MAXIM BUYAKEVICH, ACTING PERMANENT REPRESENTATIVE OF THE RUSSIAN FEDERATION, AT THE 1546th MEETING OF THE OSCE PERMANENT COUNCIL 18 December 2025 On the United Kingdom’s genuine hybrid activities in the OSCE area Mr. Chairperson, We have spoken many times about the United Kingdom’s destructive actions in the OSCE area. Since our colleagues from “Foggy Albion” are persisting with these actions, we suggest that we – as they say in Russian schools – “review the material covered”. Today, we will do so in relation to the Ukrainian crisis. Repetition is the mother of learning. It is widely known that the United Kingdom played a key role in supporting the overthrow of constitutional authority in Ukraine and in the armed coup d’état of February 2014. Baroness Catherine Ashton, who headed the European External Action Service at the height of the crisis, made considerable efforts to implement the United Kingdom’s destructive agenda. Having undertaken as a permanent member of the United Nations Security Council to promote the implementation of resolution 2202 of 17 February 2015, whi ch endorsed the Minsk agreements, the United Kingdom subsequently encouraged in every possible way the puppet government in Kyiv to brazenly sabotage the implementation of the agreements. We would remind you that they were designed to preserve the territorial integrity of Ukraine within its then borders and to ensure a sustainable political and diplomatic resolution of the crisis. It is clear from the sensational public revelations of former British Prime Minister Boris Johnson that the full implementation of the Minsk agreements was never on the West’s agenda and that the “Normandy format” process was merely, I quote, a “diplomatic imitation” – this is practically a confession. As it turned out, all these agreements and formats initially provided those in London, as well as those in a number of other European capitals, with a diplomatic smokescreen in order to buy time to prepare Ukraine for a high-intensity military conflict. The British intelligence services also had a hand in staging the provocation in Bucha in April 2022. It was used by the British to derail the signing of the agreements initialled in Istanbul on 29 March 2022 that had been worked out in the course of consultations between representatives of Russia and Ukraine. As admitted by high- ranking officials of the Kyiv regime (for example, Davyd Arakhamia, the head of Volodymyr Zelenskyy’s faction in the Verkhovna Rada (Ukrainian Parliament)), just three days after the “discovery of corpses” on the streets of Bucha, on 9 April 2022, then British Prime Minister Mr. Johnson arrived in Kyiv and told them, I quote, “not [to] sign anything” with Russia and “just [to] fight”. We have
- 2 - PC.DEL/1361/25 18 December 2025 already discussed in detail who exactly staged the horrific “scene” with dozens of corpses of civilians after Russian military personnel had already left Bucha, and for what purpose. In the same month, the Kyiv regime, together with a number of NATO countries, set up a “co-ordination centre”, first located at the US European Command headquarters in Stuttgart, Germany, and then moved to Wiesbaden. Subsequently, with the United Kingdom playing an active role, this headquarters was tasked with planning military operations and determining the needs of the Ukrainian armed forces. The United Kingdom promptly arranged comprehensive support for the radical nationalists and neo-Nazi paramilitary formations. British Foreign Secretary David Cameron boasted in an article for The Hill on 14 February 2024, and I quote: “We have proved that the dangers of escalation are illusory. Britain was the first to provide everything from anti-tank weapons to artillery to tanks and now long-range fires like Storm Shadow missiles.” British officials are currently sending ever more advanced weapons to the Kyiv regime and encouraging, nay urging, it to use these to strike Russian territory. In essence, Ukraine has been turned by the British into a “testing ground” for Western weapons. A “battle lab”, to quote British Secretary of State for Defence Ben Wallace. The British have stopped hiding the fact that their military personnel are directly involved in the conflict. There are many British nationals masquerading as instructors and advisers in the zone of the special military operation – both near the line of c ontact and in the rear areas. According to the British media (for example, The Guardian), at least 40 British nationals have been killed in combat operations in Ukraine since 2022. On 10 December this year, the UK Ministry of Defence issued an official statement announcing the death of Lance Corporal George Hooley of the Parachute Regiment “in the course of duty”. So what was a man with a surname so telling for the Russian- Ukrainian ear doing in the conflict zone? The United Kingdom is also encouraging in every possible way the destructive activities of Ukrainian hackers. It is engaged in strengthening the offensive information and communications technology (ICT) capabilities of the Defence Ministry and the Ukrainian armed forces; it is supplying equipment for these purposes; and it is helping to consolidate the support measures undertaken by Western governments and information technology companies. Their resources are being leveraged for cyberoperations against our country. At the same time, exercises are being conducted, including exercises under the aegis of NATO, to practise the use of ICTs to strike at Russian critical information infrastructure facilities. Manifestations of the United Kingdom’s hybrid aggression extend beyond Ukraine’s borders. Members of the British Royal Navy were involved in the planning, support and execution of the terrorist attack in the Baltic Sea to blow up the Nord Stream 1 and Nord Stream 2 gas pipelines. Having convinced itself of its complete impunity, British intelligence is continuing its planned work to destabilize the situation in the Black Sea and Baltic Sea. Amid mounting problems for the Ukrainian armed forces on the front and the moral exhaustion of Ukrainian society in the rear, we are seeing an increase in sabotage and terrorist activities by the Kyiv regime against Russia. The Russian Federal Security Service regularly foils terrorist crimes related to the activities of the Kyiv regime’s intelligence services and neo-Nazi formations being overseen by the foreign intelligence community, above all by British agencies. The British ascribe to Russia the tactics that they themselves employ. In her first public speech after taking office on 15 December this year, the new head of the Secret Intelligence Service (MI6), Blaise Metreweli, accused our country of “arson”, “sabotage” and “influence operations”, “aggressive activity in our seas, above and below the waves”, and using tactics that were “just below the threshold of war”. As always, the British offer no facts or evidence, resorting instead to phrases such as “highly likely”

In short, as the well-known Russian saying goes, “the thief has a burning hat”, in other words guilty persons reveal themselves by their actions. British officials only admit what they are really doing when they are gullible and foolish enough to fall into the traps of Russian pranksters, for example, who from time to time pose as Ukrainian officials. This helps the world to better know and understand the truth. And even though their video channel has been blocked on international video hosting websites thanks to the efforts of the West, the Internet remembers everything – you can take a look at their revelations at any time. One might recall, for example, how back in 2022, the then British Secretary of State for Defence, Mr. Wallace, pledged that the United Kingdom would support the Kyiv regime, I quote, “in whatever choice you make”. When asked directly by the pranksters, who were pretending to be Ukrainian Prime Minister Denys Shmyhal, Mr. Wallace did not rule out helping the Kyiv regime with nuclear weapons, suggesting that “Russia would not like this very much.” He is right about that: Russia would not just dislike it; Russia would counter all destabilizing actions by the United Kingdom near our borders that directly affect regional and global security. The essence of British policy, which has remained unchanged for centuries, was clearly and loudly proclaimed by British Home Secretary Priti Patel in a conversation with the very same pranksters in 2023. When pronouncing this phrase in Russian at the request of her interlocutors, she uttered something along the lines of “anglichanka got it”. Both Mr. Wallace and Ms. Patel subsequently confirmed the authenticity of their conversations with the pranksters and even conducted some kind of internal investigation shortly afterwards. Today, the United Kingdom and several European NATO member countries are endeavouring to obstruct Russian- US dialogue and efforts to de-escalate the Ukrainian conflict. They are pushing through the theft of frozen Russian assets. We are aware of the scenarios being worked out for the deployment of military personnel under the guise of “peacekeepers” with a view to the de facto military occupation of areas of Ukraine that are still controlled by the puppet Kyiv regime. All that I have said today is just a small example of the role the United Kingdom plays in the hybrid aggression it has unleashed against Russia and, more broadly, against regional and global security interests. In the finest traditions of British politics – with others doing the dirty work and at minimal cost to itself. And if, fellow Europeans, you think that Ukraine will forever be a pawn and an anti-Russian battering ram, that is not the case. Think about who will be the next bargaining chip in the United Kingdom’s next bloody adventure. Thank you for your attention.

Поскольку коллеги с «туманного Альбиона» не унимаются, предлагаем – как говорят в русских школах – «закрепить пройденный материал». Сегодня сделаем это применительно к украинскому кризису. Повторение – мать учения. Широко известно, что Лондон сыграл ключевую роль в поддержке свержения конституционной власти на Украине и вооружённом перевороте в феврале 2014 года. Баронесса Кэтрин Эштон, возглавлявшая внешнеполитическую службу ЕС в самый разгар кризиса, приложила немало усилий для отработки деструктивных установок Лондона. Затем Соединенное Королевство, взяв на себя как постоянный член СБ ООН обязательство содействовать реализации резолюции 2202 от 17 февраля 2015 года, одобрившей Минские договорённости, всячески поощр яло наглый саботаж марионеточным правительством в Киеве их выполнения. Напомним, они были призваны сохранить территориальную целостность Украины в её тогдашних границах и обеспечить устойчивое политико-дипломатическое разрешение кризиса. Из нашумевших публичных откровений экс-премьера Британии Б.Джонсона следовало, что полноценная реализация «Минска» в планы Запада не входила, а нормандский процесс являлся лишь, цитата, «дипломатической имитацией» – это ведь и вовсе «явка с повинной». Как выяснилось, все эти договоренности и форматы изначально служили Лондону, как и ряду других европейских столиц, дипломатической ширмой с целью выиграть время для подготовки Киева к военному конфликту высокой интенсивности. Спецслужбы Лондона приложили руку и к реализации постановочной провокации в Буче в апреле 2022 года. Она была использована британцами в целях срыва подписания парафированных в Стамбуле 29 марта 2022 года договоренностей, выработанных в ходе консультаций между представителями Москвы и Киева. Кто конкретно и с какой целью организовал ужасающую «картинку» с десятками трупов мирных жителей уже после выхода из Бучи российских военнослужащих, мы подробно разбирали ранее. В том же месяце киевский режим совместно с рядом натовских стран создал «центр координации», располагавшийся сперва в штаб-квартире европейского командования США в германском Штутгарте, а затем перемещенный в Висбаден. Впоследствии при активной роли Британии на этот штаб были возложены функции «планирования военных операций и формирования потребностей для ВСУ». Лондон оперативно наладил всестороннюю поддержку радикальным националистам и военизированным формированиям неонацистов. Британский мининдел Д.Кэмерон в статье для издания «The Hill» от 14 февраля 2024 года хвастался, цитирую: «Мы доказали, что опасности эскалации иллюзорны. Британия была первой, кто поставил всё, начиная от противотанковых вооружений до артиллерии и танков, а сейчас – и дальнобойных ракет наподобие «Storm Shadow». Сегодня британские официальные лица направляют все более продвинутые вооружения киевскому режиму, поощряя и даже настойчиво призывая использовать его по территории России. По сути, Украина превращена англичанами в «тестовый полигон» для западных вооружений. «Боевой лабораторией», если цитировать министра обороны Британии Б.Уоллеса. Британцы перестали скрывать прямое участие своих кадровых военнослужащих в конфликте. Под видом инструкторов и консультантов в зоне специальной военной операции – как вблизи линии соприкосновения, так и в тыловых районах – находится множество граждан Соединенного королевства. Всего, по данным британских же СМИ (например, «The Guardian», с 2022 года в боевых действиях на Украине погибло не менее 40 британских подданных. 10 декабря с.г. Минобороны Британии выпустило официальное сообщение о гибели младшего капрала парашютного полка Джорджа Хули «при исполнении служебных обязанностей». Так что же делал человек со столь говорящей для русско-украинского уха фамилией в зоне конфликта? Всячески поощряет Британия и деструктивную деятельность украинских хакеров. Занимается укреплением силового ИКТ-потенциала минобороны и ВСУ, поставляет оборудование под эти цели, а также способствует консолидации мер поддержки западных правительств и IT-компаний. Их ресурсы задействуются для киберопераций против нашей страны. Попутно проводят учения, в том числе под эгидой НАТО, по отработке нанесения ударов с использованием информационно - коммуникационных технологий (ИКТ) по российским объектам критической информационной инфраструктуры. Проявления гибридной агрессии Великобритании выходят за пределы Украины. Представители ВМС Великобритании принимали участие в планировании, обеспечении и реализации теракта в Балтийском море по подрыву газопроводов «Северный поток-1» и «Северный поток-2». Убедив себя в полной безнаказанности, британская разведка продолжает спланированную работу по дестабилизации обстановки в Черном и Балтийском морях. В условиях нарастания проблем ВСУ на фронте и морального истощения украинского общества в тылу фиксируем наращивание диверсионной и террористической деятельности киевского режима против России. На регулярной основе ФСБ России предотвращает террористические преступления, связанные с деятельностью спецслужб киевского режима и неонацистских формирований, курируемых иностранным разведсообществом, в первую очередь Британией.
3 Тактику, осуществляемую ими же самими, британцы приписывают России. В ходе первой публичной речи после вступления в должность 15 декабря с.г. новая глава секретной разведывательной службы «МI6» Блейз Метревели обвинила нашу страну в «поджогах, саботаже и дезинформации», «агрессивной деятельности в морях, над и под водой», а также применении тактики, находящейся «ниже порога войны». Как всегда, у британцев – без фактов и доказательств, в стиле «highly likely» и прочих форматах сотрясания воздуха. В общем, как говорится в известной русской поговорке, «на воре и шапка горит». Британские официальные лица признаются в том, чем реально занимаются, лишь когда доверчиво и глупо попадаются, например, в руки российских пранкеров, время от времени выдающих себя за украинских официальных лиц. Это помогает миру лучше узнать и понять правду. И пусть сегодня их видеоканал усилиями Запада заблокирован на международных видеохостингах, Интернет помнит всё – ознакомиться с их откровениями можно в любое время. Можно вспомнить, например, как ещё в 2022 году тогдашний глава Минобороны Британии Бен Уоллес заверял, что Британия будет поддерживать киевский режим, цитата, «в любом выборе, который вы сделаете». На прямой вопрос пранкеров, выдававших себя за украинского премьер-министра Д.Шмыгаля, Б.Уоллес не исключил помощи Киеву в вопросе ядерного оружия, предположив, что «Москве это явно бы не понравилось». В этом он прав: Москве это не просто не понравится; Россия будет противодействовать всем дестабилизирующим действиям Британии у наших границ, прямо затрагивающим вопросы региональной и глобальной безопасности. Суть британской политики, не меняющейся веками, в разговоре в теми же пранкерами уже в 2023 году чётко и громко продекламировала глава британского МВД Прити Пател. Произнося эту фразу на русском языке по просьбе своих собеседников, она выдавила из себя что-то в духе «anglichanka got it». Оба, кстати, – И Б.Уоллес, и П.Пател – впоследствии подтвердили подлинность своих разговоров с пранкерами и даже проводили «по горячим следам» некие внутренние расследования. Сегодня Британия и ряд европейских стран-членов НАТО стремятся помешать российско-американскому диалогу и усилиям по деэскалации в украинском конфликте. Продавливают кражу замороженных российских активов. Нам известно о прорабатывающихся сценариях ввода военнослужащих под видом «миротворцев» в целях де-факто военной оккупации пока ещё подконтрольных марионеточному киевскому режиму территорий Украины. Все сказанное – это лишь некоторые штрихи той роли в гибридной агрессии, которую Лондон развязал против России, да и в целом против интересов региональной и глобальной безопасности. В лучших традициях английской политики – чужими руками и с минимальными для себя издержками. И если, товарищи европейцы, вы думаете, что Украина будет вечной «пешкой» и антироссийским тараном, то это не так. Подумайте, кто будет следующей разменной монетой в очередной кровавой авантюре англичан. Благодарю за внимание.
