Project Objectives (From PDS)l Tihe ainot o tif the pfoposed PFPSAL II is to support the next phase of the Governnent's fpc ancial and public sector reforam priorities in response to the February 2001 financial crisis, while continuing to ensure that social progracns are adequately funded. Key priorities ande, in the financial sector: (i) overhaul of the regulatory framework for bankns goance iicuinstitutional development of the new Bank Regulation and Supervision Agency (BRSA); (iii) problem bankibank failure resolution; and (iv) state bank restructurirg and privatization; and in the public sector: (i) a fS ter deepening of structural fiscal policies insecond oa surstainable fiscal adjstment; (ii) a broadening of the Gover rment's public expenditure management reform program including concrete improvements to the framework for budget planning and execution, financial accountability and public licbSecty management; and (iii) iUplementation of the governments strategy to strengthen public sector governance including adoption and implementation of a national anti-corruption strategy and initial steps towards civil service reform. I.A.3. Project Description (From PDS) T'he proposed Second Progranmmatic Financial and Public Sector Adjustment Loan (PFPSAL II) is the second loan in support of the Government's multi-year financial and public sector reform prograrn. It follows on the first Programmnatic Financial and Public Sector Adjustment Loan of US$ I . I billion approved in July 2001 (US$700 rniillion on standard IBRD termis and US$400 rniillion on SSAL terms). It is envisaged that the proposed PFPSAL II will be followed by (i) two Progranmnatic Financial Sector Adjustment Loans (PFSAL I and II) of US$500 mnillion each, and (ii) a Programmatic Public Sector Adjustment Loan (PPSAL) of US$375 million. The latter two sets of adjustment loans will all be on standard IBRD termrs and are tentatively planned for December 2002 (PFSAL I), January 2003 (PPSAL) and June 2003 (PFSAL II), to support the implementation of the program.
