The socioeconomic situations of the villages to be directly affected by the project are descnbed in details, including Xilian Village and Xiaowan Village of Xiniu Town, Yuzui Village of Hanguang Town, Wangshan Village and Beiing Village of Guijng Town, Longquan Village of Muzhou Town. Through the sampling questionnaire survey, made out the detailed situations of family living and business of households to be affected by land acquisifion due to the project, such as family members and labors, residence, type and style of household business, household properties, income and payout, leisure time and entertainment, social interaction, degree of satisfaction to their life, the vulnerable households, etc. The report studied the mentalities and attitudes about the project of different people through questionnaire survey, interview, and focus group meeting, such as how much they knew and support the project, their estmate about the effects and impacts of the project, how much they understood the compensation policy for land acquisition, their requirements and expectance of compensation, their anxieties, their suggestions, etc. The interviewees include villagers, village officials, fishenmen, boat people, workers and staffs in enterprises, owners of enterprises and govemment officials. According to the amount of land acquisition and the composition of the local households income, analyzed the impacts on rural economy and household business income respectively caused by the Lianjiang Xiniu Navigation Project, the Beijiang Navigation Channel Regulation Project, and the Laolonghu Waterway Project The conditions of cultural properties and religions in the project area are descnbed in the report and the possible impacts on them are analyzed. The report analyzed the possible impacts of the project on institutions and enterprises, including the description of business pictures of the enterprises, suggestions for reducing the impacts. The impacts on pubic facilities are descnibed, such as on harbors and docks, water supply and drainage facilities, bridges, aerial and subaqueous cable across the river, embankments and sluices. The report also analyzed the poverty reduction effect of the project, descnbed the distribution of the depressed area, amount of depressed population, depressed population out of government statistics. The budgetary estimate of the three components is respectively 390 millions yuan (RMB yuan, all followings are the same), 280 millions yuan and 320 millions yuan, the total budgetary estimate is 990 millions yuan. The construction of the three sub-projects is planed to be implemented during the second half-year of 2002 and the first half-year of 2003. 1.2 Backgrounds and Contents of the Project Guangdong Inland Waterway IV Project is a strategic step to implement the general program to develop the inland waterways drawn by China National Transport Ministry. According to this program, ten main waterways in Guangdong Province layout a frame of "three vertical three horizontal ", the whole length is 845km. The Laolonghu Waterway is a part of one of the "three horizontal", it plays a key role to consummate the general layout of the inland waterways. It can promote the rank of the waterways and promote the capacity of water camriage, reduce the costs of transport in that area. The length of the Laolonghu Waterway should be renovated is 16km, consists of Laolaoxi Waterway, Hukeng Waterway, Babao Waterway and Longquan Waterway. The main tasks includes dredging up, straightening, blowing up the reefs, protect the shore, set the navigation mark and communication system. Beijiang Waterway Project is planned according to the "The Proposal about Require Quick Setup of the a Project to Renovate Beijiang Waterway from Feilaixia Valley Complex to Qingyuan Beijiang River Bridge " proposed by The Ninth People's Congress of Guangdong Province. It is also a project of Guangdong Provincial le0t Five-year Transport Development Program. This project will renovate waterway 184kms. Through this project the whole 258kms Beijiang Waterway will achieve the inland waterway standard of rank V, ships of 300 tons can work all the year. It has important meaning for develop the navigation in the north mountain area. The main tasks of this project include building damn, dredging up and protect the shore. Along this segement of the river, there are 41 dangerous beaches to be dealt with. Lianjiang Xiniu Navigation Complex is a component of the provincial development and poverty reduction strategy of north Gangdong area. Together with the Beijiang Waterway Project; it will form and consummate the navigation network in the north Guangdong area, improve the social production and investment environment of the depressed area. This project will link up the water level of the upper reaches of Lianjiang River to the Lianjiang Jianqiaoshi Complex; realize the whole line canalization of Lianjiang River. Together with the Beijiang waterway, the trunk-and-branch navigation network is formed, in the same time, it also plays a role to protect flood and rush to deal with an emergency, to insure the safe agricultural production of more than ten thousands square kilometers in this drainage area. This project designed a water gate for ships with the capacity of 2 million tons per year, a hydropower station with the capacity of 6400KW. Besides the civil engineering, the tasks of this project also include the navigation mark, communication engineering and equipments installation. 13 The Meaning of the Project The benefiting area of the Beijiang Waterway Project and Lianjiang Xniu Navigation Complex Project is the hinterland of mountainous area along the middle reaches of Beijiang River north Guangdong. This area covered the main population of poverty and main ethnic minorities. In this area, the infrastructures are lagging; traffic system is very obstructed, so the nural economic level and peoples' living standard is low. The project will form a water carriage network for the north Guangdong mountainous area, consummate navigation facilities, improve traffic condition, the necessary freightage rate of shipping will decrease 23.7% to 9.90/o, and reduce the cost of transport of cargo. Along with the improvement of the investment environment, investment of some new projects will increase; this will force the development of local economy. This project will also force the development of middle and small scale cities and towns both side along the river, boost up their ability of assembling the streams of cargo and people, stimulate the development of enterprises of villages and towns, push the development of the tourism business, lead the superfluous rural labors flow into towns and center cities orderly, increase non-agricultural employment opportunities for fanners in the mountainous area, take a leading effect for the development of the poverty reduction in the north Guangdong depressed area The direct benefiting area of Laolonghu Waterway Project is Jiangmen City and the margin area of Zhujiang Delta. Through the renovation of the waterway, will promote the rank of the former waterway, bigger ships can pass, reduce the twansport distance between the cities in Zhujiang Delta area. The implementation of this project will realize primarily the programmed goal of door to door trnsport in the waterway network area in the delta, it will also link up further the waterway system, south to Hong Kong and Macao, north to the depressed 2 mountainous area, and to both west and east wings. It will have the effect of reducing costs of transport for the non-state owned enterprises developing in the area, increase the competitive power of their products. Objective of the Survey This project relates to a few cities and counties from north Guangdong to the south, will require acquisition and leasing of some land, and also relates to the displacement and relocation of affected public facilities and infrastructure, and it will cause profound impact on the structure of traffic network and the industrial structure north Guangdong,. Through a comprehensive and detailed survey of the affected area, we can leam the living condition of the local people and the conditions of rural socioeconomic development, and the distribution of resources and the future developing potentiality around the area. Such information is fundamental for the social assessment, also for the preparation and the implement of the resettlement action plan and its monitoring. The specific targets of the survey are as following: A. According to the industrial structure, the population structure, the social organization, the resource of land and other kinds of resources situations, make a preliminary assessment of the positive and adverse impacts of the project to the surrounding area, study the means of rehabilitation of the economy and society after the acquisition of land and displacement, and supply the main selectable strategy and schemes. B. Analyze the socioeconomic development level of the affected area, the effect of poverty reduction of the project to the area of limestone and area of ethnic minority. C. Through the learning of the local socioeconomic development program made by the local town government, supply them with some suggestions related to the project. D. Through the leaming of the enterprises, organizations and social associates in the affected ara, analyze the impact of the project on them, for example, impact on production, water supply, electric power supply and transport Summit some suggestions about the measures of rehabilitation, to insure the normal nnning of them. E. Through the learning of the living conditions of the local inhabitants in the affected area, analyze the possible impact on them, for example, impact on their living environment, their land, farm production, employment, education, and so on. Supply basis for the making of niral rehabilitation plan, propose the proper means of compensation to insure the level of living of the affected rural inhabitants not go down. 2.2 The Range of the Survey According to the range affected by the project, the survey includes mountainous area north Guangdong and Zhujiang Delta area tow parts. 4 Mountainous area north Guangdong: contains Ymgde City, Qingxin County, Yangshan County, Lian County (contains towns of Xiniu, Hanguang, Zhangbei, Dawan, Shuibian, Yanbei, Baoan, Jiulong, Qingkeng, Baiwan), these are govemed by Qingyuan City, and Qujiang County, Ruyuan County (contains towns of Dabu, Gumushui, Dongping, Daqiao, Wushi, Yunyan), these are govemed by Shaoguan City. Zhujiang Delta area: the main survey area is Xinhui City, govemed by the Jiangmen City. Mainly in three towns, they are Muzhou, Sanjiang and Gujing town. 23 Contents of the Survey The contents of the survey include both macro and micro items. 23.1 The Macro Items A. The basic conditions of society, economy Including the distribution of ethnic minority in the affected area; the organizational system of the cities, counties and towns; statistical data of population, labor force and non agricultural employment; race, traditions and folklore, main habits of living and production; conditions of culture, education, medical treatment and health, religion, and so on. B. The natural conditions and resources in the affected area, quantity and quality of lands of different types and their distnbutions, features and other index, area of per capita; also include the conditions of hydrology, meteorology topography and geomorphology: Distribution, quantity and quality of resources of forestry, fishery and mineral. 23.2 The Micro Items A. Family conditions of the inhabitants in the affected area, quantities and types of cultivated land they owned, employment, style of production, family properties, means of production. B. The living conditions of the inhabitants in the affected ara, the composition of the household income and pay out, house condition. Also include their degree of satisfaction about their life, for example, about their relationship between family members, relationships with their neighbors and colleagues, about the work condition and income, social status of their occupation, about the convenience of traffic, education and shopping, about the condition of their house, leisure time life, health, etc. C. The attitudes of the infected inhabitants. Local peoples' perception of project impacts, such as land acquisition, restriction of access to resources, potential employment opportunities, improved navigation and participation etc. Include how much they leam and support the project, their expectance about the compensation, their anxieties and 5 their plans for the future life and work. D. The cultural activities, social interactions, religious believes, entertainments of the affected inhabitants. E. Opinions and suggestions about the project of the workers who serve in the town govemment institutions, village councils, enterprises and social associates F. The conditions of the affected enterprises. Include the production profiles of the enterprises, the assets, facilities of production, outputs, output value, sale of the productions, number of workers, income of workers, the various possible impacts of the project on the running of enterprises, measures to be taken for reduce the impacts. G. The vulnerable groups in the affected area, old people, women, children, disabled persons etc. H. The affected structures, public facilities, infrastructures and appurtenants, other underground facilities. I. The economic circumstances of the affected towns and villages. Include natural resources, composition of lands, agricultural production, forestry, planting, fishery, animal husbandry, and other sidelines; main index of industry production and commerce, rural households' income and foodstuff; index of finance and revenue of the local towns. J. The social circumstances of the affected towns and villages. Include the population structure, labors, education, medical treatment and health, cultural science and technology etc. K Cultural properties, ethnic minority groups in the affected towns and villages. 2.4 Methodologies of the Survey In order to get the full and accurate information, multi methods of survey are used. Include household interview, questionnaire, focus group, participatory observation, case study and literature survey 2.4.1 Literature Survey Collects secondary socioeconomic data of the targeted areas from public libraries, local archives, local govemment departments, statistics bureaus, statistical reports of the towns, villages and habitants' groups, and from related database. The procedure of the collection of literatures is first visit the govenmment departments of cities and counties, grasps the general profiles, then go to towns and villages to collect more and verify. This survey supported by the local govemments of cities, counties and towns. Some local government departments put some socioeconomic information on the intemet 6 website, through the web page can get some useful infornmation conveniently 2.4.2 Sampling Survey The whole affected communities mainly include two categories. One is the north Guangdong mountainous area, in this area, the socioeconomic development level is relatively low, industry and conmmerce not developed, the main incomes of nmal inhabitants depend on planting. Another category is the south Zhujiang Delta area, in this area, the socioeconomic development level is relatively high, industry and commerce are more developed, the main incomes of niral inhabitants not only depend on planting, but also depend on fishery and other sidelines. Because more land will be acquired in the north Guangdong mountainous area, the impacts on this area is bigger than the south Zhujiang Delta area, so we sampled more households there. The total number of samples is 319, among them, 239 from the north Guangdong mountainous area, 80 of them from south Zhujiang Delta area, most of the sampled households will be impacted directly by the land acquisition in different degrees. The detailed distnbution of samples is as below: North Guangdong mountainous area 239 Yingde City Xiniu Town: Xilian Vlllage 98 Xiaowan Village 51 Hanguang Town: ZhennanVillage 12 Yuzui Village 40 Dongling Village 11 Lingnan Village 9 Town Inhabitant Council 8 South Zhujiang Delta area 80 Xinhui City Muzhou Town Longquan Village 62 Gujing Town Wangshan village 11 Beiling Village 7 2.4.3 Case Study 7 In order to get the full and detailed information of the affected households and enterprises, the survey group conducted a few case studies; include two affected households and three enterprises. 2.4.4 Participatory Observation Through the participatory observation, understand the living styles and working conditions of the affected inhabitants, the running of production of enterprises, so we can analyze the possible impacts of the prtoject on them. 2.4.5 Focus Group Meeting Nine focus group meetings were held, villagers, managers and workers of enterprises, govemment officers and workers attended the meetings respectively The list of them is following: A. Hnaguang Town government officers and workers are attendants. B. Yuzui Village inhabitants are attendants. C. Xiniu Town government officers and workers are attendants. D. Xiaowan Village inhabitants are attendants.. E. Xilian Village inhabitants are attendants. F. Gujing Town government officers and workers are attendants. G. Wangshan Village inhabitants are attendants. H. Muzhou Town govenmment officers and workers are attendants. I. Longquan Village inhabitants are attendants. J. Xinghui Longkoushan Stone Industry Co. Limited managers and workers are attendants. 2.4.6 Forms Used in the Survey Subject to the purpose, contents and technical requirement of the survey, a few types of forms and questiormaires are designed. These forms and questionnaires are used in the study of the living conditions and livelihood of farmers, inventory of affected structures, enterprises, public facilities, etc. The list of used formns is as bellow. A. Questionnaire of attitude survey of the affected inhabitants B. Questionnaire of econonic situation survey of the affected households C. Form of town and village socioeconomic situation. D. Form of acquired lands and their attachments. E. Inventory form of structures to be displaced. F. Inventory form of affected enterprises and their staffs. G. Inventory form of affected public facilities and infrastructures. 8 2.5 Organize and Implement of the Survey 2.5.1 Schedule and Progress of The Survey From the consultation of the engagement in April 2002, to the completion of the survey in July 2002, total 12 weeks are spent First week: consulting the agreement of engagement, determined the area and main items of survey. Second to third weeks: worked out the outline of the survey for the social impact assessment of the project, designed each forms, questionnaires, frameworks of interview and focus group meeting. Forth week: consulted the implement programme of survey with related cities, counties and towns, determined the guides for the survey and the specific area of survey. Fifth week: set up the group of survey (includes some local members), trained the surveyor for two days, explained the forms and questionnaires used in the survey and the frameworks of interview, conducted some tentative survey in a few villages and towns. Sixth to ninth weeks: conducted the whole survey in all selected area, finished every items of survey determined in the survey programme. Tenth weeks: compiled the information collected through the survey, data enrollment and analysis. Consultant of the survey group: Minghua Lee: PhD, master of Guangzhou Academy of Social Sciences Director of the survey group: Yunping Jia: independent monitor, associate research fellow Vice Director of the survey group: Xingzhuang Miao: associate research fellow in sociology Members of the survey group: Yan Lee: Dr.of economic geography, associate research fellow. Guocai Ren: master of economics, assistant research fellow. Yang Lee: master of psychology, associate research fellow 9 Fenming Zheng: associate research fellow in culture Yuning Liu: assistant research felow in sociology Zhaodian Zhou: Dr. of econometrics, associate research fellow Junzhe Zhang: accountant Feng Cheng: statist About 30 other people come fiom local city or county govemment departments (such as traffic, agriculture, land ) and towns, villages attended the survey group. They were trained beforehand. 2.6 Bases of the Survey The relevant World Bank social policies is the bases of the survey, such as OP 4.12 on Involuntary Resettlement OD 4.20 on Indigenous People and OPN 11.03 on Cultural Property. These documents prescribe purpose, principle, methodology and main contents of social assessment survey. I0 3 General Socioeconomic Situations in Project Area 3.1 ProjectArea The Beijiang Navigation Channel Regulation Project and Lianjiang Xiniu Navigation Complex Project are in the north Guangdong area, upstream and midstream of Beijiang River, the admninistrative jurisdiction belong to Shaoguan City and Qingyuan City.
