Present natural condition of borrowing Immigration settlement (PO LUO) Immigration settlement (CHONG KOU) clay site (on the hill) EIA Report on Naji Navigation Complex of Guangxi (Outline) I General 1.1 The Purpose of Compilation of the Report The project of Naji Navigation Complex (including channel regulation, dam access roads / bridge) intends to apply for loans from the World Bank for construction. Normal water storage level of the project is 115m, dead water lever 114m, dam height 22.5m. The project will submerge 272.44ha farmland and 369 persons have to be migrated. According to the principle of classification of the works of environmental impact assessment for WB projects, this project shall be evaluated as A category. Therefore, it is necessary to conduct detailed and overall work for environmental impact assessment. The targets are to investigate and evaluate the existing situations of nature, society, ecology, air, noise, surface water, bottom mud, cultural relics and the inundated area, as well as to consult the public opinions on the proiect, thus to further undertake qualitative and quantitative analysis of the possible impacts caused by the project construction. This will help to predict, demonstrate and analyze the degrees and ranges of environmental impacts caused by the project construction, and propose the plans and executive schemes for environmental protection, hence to minimize the environmental impacts of the project and realize the goal of coordinating development of economic construction and environmental protection. The water quality for Fulu adopts Class II. 1.3.1.2 The air quality of the construction site shall adopt Environmental Quality Standardfor Air (GB3095-1996) , of which, Class II in construction period and Class I after completion shall be applicable. 1.3.1.3 The acoustic quality in construction site adopts Environmental-Noise Standard in Urban Regions (GB3096-93) , of which, Class IV in construction period, Class II after Complex completion, Class I for schools and Class II for residential areas shall be applicable. 1.3.2 The Standards for Pollutant Discharge 1.3.2.1 Discharge of waste water shall adopt Class I of the Comprehensive Discharge Standards for Waste Water (GB9878-1996) 1.3.2.2 Discharge of air pollutants adopts concentration limit values of unarranged discharge specified in Comprehensive Discharge Standards for Air Pollutants (GB16297-1996); vehicle gas discharge adopts the Discharge Standards for Vehicle Air Pollutants (GB14761.1-14761.7-930); motorcycle gas discharge adopts the Discharge Standards for Motorcycle Air Pollutants, GB14621-93; discharge of stink pollutants adopts Class I of factory -boundary specified in the Discharge Standard for Stink Pollutants (GB14554-93); 1.3.2.3 Noise refers to the Noise Limits in Construction Sites (GB12523-90) 1.3.2.4 Oil discharge adopts the Discharge Standardfor Ship Pollutants, GB3552-83. 1.4 Pollution Control and Environmental Protection Targets 1.4.1 Aquatic Environmental Protection Targets During the construction period, the places under the aquatic environmental impacts are mainly the upper and lower reaches of the damsite and the waterway from Naji to Nanning. The impacted areas in this regard during the operational period will be the reservoir areas, the upper channel from the damsite to Baise Water Conservancy and the river channel. from Naji to Nanning.
