Statement by the Delegation of Ukraine on the Adoption of the Convention on Establishing a Claims Commission for Ukraine

STATEMENT BY THE DELEGATION OF UKRAINE As delivered by HE Yurii Vitrenko, Permanent Representative of Ukraine to the International Organizations in Vienna 1546 th meeting of the OSCE Permanent Council Agenda Item 6, “Any Other Business” “The Adoption of the Convention on Establishing a Claims Commission for Ukraine” (18 December 2025) Mr Chairperson, We are grateful to the Delegation of the Netherlands for raising this issue. Taking this opportunity, allow me to quote the statement made by my Minister following the signing ceremony: “In The Hague, together with 34 states and the European Union, upon the directions of President Zelenkyy I had an honour to sign the Convention Establishing an International Claims Commission for Ukraine. 35 is the record number of states. This historic step brings justice closer to the victims of Russia’s aggression and reinforces accountability as a shared international responsibility. Russia’s war of aggression has caused massive damage, loss, and human suffering. The Commission builds on the already functioning Register of Damage and moves the process from documenting the damage to examining claims on the merits and determining concrete amounts of compensation for those affected. The Commission is the third fundamental pillar of accountability infrastructure, along with the Special Tribunal for the Crime of Aggression Against Ukraine and the Register of Damage. The principle is clear: the aggressor must pay. And the real peace for Ukraine must include accountability for Russian crimes.” Thank you, Mr Chairperson.
