Statement by the Delegation of the European Union Closing Statement

EUROPEAN UNION eeas.europa.eu/delegations/vienna • PAGE 1/1 OSCE Forum for Security Co-operation N°1123 Vienna, 10 December 2025 EU Closing Statement As we now mark the end of the successful Finnish Chairpersonship of the FSC, we first thank Deputy Director General Mikael Antell for his concluding remarks. Ambassador, we thank you and your team for the excellent work done over these past months. Your leadership during the past trimester allowed us to focus on key challenges in the OSCE area, particularly on Russia’s war of aggression against Ukraine and its repercussions for European and global security. We remain steadfast in our commitment to a comprehensive, just and lasting peace in Ukraine, grounded in the principles of the UN Charter and international law. The three Security Dialogues which you planned for your Chairpersonship were both timely and relevant for the work of this Forum. We regret that your proposed Security Dialogue on the topic of Sexual and Gender Based Violence could not have been organised as an official FSC event given that the Russian Federation decided to obstruct the agenda. We call on Russia not to revert to its obstructionist policy. We also underline that personal attacks and condescending remarks have no place in this Forum. We now welcome France as it will soon take over as the FSC Chair and wish it all the best for the coming months. We will continue to rely on Finland in its Troika role and bid farewell to Estonia leaving it. We welcome Georgia to the Troika. Thank you. Albania, Andorra, Bosnia and Herzegovina, Liechtenstein, Iceland, Montenegro, North Macedonia, Norway, Republic of Moldova, San Marino and Ukraine align themselves with this statement.
