It lhad a permranent population of 10,011,400 in the year 2000, being one of the economic and cultural centers in northern China, especially in the Round the Bohai Sea Region. With the rapid social and economic development of the city and the improvemenit in people's living standards in recent years, the city has generated and discharged more and more urban sewage year by year. Though various infrastructures have been built in succession, since control lagged behind and control measures and investmenit in facilities were far from enough, plus a spell of draught which has lasted for 5 years and less flow from the upstream, the water environment comprehensive control of the city has lagged behind seriously, which has affected residents' normal life. According to the statistics by relevant departments of the city, the annual sewage discharge of the city was 599 million tons in 2000, but its treatment rate was 45% only. Large amoullt of sewage which has not been treated is directly discharged into the rivers of the Haihe River Basin through the urban sewage system and then discharged into the Baohai Sea, hence the deterioration of the water environment in the Tianjin sea area of the Bohai Sea, which affects the sanitary and residential environmenit of thle resideints of Tianjin and along the banks of the Bohai Sea and damages local ecological environment. On the other hand, serious shortage of water also restricts the economic development of the city and improvement of people's life. Thus, pollution of the water environment and shortage of water resources are two problems that must be solved by the Tianjin Municipality now. These have become one of the problems to which the Tianjin Municipality has given top priority. Based on the Blue Bohai Sea Program, the Haihe River Basin Water Pollutioll Prevention and Treatment Planning and Tianjin Urban Overall Planning which have been approved by the State Council of the People's Republic of China, the Tianjil Municipality has decided to implement Blue Water Project Plan in the year 2002. According to the plan, RMB17.51437 billion yuan will be invested for nine environimental protection and water pollution control projects. It takes as its ultimate aim the safety of the domestic, production and ecological water for the 10 million people of the city and is intended for thoroughly improving the water quality of the wlhole city by the year 2005. The completion of the project will be conducive to tlle improvement of the pollution of the Haihe River Basin and the Bohai Sea, improvement of urban water environment, ecological and sanitary environmenit, promotion of the rational utilization of water resources, the sustainable development of the economy of Tianjin region and improvement of people's living quality. Nowadays, the Blue Water Project Plan has got started and the Dagu Blowdown River dredging project, urban drainage transformation project, sewage treatment plant project and sewage reuse project which are planned to be constructed this time with World Bank loan are just a part of the plan. After their completion, the final beneficiaries will be the 10 million citizens of Tianjin and the 100 million residents in the Bohai Sea Rim region. 2 Conclusions of and Suggestions on the Assessment of Environmental Impacts (1) This project is an environment improvement project and its implementatioll will be conducive to the improvement of the living environment of the urban and township residents of the city. It will help reduce the direct discharge of pollutants into the Bohai Sea and can help improve the water pollution conditions of the Haihe River Basin in the "three rivers and lakes", keys of pollution prevention and control in China. In the meantime, it will make sewage rejuvenated, which can help solve the serious water shortage which has perplexed Tianjin for many years. Hence, macrolly, this project is practical. (2) The site selection plans of this project is practical. Since problems regardilng the selection of sites which may have major hidden troubles to the environmenit have been pointed out in time and the assessor has cooperated with the designer and owner in changing sites and adopting alternative plans in an active manner, safety protective distance around site selected has been guaranteed, which avoids possible environmental problems. (3) Monitor of the current conditions of the environment in the area of this project and within the affected scope and analysis of the historic data collected have shown that the current atmospheric environment and sound environment of this project are basically in a good condition or are slightly polluted, which help create good conditions for the implementation of the project, thus construction project can be carried out. However, we should note that some sections of this project are located in sensitive areas of the city and the implementation of this project will also bring noises and stinky gas pollution and other problems. Therefore, attention should be paid to environmental protection ever since this project is started to ensure the citizens a good environment to really reflect the improvement of the environment. (4) The pollution prevention and control measures during the construction period of this project are well-conceived and practical. This project involves many areas of the city and its construction will bring many inconveniences to the daily life of the people nearby. Meanwhile, flyinig dusts during construction, stinky gas due to the dredginig of river courses and noises from construction machines will bring damages to the local environment at stages. To this end, the development organization, under the help of the environment adviser, has worked out reasonable pollution prevention and control measures. Calculation of environment assessment shows that construction based on the methods and measures suggested in the environment assessment proposals can ensure the control of pollutants during construction within the scope stipulated by the state. Hence, construction must be conducted in strict accordance with the measures proposed in the environmental management plan to avid disturbances to people. (5) The pollution alleviation measures during the operation period of this project are basically practical. Practical prevention and control measures have been worked out for various environmental problems, such as stinky gas of sewage treatment plant, noises of pumping stations and sewage treatment plant and sludge. They greatly alleviate the pollution of the project to the ambient environment. Results of forecasted calculation show that after the implementation of the project, its scope of impact on the ambient atmosphere, surface water and sound environment can meet the environmental quality standards of corresponding areas stipulated by the state. To further reduce the potential environmental problems during the operation period of the project, environmental management plan must be carried out strictly during the operation of the project and full-time management personnel must be provided to strengthen monitor, as well as rnaintenance of equipment. (6) The sludge treatment measures of this project are practical. Treatment of sludge is an important problem which affects the environmental benefits of this project. The sludge of this project will mainly come from the sludge during the operation of pumping stations and sewage treatment plants, as well as dredging of river courses. The sludge will mainly be filled, used for agricultural purpose and for afforestation. The protection of filling yards meets seepage control standards and can prevent pollution to the groundwater. Meanwhile, research on the reuse of sludge has been made in an active manner, which provides a practical channel for the treatment of sludge. (7) The measures for the prevention of operational risks of the sewage treatment plants in this project are practical. This project has detailed measuL-es in preparation for a certain environmental risks during the operation of sewage treatment plants, suchi as sludge expansion, leakage of chlorine, safety set of sludge Filling yards and abnormal discharge of sewage. They can prevent possible troubles, thus ensurinig non-nal production. After the completion of this project, environmental management plans should be carried out in real earnest and rules and regulations should be perfected and implemented strictly. (8) The construction of this project can meet the requirements of the state on the control of the total quantity of relevant pollutants. After the completion of this project, SS within the scope of service of the project which is discharged into the Haihe River will be reduced by 85.08%, CODcr by 98.32%, BOD5 by 96.49% and NH4-N by 99. 15%. After the implementation of this project, pollutants intercepted before flowing into the Bohai Sea reach: CODCr: 21408 tons; TN: 3296 tons; TP: 420 tons, As: 0.388 tons, Cd: 0.041 tons and Hg 0.02 tons. This can greatly improve the current water pollution conditions of the Haihe River Basin to make a contribution to the Blue Sca Plan of the Nohai Sea. (9) This project has obvious social and environmental benefits. Its completion can help improve the living environment of the people in the city, improve the comprehensive sanitation level of the city and residents' living quality. It can also help solve the employment problem of some people and can ease the pressure of sewage treatment of the available industrial enterprises within the scope of service to create necessary conditions for the further development of enterprises. Finally, it can imiprove the water quality of river course, which is good to the reduction of the damages to the soil texture of farmlands and pollution to agricultural products, this imlproving the quality of products. (10) As for the ten safety measures stipulated by the World Bank, this project carries them out one by one, which reflects its attention to human care. (I 1) The policies and implementation measures of this project regarding emigration and demolition and relocation are practical. This project works out careful plans based on the stipulations of the state and city and has put forward reasonable measures for compenisationi. which meet the demands of the residents satisfactorily (12) The public participation of this project is serious and practical. Two public participation meetings and disclosure by the media in a wide range provide a convenient channel for the public of the city and especially those affected, as well as provide a good channel for the departments of all levels to know the demanlds of the public, especially those affected. In the meantime, they make more and mor-e people accept the project. The 950 questionnaires distributed by the assessor show tllat mor-e than 80% of residents agree on the construction of the project. Meanwlile, the public also have a full understanding of the environmental problems whichl may be broughlt about during the construction period and operation period of the project. 3 Environmental management agency and its duties Since the environmental management during the construction period and that during the operation period vary greatly and they should be conducted at different tilles, independent organizations should be set up to carry out environmental managemlelnt in stages. 3.1 Environmental management agency and its duties during the construction period To guarantee the effectiveness and fairness of environmental managemiient, relatively independent environmental management agency which has no direct interest with the construction unit should be set up. When the agency is set up, full consideration should be given to the capability and experience of the members, which must include personnel specialized in environmental protection with appropriate qualificationls and experience. Its duties should be made clear as follows: I ) Make organization to carry out the laws and statues and policies of the state, Tianjin Municipality and authorities of the industry and cooperate with the local environmental protection department in doing environmental maniagement of the project well. 2) Implement the environmental management systems established by the higher authorities and work out relevant management plans for implementation in a real sense. 3) Check and maintain pipe network and equipment in pumping stations regularly to ensure their normal operation. Take active and effective environmental protection measures to prevent and control pollution and monitor and check the implementation and effects of the environmental protection measures. 4) Organize departments or personnel concerned to carry out envir-onmiiienital monitor and set up monitor files. 5 ) Investigate and make a statistics of the quantity and water quality of the sewage discharge units which discharge sewage to the sewage pipe networks of the various subprojects and cooperate with environmental protection departmenit in monitoring the operational conditions of the sewage treatment facilities of the sewage discharge units. 6) Investigate and handle pollution accidents and disputes over disturbance of people which are related to this project. 7) Train working staff regularly to improve their abilities and in the meantime conduct technical innovation and academic exchange activities to spread and use advanced technology and experience to further improve environmental management. 4. 1 Personnel training To ensure smooth and effective implementati9on of work, all working staff (includilg construction personnel, etc.) must be trained in the knowledge of environmental protection and skills. Besides explanations of the importance of the proposed project and the significance of its implementation, specific training should also be provided for working staff on different posts. The training will be conducted both at home and abroad based on management level and the importance of environmental protection posts. For specific training program, refer to table 4- 1. Being directly subordinate to the construction unit, the laboratory should be equipped with equipment for conventional monitor, as well as the following analysers and data processing equipment: gas chromatograph, spectrophotometer, atomic absorption spectrophotometer, plasma optical spectrum analyser, noise measure device, analytical balance, microcomputer, etc. The above equipment is preliminarily selected only and advanced instruments and equipmiient will be imported subject to actual demands when the project is completed. 5. Measures for alleviating the impacts on the environment The construction and operation of the proposed subprojects will play an importanit role in imiproving the quality of the environment in areas to be affected. But they will brinlg a certain impacts on the ambient environment during constructioni and operationi. To alleviate these impacts, active and effective measures should be taken. For the environimenital impact alleviation measures of the various subprojects, refer to the environlmental management plans of the various subprojects in the chapters. 6 Environmental monitor plan 6.1 Environmental monitor system 1. ) Envir-onmiiental monitor agency and its duties Environmental monitor of the various subprojects involve the monitor of construction flying dusts, construction noises, sludge in river courses, water, stinky gas, noises at pumping stations and sludge in pipes, etc. it needs many people and instrumenits. If all will be conducted by the development organization, it will be difficult for it to do it. To some monitor items which require less frequent monitor and /or should be conducted at a certain stage, It will mean wastes in both people and equipmenit. T-o some monitor items which have high demands on monitor technologies, deviation is rather likely. Therefore, this report recommends: Since the monitor of construction flying dusts. sludge in river courses, stinky gas and sludge in pipes is relatively complicatcd, monitor ullits with corresponding qualifications can be entrusted (such as Tianjin Environmental Protection Monitor Center or the local Environmental Protection Monitor Station) to carry out the monitor. Monitor of water quality and quantity can be incorporated in the daily monitor of Tianjin Drainage Management Office. Monitor of noises is relatively simple and can be conducted by ourselves based on needs (necessary people, instruments and equipment should be equipped). Agency responsible for the monitor should perform the following duties: a. Carry out monitor regularly based on plan and make a statistics and analysis of the data monitored and the accuracy and reliability of the results of monitor should be ensured. b. Worki out monitor report and submit it to departments concerned in time. c. Assist departments concemed in the investigation and analysis of pollution accidents. d. Maintain, service and calibrate monitor instruments and equipment to ensure that they care ready for use. 2) Environmental monitor plan Based on the engineering features of the various subprojects, environmental monitor plan will be worked out in stages (construction period and operation period) to pro\d'ide a scieitific basis for environmental monitor.
