<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para2" eId="section-1-1-c-i"><num>(i)</num><content><p>relate to land that does not form part of the Parliamentary Estate on the first day on which any provision of this section comes into force,</p></content></level>
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para2" eId="section-1-1-c-ii"><num>(ii)</num><content><p>are not within paragraph (b), and</p></content></level>
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para2" eId="section-1-1-c-iii"><num>(iii)</num><content><p>are not designated as excluded from this paragraph by the House Commissions.</p></content></level>

<subsection xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" xmlns:ukl="http://www.legislation.gov.uk/namespaces/legislation" xmlns:uk="https://www.legislation.gov.uk/namespaces/UK-AKN" eId="section-2-1"><num>(1)</num><content><p><del class="first" ukl:ChangeId="key-87d119b9a8de05ec10695e6ba
<subsection xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" eId="section-2-2"><num>(2)</num><intro><p>The Sponsor Body's duties are—</p></intro><level class="para1" eId="section-2-2-a"><num>(a)</num><content><p>to determine the strategic objectives of the Parliamentary building works;</p></
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-2-a"><num>(a)</num><content><p>to determine the strategic objectives of the Parliamentary building works;</p></content></level>
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-2-b"><num>(b)</num><content><p>to make strategic decisions relating to the carrying out of the Parliamentary building works;</p></content></level>
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-2-c"><num>(c)</num><content><p>to form the Delivery Authority (see section 3);</p></content></level>
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-2-d"><num>(d)</num><content><p>to fund the Delivery Authority (see section 9);</p></content></level>
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-2-e"><num>(e)</num><content><p>to require the Delivery Authority to formulate proposals relating to the design, cost and timing of Palace restoration works;</p></content></level>
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-2-f"><num>(f)</num><intro><p>to require the Delivery Authority, when considering the award of a contract in respect of the carrying out of the Parliamentary building works, to have regard to—</p></intro><lev
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para2" eId="section-2-2-f-i"><num>(i)</num><content><p>the prospective contractor's policy relating to corporate social responsibility, and</p></content></level>
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para2" eId="section-2-2-f-ii"><num>(ii)</num><content><p>the prospective contractor's policies and procedures relating to employment (including in relation to the blacklisting of employees);</p></content></level>
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-2-g"><num>(g)</num><content><p>to oversee the activities of the Delivery Authority in connection with the carrying out of the Parliamentary building works;</p></content></level>
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-2-h"><num>(h)</num><content><p>to deal with matters relating to completion of the Parliamentary building works, including the making of arrangements for the handing over of the buildings to which those works
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-2-i"><num>(i)</num><content><p>to promote public understanding of the purposes of the Restoration and Renewal Programme.</p></content></level>
<subsection xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" xmlns:ukl="http://www.legislation.gov.uk/namespaces/legislation" xmlns:uk="https://www.legislation.gov.uk/namespaces/UK-AKN" eId="section-2-1A"><num><ins class="first" ukl:ChangeId="key-66772eea2b67ece631e14394b5b3b648-168009668712
<subsection xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" eId="section-2-3"><num>(3)</num><content><p>In performing the duties under subsection (2)(a) and (b) in relation to Palace restoration works, the Sponsor Body must consult members of each House of Parliament in accordance with the
<subsection xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" eId="section-2-4"><num>(4)</num><intro><p>In performing the duties under subsection (2)(a) and (b), the Sponsor Body must make arrangements for seeking the views of—</p></intro><level class="para1" eId="section-2-4-a"><num>(a)</num
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-4-a"><num>(a)</num><content><p>people employed in or for the purposes of either House of Parliament,</p></content></level>
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-4-b"><num>(b)</num><content><p>people working for members of either House of Parliament (whether or not for payment), and</p></content></level>
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-4-c"><num>(c)</num><content><p>members of the public.</p></content></level>

<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-5-b"><num>(b)</num><content><p>the need to ensure that the Parliamentary building works are carried out with a view to ensuring the safety and security of people who work in Parliament and members of the pub
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-5-c"><num>(c)</num><content><p>the need to protect the environment and to contribute to achieving sustainable development;</p></content></level>

<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-5-e"><num>(e)</num><intro><p>the need to ensure that—</p></intro><level class="para2" eId="section-2-5-e-i"><num>(i)</num><content><p>any place in which either House of Parliament is located while the Parlia
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para2" eId="section-2-5-e-i"><num>(i)</num><content><p>any place in which either House of Parliament is located while the Parliamentary building works are carried out, and</p></content></level>
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para2" eId="section-2-5-e-ii"><num>(ii)</num><content><p>(after completion of those works) all parts of the Palace of Westminster used by people working in it or open to people visiting it,</p></content></level>
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-5-f"><num>(f)</num><content><p>the need for improved visitor access to the Palace of Westminster after completion of the Parliamentary building works;</p></content></level>
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-5-g"><num>(g)</num><content><p>the need to ensure that educational and other facilities are provided for people visiting the Palace of Westminster after completion of the Parliamentary building works;</p></c
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-5-h"><num>(h)</num><content><p>the need to ensure that the Parliamentary building works are carried out with a view to facilitating improved public engagement with Parliament and participation in the democra
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-5-i"><num>(i)</num><content><p>the special architectural, archaeological and historical significance of the Palace of Westminster;</p></content></level>
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-2-5-j"><num>(j)</num><content><p>the need to ensure that opportunities to secure economic or other benefits of the Parliamentary building works are available in all areas of the United Kingdom.</p></content></

<section xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" eId="section-3"><num>3</num><heading>The Delivery Authority</heading><subsection eId="section-3-1"><num>(1)</num><content><p>The Sponsor Body must form a company limited by guarantee to exercise the functions conferred on the company
<subsection xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" eId="section-3-1"><num>(1)</num><content><p>The Sponsor Body must form a company limited by guarantee to exercise the functions conferred on the company by this Act.</p></content></subsection>
<subsection xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" eId="section-3-2"><num>(2)</num><content><p>The constitution of the company must include provision to ensure that the only member of the company, and its only guarantor, is the Sponsor Body.</p></content></subsection>
<subsection xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" eId="section-3-3"><num>(3)</num><content><p>The company formed under subsection (1) is referred to in this Act as “<term refersTo="#term-the-delivery-authority" eId="term-the-delivery-authority">the Delivery Authority</term>”.</p>

<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-3-4-a"><num>(a)</num><content><p>to formulate proposals relating to Palace restoration works, as required by the Sponsor Body under section 2(2)(e), and</p></content></level>
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-3-4-b"><num>(b)</num><content><p>to carry out the Parliamentary building works in line with the requirements of the Sponsor Body.</p></content></level>
<subsection xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" eId="section-3-5"><num>(5)</num><intro><p>The Delivery Authority may do whatever it considers appropriate for the purposes of the duties under subsection (4), provided that it acts in accordance with—</p></intro><level class="para1
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-3-5-a"><num>(a)</num><content><p>the agreement entered into by the Sponsor Body and the Delivery Authority under section 4, and</p></content></level>
<level xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" class="para1" eId="section-3-5-b"><num>(b)</num><content><p>the Delivery Authority's memorandum and articles of association.</p></content></level>
<subsection xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" eId="section-3-6"><num>(6)</num><content><p>In performing the duties under subsection (4) the Delivery Authority must have regard to the matters mentioned in section 2(5).</p></content></subsection>

<subsection xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" eId="section-4-4"><num>(4)</num><content><p>If the Delivery Authority and the Sponsor Body fail to reach agreement in relation to a relevant matter, the Delivery Authority or the Sponsor Body (or both) may refer the difference betw
<subsection xmlns="http://docs.oasis-open.org/legaldocml/ns/akn/3.0" eId="section-4-5"><num>(5)</num><intro><p>“<term refersTo="#term-relevant-matter" eId="term-relevant-matter">Relevant matter</term>” means—</p></intro><level class="para1" eId="section-4-5-a"><num>(a)</num><content><p>a matter requ
