TABLES FOR RIGHTS AND INTERESTS ........................................................... 89 iv Resettlement Action Plan for Hangzhou No.2 Refuse Landfill Project Objectives of the RAP and the Definition of Resettlement-related Terminology This Resettlement Action Plan (RAP) is prepared according to the Laws and Regulations of PRC, Zhejiang Province and WB Guidelines (Operational Directive for Involuntary Resettlement OD 4.30). The purpose of the document is to work out an action plan for the Resettlement and Rehabilitation of the Project Affected Persons (PAPs) to ensure that impacted persons can benefit from the project and their standards of living will improve or at least be restored after the project ends. Definition of the PAPs: "Affected Persons" refers to persons who are adversely affected on standard of living; rights and interests or other properties in any house; lands (including lands for houses, agriculture and livestock) and any other fixed or movable asset caused by temporarily or permanently requisition or occupancy; business, profession, job, residence and habits due to the execution of the project, PAPs may be individuals or legal persons such as a company, a public institution. PAPs include: (1) Persons whose lands (lands for houses, public facilities, agriculture, forestry, livestock and by-work), houses (including private houses and their attached facilities, business houses and public buildings), rights and interests or other properties are totally or partly occupied temporarily or permanently. (2) Persons who use the above lands, houses and properties, and persons whose profession, job, residence and living habits are adversely affected. (3) Persons whose living level is adversely affected due to land requisition and house clearance. Definition of PAPs given by WB does not limit their legal status, living pattern and professions in the affected region. Therefore, PAPs also includes: (1) All impacted persons who are on the spot or not when legal rights and interests are not considered or their properties are expropriated; (2) Persons without residential permit to live in a special area. Therefore, all impacted persons should be considered as PAPs to be treated and registered regardless of their properties, lands or social status. If there are more than one person, family or household using or holding a title to the same land or property that is acquired, they will be compensated and rehabilitated according to the their loss, their rights, and the impacts on their living standards. The definition of PAPs is linked directly to the adverse effect of the project regardless of legal rights title or interest. All PAPs should be compensated to improve or at least restore their living standards, and the property loss is also compensated. The loss will be compensated based on the replacement price. It is unallowable to deduce or deduct the compensation fees with the pretence of assets depreciation or other reasons. All PAPs can benefit from the project. Moreover, besides the compensation for the property loss, the proper allowance should also be given to help them restore production and living. PAPs without title, authorization I Resettlement Action Plan for Hlangzhou No.2 Refuse Landfill Project or legal permission to reside, conduct business, cultivate land or construct structures should be equally treated with those with formal legal title, authorization or permissions to the assets. They are eligible for rehabilitation of their living and production and compensation. Definition of resettlement: Resettlement means to arrange PAPs' production and living to help them benefit from the project, includes: (1) Relocation of residence; (2) Looking for new employment for PAPs; (3) Rehabilitation of (or compensating for) affected lards, workplaces, trees and infrastructure; (4) Rehabilitation of the living standard (or living quality) of PAPs who are badly affected (for example, effects of polluted gas) by land requisition and house cleaurance; (5) Rehabilitation or compensating for impacted private and public enterprises; (6) Rehabilitation of adverse impacts on cultural or common property. Definition of resettlement: Rehabilitation refers to restoring PAPs' the capacity of continued production or improving their living level or at least keeping the same level before the project construction. The objective of the RAP is to provide a resettlement and rehabilitation plan for PAPs so that their losses will be compensated and their standards of living will be improved or at least restored to the former levels. To achieve the objective, the RAP provides rehabilitation measures so that the PAPs can restore their income and maintain their living. In the same way, impacted prodLctive resources (including enterprises including shops), public property, infrastructure and cultural property will also be improved or at least restored to their former levels. 2 Resettlement Action Plan for Hangzhou No.2 Refuse Landfill Project 1. Generation 1.1. Background of the Project Area Hangzhou locates in the southeast of china, downstream of Qiantang River and south end of Jinghang canal. It is remarkable for its beautiful West Lake and enjoyed the applause for "Heaven in the air, Shuhang in the earth." Hangzhou is the political, economic and cultural center of Zhejiang province and is the state scenic city for traveling. In addition, Hangzhou is one of china's ten historical and cultural cityies and seven ancient capitals.In Mar. 2001, Yuhang and Xiaoshan city were integrated into Hangzhou, which increase its urban area acreage to 3,068 square kilometer and it urban population to 3,725,500 (Thereinto, the original urban population is 1,752,700). Since then, Hanghzou become the second largest city in Yangtse River Delta, which Shanghai is the largest one. Hangzhou has strong comprehensive economical power. Especially during the latest years, its national economy increased continuously and the increasing amplitude exceeded china's average level. Since 1999, its GDP (Gross domestic production) was always listed in the second position in china's provincial capital cities.Hangzhou obtains much achievement in urban environmental construction and management. Since 1995, it is always one of the "national sanitary cities"; in Apr.2001, it was rewarded as the "national exemplary city for environmental protection" and in Oct. 2001, gets the "Human dwelling prize" from the united nation (UN). The developing aims of Hangzhou include: by 2005,the main economic and social indexes reach that of the intermediate developed countries and regions; further making use of its political, economic, scientific, educational and cultural center position, exploiting it important position in Yangtse River Delta, and advertising "Living in Hangzhou, Traveling in Hangzhou, Studying in Hangzhou and creating enterprise in Hangzhou" to build Hangzhou into a economic-prosperous, sci-educational advanced, cultural-boom, social-stabilized and beautiful modern city for scenic traveling and establish an firm basis for the aim of being a international traveling city. At present, Urban refuse in Hangzhou all transport to Tianziling Cental Solid Waste Disposal Station (NO.1 refuse landfill) and was landfilled over there, which per-day disposal amount reached 2,317 tons. The NO.1 refuse landfill takes into operation in 1991 and it designed operating age limit shall expire in 2003.According to Hangzhou environmental and sanitary starting layout, in order to make its refuse disposal comply with the "reduction of volume, resource recovery and innocent treatment" principle and raise its disposal level, this city shall carry out comprehensive disposal polices, which include: build the NO.2 refuse landfill, Bingjiang refuse incineration power station and Qiaoshi (belong to Xiasha) refuse incineration station during the recent period. The residual refuse in original urban area shall be disposed by the NO.2 refuse landfill, 3 Resettlement Action Plan for flangzhou No.2 Refuse Landfill Project which disposal amount shall reach about 2,000ton per day during 2004 to 2010, 3,000ton per day in 2020 and 4,000ton per day in 2028.So as the main facility for Hangzhou comprehensive refuse disposal, the construction of Hangzhou NO.2 refuse landfill is necessary. Since she NO.1 refuse landfill shall be closed in 2003, in order to deal with the urban refuse after its enclosure and avoid the passive condition that the refuse can not be disposed, it is urgent for the construction of Hanghizou NO.2 refuse landfill. Hangzhou municipal government attaches great importance to the necessity and urgency of the construction of Hangzhou NO.2 refuse landfill. It was emphasized in municipal work statement that we should enhance ecological construction and environmental and resource protection, promote the sustainable development and persist in the emphasis on pollution control and environmental disposal and aim at the "national exemplary city for environmental protection", in order to achieve tfiat, we need to improve the ecological environment quality and accelerate implement of the construction of Tianziling NO.2 refuse landfill. Therefore, it is very essential and pressing to accelerate the construction of Tianziling NO.2 refuse landfill. 1.2 General Situation of Engineering Hangzhou NO.2 refuse landfill locates in 440m downstream of the original refuse landfill, i.e. a refuse dam in the existing wastewater treatment plant shall be built. It locates in Qinglongwu that is in the middle of Shitang village (belongs to Banshan town,) and Shuihongmiao village (belongs to chongxian town, Yuhang district) and is surrounded by hills in three sides. A small basin is lccated in its , which is about 2Km long and 70 400m wide. Native catchment area reaches about 0.85Km2.The see level elevation of the refuse landfill is about lOm 309m. In addition, the refuse landfill is 900m far away from the NO.320 national highway, 17Km far from Wulingmen see the appendages and ihe impact area of land expropriation involves Shitang village, Banshan town and the state Nanshan tree farm, Yuhang district. The construction of Hangzhou NO.2 refuse landfill include the following engineering: (1) The extension of building for management; (2) The land filling area with capacity of 22,020,000m3 (includes the refuse dam, flood-interception dlitch and so on); (3) The underground water pollution-preventive system (includes horizon and vertical percolation-preventive measures); (4) The leachate -collective and gas-guide system; (5) The leachate disposal system (includes the wastewater dis]posal plant with capacity of 1500ton per day and wastewater reservoir with capacity of 200,000ton); (6) Monitoring and controlling system; (7) Road system. 1.3 Service Scope and Significance of the Project Hangzhou No.2 Landfill, a project of public beneficial affair for the problem of living wastes of Hangzhou, can realize innocent treatment of most urban living wastes from 20CI3 to 2028, its construction is a major 4 Resettlement Action Plan for Hangzhou No.2 Refuse Landfill Project measures to realize innocent treatment of living wastes and at one time also ensure the leading status of living waste treatment in China. The project will be put into operation in 2004, the service scope is Hangzhou Municipality district, more than 2 million people will be benefited. 1.4 Project Progress According to general arrangement, main work of the project will be planned to formally start to construction in May. 2003, to be finished and put into operation by Dec. 2004 and total construction period is 1.5 years. By now, preparation work for immigrant resettlement has been finished, and the compiling of "Resettlement Action Plan (RAP)" is being done in response to requirements of WB. Resettlement preparation work will be started at the beginning of the year of 2003, procedures of land requisition and house clearance will be transacted in succession. Detailed starting plan for land requisition, house clearance and resettlement is shown in Chapter 7. 1.5 Measures to Lower the Impacts of the Project 1.5.1 Period of Project Planning and Design At the period of project planning and design, design departments and project owners have taken some measures to lower project construction's impacts on the local social-economy as followings: A. When schemes will be optimized and chosen at the stage of project planning, project construction's impacts on the local social-economy should be taken into consideration to the great extent, and these impacts should be treated as the key factors of schemes optimization. B. Construction sites should select hilly laps, depopulated or few populated district, so it is likely to reduce construction impacts on the surrounding environments and to avoid requiring farm fields with good irrigation conditions. For example, through the optimized design, the project has avoided resettlement of some enterprises such as Banshan Hongchang Carton Company, Hangzhou Milk Company, Fuai Company, garage, etc. C. The following requirements should be considered: optimizing construction design, reducing construction period, arranging period of time for house clearance and house rebuilding, reducing resettled personnel' loss of properties. For example, construction units in the construction period must ensure all houses within the range of required land. 1.5.2 Period of Project Construction A. Strengthening public participation mechanism Before the construction, it is necessary to publicize the construction beginning date and construction progress in the region impacted by the project and resettlement district, and to publicize compensative policy for land requisition, house clearance and resettlement in order to receive the supervision from resettled personnel and initial residents of resettled district. During the construction, if possible, a priority to use the local materials, transportation and labors should be given so that impacted personnel benefit from the construction. 5 Resettlement Action Plan for Hangzhou No 2 Refuse Landfill Project B. Measures to reduce fly dust To ensure clean and comfortable condition of construction sites and lower the project construction's impacts on the surrounding environments, construction units should periodically sprinkle on all roads of residents compact district affected by the project construction to avoid fly dust, and also take effective measures to ensure transport vehicle to prevent the drop of waste or dust on the roads. C. Strengthening precaution and control olf communicable diseases in construction district During the construction, a great deal of population will pour into the construction sites and engage in all kinds of services, in order to maintenance public security and body health of all people and to prevent all kinds of communicable diseases from propagating and diffusing, the project owners will ask the concerned local government departments to strengthen security patrol, and ask construction units to clean up the waste of construction sites in time according to the demands of local sanitation departments, which can ensure clean construction sites and precaution communicable diseases. 1.5.3 Implementation period of project land requisition house clearance While the land requisition is inevitable, the following actions will be implemented to lower the affection at the local place. A. Enhance the material collecting, analyze the local economy, prepare practicable action plan for the local activities, and ensure that the living standards of the emigrations will not drop for the project construction; B. Enhance internal monitoring and external independent monitoring, establish smooth channel for appealing with high efficiency, reduce information processing period, thus ensuring that problems can be resolved timely. 1.6 Project Design and Examination North China Municipal Engineering Design Institute has been responsible for the design of Hangzhou No.2 Municipal Solid Waste Landfill. At the stage of project pre-feasitility demonstration, the design units confirmed the final blue print after they compared many sites and then analyzed economy and rationality of every optional site according to the following factors: project zonstruction's impacts on the local social-economy, land requisition and resettled personnel, evaluation on environmental impacts, geologic structure, hydrographic and meteorologic conditions, terrain and phys ognomy, construction conditions, etc. The construction units will arrange elementary examination and shop drawing design as soon as possible. 1.7 Preparation of Resettlement Planning A. Project impacts survey According to the land requisition scope determined by North China Municipal Engineering Design Institute, Project Preparation Division of Hangzhou No.2 Municipal Solid Waste Landfill has organized a survey team to entirely investigate all items impacted by the project construction from March to June of 2002, including resettled houses and their affiliated facilities, land, enterprises and institutions, population 6 Resettlement Action Plan for Hangzhou No.2 Refuse Landfill Project impacted by land requisition and house clearance, some special facilities, odd trees, etc. The survey has received great help from local governments at all levels, village committee and resettled personnel. In light of the different impacted objects, the survey can be divided: land requisition survey, houses and affiliated facilities resettlement survey, odd trees cutting survey, individual commerce manager survey, enterprises and institutions survey, special facilities rebuilding survey and resettled population survey. All survey results has been recognized by the emigrations and correlated departments. B. Social-economy survey To analyze the project impacts and draw up RAP, the Project Preparation Division of Hangzhou No.2 Municipal Solid Waste Landfill has also organized related departments to investigate detailed social and economic status of towns and villages in the impacted region. By means of statistics data collection and field review, the survey collected a lot of related documents and statistics data from local planning, statistics, and price administration government and then analyzed all indexes that can macro-reflect local social-economic basic status. These collected data include GDP, national income, industrial and agricultural product, financial income, people' income level, farming product and all kinds of price information, agricultural planting structure, planting area, output per mu, and farm field possession status. Data collection has been accompanied with the survey on indexes of resettled practicalities. Based on the survey data, social-economic status and local residents' factual living and production were analyzed. C. Resettlement plan Combined with the development progress of Hangzhou city, the project resettlement plan will be done based on the Hangzhou house clearance related regulations. The Project Preparation Division of Hangzhou No.2 Municipal Solid Waste Landfill firstly organized related departments to confirm optional resettled house sources and production resettlement, then to take opinions from resettled families and enterprises into consideration and finally confirm special resettlement approaches and planning schemes of resettlement planning on the basis of the practice of every town or villages. The impacted regions are located in the outskirt of Hangzhou where most labors work in the enterprises and have stable job and high non-agricultural income sources, so in light of most resettled personnel' willings, resettlement of the project will be operated in the form of monetary resettlement. 1.8 Preparation of RAP The project owners-the Project Preparation Division of Hangzhou No.2 Municipal Solid Waste Landfill are responsible for the arrangement of preparation work for RAP, the related design units and local governments at all levels commonly took part in it. The design units defined the range of land requisition and house clearance, however the local governments answered for establishment of resettlement schemes. From the March of 2002, establishment of resettlement organism, confirmation of the impacted range, quantity survey of practicalities impacted by land requisition, social-economic survey, survey of policies, establishment of resettlement schemes and compiling of estimated compensative budget were completed in succession. Ultimately preparation work for examination and evaluation on the resettlement and for the '-7 Resettlement Action Plan for Hangzhou No.2 Refuse Landfill Project compiling of "RAP of Hangzhou No.2 Municipal Solid WVaste Landf, ll project" has been finished. 1.9 Bases and Objective of Compiling RAP A. Bases of policy Land Administration Law of the People's Republic of China Zhejiang Provincial Implementation Regulations to Land Administration Law Temporary Regulation for Farm Land Occupancy Tax of the F'eople's Republic of China Administrative Regulation for Forest Land of Zhejiang Province WB operation policy OP 4.12 "Involuntary Emigrations" B. Objective of policy 1. Engineering, technical, economic measures are taken to avcid or reduce quantity of practicalities caused by land requisition and house clearance; Possible effective measures should be taken to reduce resettlement's impacts on the local residents' production and living if is unavoidable. 2. At the stage of project preparation social-economic survey is performed, and resettlement planning is compiles. 3. The resettlement is based on the resettled practicality mndexes and the compensative standard, Lnd aimed to improve or at least recover the initial production and living level of the emigrations. 4. Developmental resettlement is advocated. Rural resettlement will adopt the following guideline: looking the farmland as the foundation, and deperding on local advanced "the second industry and the third industry" to obtain the more employment chances. 5. The emigrations and the former residents of the resettled district are encouraged to participate in the resettlement planning. 6. The emigrations will be preferentially resettled in the original community. 7. The emigrations and the former residents of the resettled district both benefit from the project. 8 Resettlement Action Plan for Hangzhou No.2 Refuse Landfill Project 2 Natural and Social-economic General Situation of Impacted Region 2.1 Physiographic Character of Hangzhou Hangzhou locates in the south end of Changjiang Delta, west end of Hangzhou Gulf, downstream of Qiantang River and south end of Jinghang Canal. It is an important center city of Changjiang River Delta, traffic hinge of the southeast of china. Northwestward and southwestward of Hangzhou belongs to Zhexi hilly ground and northeastward and southeastward belongs to Zhebei Plain. Hangzhou is a part of famous "a land flowing with milk and honey" due to densely covered water system. Of all the land, the hilly land takes 65.6 percent; plain area takes 26.4 per cent, the rivers, lakes, reservoirs takes 8 percent. Hangzhou belongs to subtropical monsoon climate zone, which has four distinctive seasons, warm and humid climate, abundant sunshine and rainfall. The annual mean temperature of Hangzhou is 16.2 , 28.6 in summer, 3.8 in winter; In a year, non-frost period amounts to 230-260 days. The annual mean precipitation is 1435mm, and average relative humidity is 76%. Hangzhou has well-known natural environment with mingled rivers, lakes and hills such as Qiantang River, Dongshao Stream, Jinghang Canal, Xiaoshao Canal and Shangtang River. Main mountains in the southwestward of Hangzhou include Tianmu Mountain, Baiji Mountain and Qianligang Mountain, Nongmen Mountain in the southeastward. Of all mountains, Qingliang Apex located in the boundary area of west Linan and Anhui Province is the highest with the altitude of 1787m. The main soils of hanghzou are red earth and paddy soil. The red earth, distributed in the hilly regions, is suitable to fruit tree and tea plant that is famous for the Longjing tea produced in the region around the Westlake. But the paddy soil centralizes in the northeastern plain belts. Hangzhou locates in mid-tropical subtropical evergreen broad-leaved forest zone of vegetation, its average percentage of forest coverage has reached 62.8%. In addition, hangzhou city also owns various biologic categories and rich resources including 13 species of national first-level protected animal, 55 species of national second-level protected animal, 3 species of national first-level protected tree and 18 species of national second-level protected tree. Tianmu Mountain and Qingliang Apex has been ranked as national natural protection zone. Mineral resources of Hangzhou include large-sized nonmetal mines of fluorite, dolomite, limestone and bentonite and medium-sized metal mines of iron, molybdenum and copper. No mine resources with mining value have been occupied in the impacted region. 2.2 Social-economic General Situation of the Impacted Region Hangzou city Ratified by the State Department in the February of 2002, Hangzhou city enlarges its administrative region, namely the former Xiaoshan County and Yuhang County are changed to Xiaoshan District and Yuhang District. At present, Hangzhou has 8 urban districts, 3 cities in county level and 2 counties, the total area 9 Resettlement Action Plan for F[angzh3u No.2 Refu ie Landfill Project and population respectively reaches 16,596 km2 including the urban area of 3,068 kM2 and 6.2914 millions including the urban population of 3.7949 millions. In 2001, the employees in the three industries (the first industry, the second industry and the third industry) respectively reached 27.5% 34.6% and 37.9% of the total, the personnel employed by the third industry increases 1.8 percent than that of last year. Now, Hangzhou has 49 residential streets, 180 townships, 708 residential districts and 4605 villages. In 2001, GDP of Hangzhou reached 156.8 billion RMB, an increase of 12.2% than the last year in term of comparable price, and the increasing rate of GDP in the last eleven years is lager than 10%. Economic gross of Hangzhou continually ranks second of domestic provincial center cities, third of sub-provincial cities and eighth of domestic medium-large cities. Per capital GDP cf the whole city reached 25,000 RMB, namely more than 3,000 dollars in term of the exchange rate of the ime, moreover, per capital GDP of the urban district reached 3,845 dollars. Hagnzhou city attached importance to agricultural industrialization, vigorously adjusted agricultural structure, developed "high quality, high yield, high efficiency "agriculture, strengthened the construction of agricultural basic facilities and agricultural environrnent, and deepened country reform, therefore agriculture and rural economics of Hanghzou keep a good developmental tendency. In 2001, the total production of agriculture, forestry, herd and fishery amounted to 16.5 billions RMB, an increase of 7.9% than the last year. At one time, Hagnzhou city vigorously develcped cash crops and aquiculture, and reduced the provision planting area. The ratio of provision planting area and cash crops planting area in 2001 was adjusted from 64.4:35.6 to 58.5:41.5. The production value of breed aquatics has account for 32.5% of the total agricultural production value. Hangzhou agriculture have formed ten dominant industries including bamboo shoot, vegetable, aquatic product, domestic animal, fine tea, high-quality fruit, silkworm, edible fungi, honey and flower. The large-scaled agricultural enterprises of the whole city amounts to 1,626 including 98 over-municipal enterprises, about 400 kinds of cooperation organizations have connected 500 thousands families. In 2001, the whole agricultural mechandising production value reached 10.87 billions RMB with agricultural mechandising percentage of 71.2%. Hangzhou city has very developed township enterprises and industrial organization, by 2001, 115 thousands township enterprises have absorbed 1.239 millions rural labors, 51.3% of the total labors. These enterprises has realized gross production value of 225.76 billions RM3 and industrial marketing production value of 195.43 billions RMB, an increase of 24.3% and 24.2% than that of last year. The total profit of the township enterprises amounted to 7.7 billions RMB, an increase of 25.2% than last year. 97.6% township enterprises have fulfilled reform. In addition, Hangzhou city has 65.zL28 industrial organizations including 3,580 enterprises over given scale and 276 medium-large scaled skeletal enterprises. In 2001, the industrial production value increased 67.99 billions RMB with an increase of 12.0 % than last year. The industrial production value of the enterprises over given scale reached 186.955 billions RMB, an increase of 24.6%. In 2001, the proportion of the three industries in GDP is 7.1 : 50.6 : 42.3, thereinto, the proportion of the third industry increases 1.1 % than that of last year. Hangzhou is provided with advantaged landscape, abundant tourism resources, profound history and 10 Resettlement Action Plan for Hangzhou No.2 Refuse Landfill Project culture, so it has become famous scenic spot of southeastward of china. Hangzhou has two national scenic spots: Westlake scenic spot and "two rivers and one lake" (Fuchun River, Xinan River and Qiandao Lake) scenic spot; two national natural protection zone: Tianmu Mountain natural protection zone and Qingliang Apex natural protection zone; five national forest parks: Qiandaohu, Daqishan, Wuchaoshan, Fuchunjiang and Qinshanhu national forest park; one national tour and vacation district namely Zhijiang national tour and vacation district; 14 national major protection units of historical relics and 5 national museums. Scenic spots that can receive more than 10,000 tourists exceed 120. Tonglu, Linan and Chunan can solely receive tourists more than 10 millions every year. At present, the outline "tour development toward westward of Hangzhou" has preliminarily appeared. The whole round-radiated hangzhou tourism configuration, namely looking Westlake as tourism center, "four rivers, two lakes and one mountain" as tourism masterstroke and Zhijiang national tour and vacation district as tourism keystone, has basically formed. In 2001, domestic and foreign visitors to Hanghzou reached 25.1 millions person-times with an increase of 8.9% than last year and 819.4 thousands person-times with an increase of 15.8%, the corresponding tourism eamings are respectively 21.888 billions RMB with an increase of 15.2% and 373 millions dollars with an increase of 27.7%. By the end of 2001, per capital disposable income of residents in the urban districts reached 10,896 RMB, an increase of 11.9% than that of last year; per capital net income of villagers was 4,896 RMB, an increase of 8.9%; the per capital deposit of residents in the urban and rural districts exceeded more than 15,000 RMB, and the deposit balance reached 94.184 billions RMB with an increase of 19.4%, which included 17.968 billions RMB deposit of residents in the urban and town districts with an increase of 21.4%. The per capital consumed expenditure of Hangzhou urban residents are 8968 RMB, consumption structure has been improved, and Engel coefficient (Engel coefficient reflecting resident's living quality refers to the proportion of food expenditure in the total consumed expenditure) is 39%; The expenditure on the education & entertainment and traffic & communication respectively increased 18.7% and 20.1% than that of last year; The per capital consumed expenditure of Hangzhou rural residents are 3479 RMB with Engel coefficient of 39.9%. In 2001, Hagnzhou city built dwelling house of 3.91 millions m2, so per capital 2 dwelling area of residents in the urban districts and in rural districts respectively have reached 11.2 m and 49 m2. Hangzhou city has established uniform basal endowment insurance system for staffs in the enterprises and individual labors in the town. By the end of 2001, 852,200 staffs of 22,864 enterprises have participated in the basal endowment insurance, which included 310,600 retirees and 191,100 individual businessmen and professionals. The endowment insurance participation rate of staffs in the state-owned and collectivity-owned enterprises both reached 99%, and 78% participation rate for the non public-owned enterprises. From 2001, Hangzhou city started to implement the basal hospitalization insurance, by the end of the year, 16,048 units involved in 734,700 staffs has participated in the hospitalization insurance. By the end of 2001, 955,200 staffs of 11,315 units have participated in the unemployment insurance. Wired TV programs have rised from 25 to 32 and fax quality advanced to fourth-class. By the end of 2001, TV and broadcast percentage of coverage have separately reached 98.12% and 98.3%. Sanitation and medical 11 Resettlement Action Plan for Hangzhou No.2 Refuwe Landfill Project treatment conditions were further improved. By the end of 2001, Ilangzhou city has owned 1496 medical treatment organizations including 391 hospitals, 27,10D medical sickbeds, 36,600 professional sanitary technical personnel including 17,000 doctors and 11,600 nurses. Hangzhou city took the lead in developing some campaigns: "community residents seJect family dcctor" and "health knowledge come into families", as a result, 3,100 residents in the urban district are in possession of owned family doctor. Cooperated medical treatment percentage of coverage of the whole city has reached 40%. Gongshu District Gongshu District where Hangzhou Municipal Committee and Hangzhou Municipal Municipal Government both locates is situated in the north of Hangzhou city center, the whole district includes 4 towns, 6 residential streets, 30 villages, 46 communities, total area of 87.73 km2 and total population of 430 thousands. Gongshu District has obvious superiority over infrastructure. Hangzhou railway north station and passenger north station locates in the district; 104 national highways, 320 national highways and expressway around the city go through the whole district; 6 trunk roads in the district run through the urban center; Jinghang Canal wanders the district; so Gongshu District are of convenient land and water traffic. In additional, electric power, tap water, communication, coal gas, heating power and sewage pipe net can be found everywhere, and a lot of lands can be developed. Gongshu District acts building of favorable developmer.t environment as masterstroke, acts increase of opening and introduction extent and quickening of advancemnent es emphasis, therefore the economic development of the whole district is accelerated. The agriculture develops toward the industrialization, by now, Gongshu District has established ten farming product bases including flower, pigeon and special type of aquatic product. Some products such as Huayuangang-brand, Huazhen-brand pigeon flesh and Zhenbao-brand rabbit flesh have obtained recognition from the national and provincial agricultural exhibition. The industry of Gongshu District forms five underpinnling trades including electron, auto fittings, building material, light industry and mechanism manufacture. 33 skeleton enterprises such as Zhejiang Rolling Axletree Co.Ltd, Hehe Electric Appliarce Co.Ltd 'Hanghzou) and Hangzhou Zhongya Packaging Co.Ltd play a more apparent supporting role. In 2001, Gongshu District obtained pleased achievement in the introduction of foreign capital, for instance, 37 iuems invested by foreign capital has been introduced and factual introduced capital reached 19.36 millions dollars with an increase of 48.2% than that of last year. Of the third industry, market (48 markets), hotel and business trade are provided with definite scale and characteristic; the pace of urban construction accelerated, rebuilding of old town in the Gongchen Bridge region made anticipative progress. In 2001, the total district realized GDP of 2.024 billions RMB, an increase of 17.7%, and financial gross income of 0.48 billions RMB, an increase of 45.9% Social security system of Gongshu District is improved continuously, and its percentage of coverage rises. By the end of 2001, 725 enterprises with the increase of 79.01% in the total district have participated in the basal endowment insurance; personnel included 3475 retirees with an increase of 4.39% and 849 individual businessmen with an increase of 177.45%. The capture percentage and payment percentage of the 12 Resettlement Action Plan for Hangzhou No.2 Refuse Landfill Project endowment insurance fee separately reached 95.8% and 100%. In 2001, 261 units involved in 9,761 staffs have participated in the unemployment insurance; 12,022 staffs bought bad illness insurance for medical care; 12,116 staffs bought industrial accident insurance. In 201, foreign trade export increased stably, the total district fulfilled foreign trade export value of 1.055 billons RMB, an increase of 18.7%, which included self-support export value of 56.33 millions dollars with an increase of 8.1%. 20 enterprises owned by foreign capital were ratified, 16 foreign capital enterprises increase their investment. Consultative introduced foreign capital and factual introduced foreign capital separately reached 24.38 millions dollars and 15.36 millions dollars, the corresponding increase of 105.5% and 68.9% than last year. Sanitation and medical treatment conditions Gongshu District were further improved. By the end of 2001, Gongshu District has owned 10 medical treatment organizations including 492 medical sickbeds and 589 professional sanitary technical personnel. Community service continuously was perfected. The total district has established 31 standardized sanitation service centers in the community including 9 centers in the rural community. Both inoculation percentage and coverage percentage of "five kinds of vaccin" reached 90%, which effectively prevented epidemical occurrence. Living water conditions in the rural area was improved. Secondary water supply modification project of four towns and seven villages has been finished. The modification project actually costs 7.21 millions RMB, replaces tap water pile sof 39,350 meters and adds tap water interfaces of 211, accounting for 113.36%, 102.61% and 100% of the former plan. For urban residents of the total district, their income were stable and living standard was continuously advanced. Per capital net income of villagers reached 6,325 RMB, an increase of 8.8%. All employees of 46,498 in the Gongshu District obtained the wage amount of 465 millions RMB in 2001, namely average wage of 9,219 RMB with an increase of 9.24%. 2.3 Social-economic General Situation of the Impacted Town and Village Land requisition and house clearance of Hangzhou No.2 Municipal Solid Waste Landfill project causes an effect on the part of lands and houses of Shitang Village in Banshan Town of Gongshu District, Nanshan national forestry center in Yuhang District and other five units. To analyze the project impacts and compile practical RAP, in December, the project survey team organized by Project Preparation Division of Hangzhou No.2 Municipal Solid Waste Landfill has made a detailed examination on social-economy, production and living status of the towns and villages impacted by the project. It is surveyed that the impacted region locates in the outskirt of Hangzhou where the enterprises with good economic benefits, managed by villages or towns, have employed quite a number of rural residual labor forces. The local villagers' earnings from the second and third industry has occupied more than 90% of all family earnings, moreover, most of local residents have stable non-agricultural employed chances and other economic sources. Therefore, land requisition of the project will not bring a bad effect on employment and economic income of local residents, reasonable economic compensation can ease up the disadvantaged impacts caused by the land requisition of the project. The major practicality indexes are shown in Table 3-1. Borderline Deternination of Land Requisition and House Clearance 3.1.1. Range of project permanent-occupied lands Project permanent-occupied lands range refers to regions occupied by project construction items such as expansion of management houses, refuse-catching damn, leachate treatment system and refuse landfilling site. Borderline of project land requisition and house clearance were determined on spots by design units, the final range will be possibly adjusted locally with the increase of design depth. 3.1.2 Range of construction temporary-occupied lands Temporary-occupied lands range refers to regions occupied by sand and material piling site, material-mixed system, production and living district in construction period, temporary road used in construction period. 3.2 Survey on Major Indexes of Practicalities Involved in Land Requisition and House Clearance In order to estimate the loss from project land requisition and house clearance and provide compiling of RAP and compensation & investment budget with credible foundation, the project defined the following surveying objects: required lands, impacted population, dismantled houses and their affiliated facilities, individual businessman, odd trees, enterprises and institutions and some special facilities, odd trees, etc, the corresponding concrete surveying means is given as followings: 15 Resettlement Action Plan for Hangzhou No.2 Refuse Landfill Project A.Population survey Population survey in the impacted area car be divided into the three types: family involved in land requisition but not in houses clearance, family involved in houses clearance but not in land requisition, and family involved in. both land requisition and houses clearance. All real impacted population was divided into agricultural population and non-agricultural population, then nationality status, age structure, culture degree and employment status of every villages were examined. B.Land survey In light of the status of land utilization, the land area was surveyed in terms of different land ownerships and land types by means of field lofting and measurement. C.House and affiliated facilities survey Dismantlement-needed houses were measured on the spot one by one, houses and their affiliated facilities were registered at one time in terms of house ownerships and building structure. D.Individual businessman survey For Individual lusinessmen, the method was used to survey and register number of employees, annual turnover and profits. E.Enterprises and institutions survey Enterprises wcre made an overall survey according to requirements "Outline ofSurvey Work". F. Odd trees survey Odd trees in the range of land requisition were surveyed and registered according to the tree's type (fruit trees and other trees) by means of typical survey and elementary calculation. G Special facilities survey Base on the existing data. special facilities such as irrigation works, electric power and telecom, etc. were checked and registered on the spot with the help of related personnel of design units and departments in charge. 3.3. Major Indexes of Practicalities Impacted by Froject 3.3.1. Project Permanent-occupied Lands The project needs all types of lands of 976.04 mu including state-owned lands of 68.50 mu with 7.02% of the total, village collective-owned lands of 907.54 mu with 92.98% of the total. Of all required lands, farm field amounts to 115.77 mu, 11.86 % of the total; vegetable plot of 6 68mu, 0.68%; garden plot of 44.89mu, 4.60%; wood land of 714.42 mu, 73.20%; constructive land of 94.28mu, 9.66%.
