в том числе 8 несовершеннолетних, погибли 15 человек. Всего же по гражданским объектам на российской территории за прошедшее 14 дней украинские вооруженные формирования выпустили не менее 6348 боеприпасов, среди которых были РСЗО (122 мм), артиллерийские снаряды калибром 152 и 155 мм, в т.ч. с кассетной боевой частью, мины, гранаты, также противник активно применял ударные БПЛА, стрелковое оружие. Подавляющее большинство используемых ВСУ для ударов по гражданскому населению вооружений произведены и поставлены западными соучастниками преступлений киевского режима. На данной площадке очень часто говорится о неотвратимости ответственности за совершаемые преступления, и мы с этим принципом уголовного права полностью согласны. Отвечать придётся по заслугам. 5 декабря Международный Суд ООН постановил принять к рассмотрению встречные обвинения Российской Федерации против Украины по Конвенции о предупреждении преступления геноцида и наказании за него 1948 года. Все возражения Киева о якобы недопустимости российских требований полностью отклонены, претензии Российской Федерации приняты к рассмотрению Судом в полном объёме.
7 8 декабря в Генеральной прокуратуре Российской Федерации утверждено обвинительное заключение по уголовному делу в отношении 41 человека из числа нынешнего и бывшего высшего политического и военного руководства Украины. Они заочно обвиняются по ст. 357 УК РФ (геноцид). В период с апреля 2014 года по настоящее время обвиняемые и иные должностные лица, находясь на территории Украины, с целью геноцида населения Донецкой и Луганской Народных Республик отдали приказы подчиненным военнослужащим ВСУ и иным вооруженным формированиям о применении против мирных жителей огнестрельного оружия, бронетанковой техники, боевой авиации, ракетного и артиллерийского вооружения. В результате украинских карательных операций погибли почти 5 тыс. мирных жителей, пострадали более 18,5 тыс. человек, получили ранения свыше 13,5 тыс. человек, из которых 1275 – несовершеннолетние. Частично или полностью разрушены свыше 153 тыс. объектов гражданской инфраструктуры, в том числе порядка 138 тыс. жилых домов, 1565 образовательных и 847 медицинских организаций и учреждений, 1403 объекта социального назначения, производственных и торговых предприятия, не менее 11,4 тыс. объектов жизнеобеспечения и коммунального хозяйства, 505 учреждений культуры и спортивных объектов, 205 религиозных сооружений. В результате нанесен серьезный урон экономике, произошло подавление ключевых элементов культуры, религии и традиций жителей Донецкой и Луганской Народных Республик. Уверены, виновные получат по заслугам. Господин(жа) Председатель, С учётом звериной жестокости ВСУ и упёртости политиков в Киеве и Брюсселе Вооруженные Силы Российской Федерации продолжают проведение специальной военной операции. В ответ на террористические атаки Украины по гражданским объектам на территории России нашими войсками с 26 ноября по 5 декабря нанесены два массированных и десять групповых ударов, в результате которых поражены
8 предприятия военной промышленности Украины, объекты топливно - энергетической, транспортной и портовой инфраструктуры, используемые в интересах ВСУ, цеха по производству боеприпасов и ударных беспилотных летательных аппаратов, места хранения безэкипажных катеров, а также пункты временной дислокации украинских вооруженных формирований, националистов и иностранных наемников. За это время освобождены два города и 13 населенных пунктов: город Волчанск Харьковской области, город Красноармейск и населённые пункты Звановка, Петровское, Иванополье, Васюковка, Безымянное, Клиновое Донецкой Народной Республики, населённые пункты Тихое, Отрадное Днепропетровской области, населённые пункты Затишье, Новое Запорожье, Зеленый Гай, Доброполье и Червоное Запорожской области. Всего, по самым скромным подсчётам, в ноябре освобождено 506 кв. км территории, а с 1 по 8 декабря – ещё 57 кв. км. Потери противника составили: порядка 19 000 военнослужащих, 15 танков, около 220 боевых бронированных машин, порядка 1000 автомобилей и 100 орудий полевой артиллерии. Уничтожены 213 станций радиоэлектронной борьбы и порядка 200 складов боеприпасов, горючего и материальных средств. Всего с начала проведения специальной военной операции уничтожены: 668 самолетов, 283 вертолета, 100 422 беспилотных летательных аппарата, 638 зенитных ракетных комплексов, 26 387 танков и других боевых бронированных машин, 1 626 боевых машин реактивных систем залпового огня, 31 723 орудия полевой артиллерии и миномета, 48 391 единица специальной военной автомобильной техники. Уважаемый(ая) Господин(жа) Председатель, Подводя итог, хочу обратить свой призыв к западным делегациям. Пора бы уже понять, что разрешение конфликтов наиболее продуктивно дипломатическим путём. Вместо того чтобы мешать урегулированию конфликта, было бы логичнее содействовать ему. Для этого надо всего лишь прекратить потакать
9 ультранационалистическим амбициям Киева, не поставлять ему оружие и не принимать участия в авантюрах ВСУ. Так или иначе, цели, ради которых Российская Федерация была вынуждена начать СВО, будут достигнуты. Продолжение боевых действий под диктовку Брюсселя будет только ухудшать положение киевского режима за столом переговоров. Рано или поздно ему придётся платить по счетам. Спасибо за внимание.
