Project Objectives: Increase overall system efficiency of the power sector in Jiangsu province through designing and implementing a far reaching restructuring of the sector and furthering of competition. I.A.3. Project Description: Components: 1. Yixing Pumped Storage Power Plant The development consists of: (a) a new upper reservoir impounded by a main dam with a maximum height of 75 m and a subsidiary dam with a maximum height of 35 m, (b) expansion of an existing lower reservoir by heightening the dam to a maximum of 50 m; (c) a water conveyance system, including intakes and outlets, headrace and tailrace tunnels, and surge shafts, with the total length of about 2900 m; (d) an underground powerhouse with an installed capacity of 4 x 250 MW, (d) implementation of an environment management plan, (e) implementation of a resettlement action plan including resettlement of 45 project affected households, and (f) consulting services to assist in engineering, design, procurement and construction management 2. Transmission Line Component including a 500 kV transmission line of about 25 km to connect the power plant to the main grid 3. Power Sector Restructuring Component including further unbundling of generation from transmission, restructuring of the generation business, commercialization of the distribution business, design and implementation of a competitive power market, development and installation of a new IT system, further rationalization of tariff system (efficient transmission and distribution pricing, rational consumer tariff 2 ISDS structure), distribution customer services development, and a comprehensive capacity building program to upgrade the knowledge and capability of JPEPC and other stakeholders to meet the needs of a more market oriented power sector. Identify the key stakeholders and describe the mechanisms for consultation and disclosure on safeguard policies, with an emphasis oni potentially affected people. The preparation of the project has involved and will continue to involve all major stakeholders in project design and implementation. The major stakeholders are: * JPEPC is the beneficiary of the project. * State Power Corporation (SP) and the State Development Planning Commission (SDPC) have been involved in project design, financing and' approval. The State Environmental Protection Administration (SEPA) has approved the environmental impact assessment report. SDPC, SP and State Economic and Trade Commission (SETC), which has responsibility for power sector regulation and market reform, are being consulted on sector policy and reform issues. * Jiangsu provincial government is fully involved in project approval, the ongoing power sector restructuring and tariff reform * The local communities and affected people have been involved in detailed discussions related to resettlement and environmental issues. Their concerns about the inadequate resettlement planning and compensation will be taken into consideration fully in revising the RAP. E. Safeguards Classification.
