Introduction 1.1 Background to the project Being one of the four biggest cities directly under the Central Government, Tianjin is the sea and land hub of communications in northern China and the gateway to the capital. Thanks to the rapid economic development in Tianjin, its traffic has enjoyed a development. Ever since the 1990s, its motor vehicle growth rate has always been maintaining at about 10%. By the year 2000, its motor vehicles totaled more than 900,000. However, the growth of road facilities during the corresponding period was much lower than that of motor vehicles. Hence, little wonder that its traffic conditions have become worse and worse daily, the hourly driving speed of its motor vehicles on main artery roads during the rush hours has dropped on a yearly basis, flow at its road junctions has become saturated or almost saturated and its service level has plummeted, which have seriously affected the social and economic development of Tianjin. As a result, it has become the most pressing matter of the moment to thoroughly solve the urban traffic problems of the city. The Second WB Financed Traffic Improvement Component was given consideration in early 1998. After repeated discussions with WB, we proposed a "Considering people first and giving priority to public transit" traffic improvement strategy, with its specific targets being "unblocking the Middle Ring Road, Optimizing the Inner Ring Road and perfecting the road network---- Inner, Middle, Outer Ring". Transformation of the Middle Ring Road and Inner Ring Road and public transit priority corridor project were proposed, whose targets of implementation are identical to the overall traffic development planning of Tianjin. In the Tianjin Urban Overall Planning, the traffic development strategic targets of the city have been clearly defined: Establishment of a modem urban traffic comprehensive system that matches the sustainable development of the society, economy and environment. The keys of the planning are: adjustment adaptable to traffic demands, urban layout and land utilization; determination of the layout of an expressway system based on the original planned road network; upgrade of some roads and strengthening of the traffic in CBD; increase of land for road traffic and the density of road network; and widening of the red line width of some roads to some extent to form a multi-layered and three-dimensional road traffic network gradually. The strategic target of the passenger traffic planning in the center of the city is: Increase the ratio of public transit from the current 4% to the 17% in 2010 after 15 years (from 1996 to 2010) of efforts. One of the strategies for the traffic development of Tianjin is to establish a multi- layered urban road traffic system network and one of its plannings in the near future is to perfect the road network and realize and plan interchange. The horizontal traffic corridor to the north of the Haihe River is being implemented gradually and the Jinzhonghe Street Flyover over the Outer Ring Road and the widening and transformation of the Jinzhonghe Street are under construction and expected to open to traffic this year. But the Jinhzhonghe Street Flyover over the Middle Ring Road is yet materialized. In the traffic corridor to the south of the Haihe River, only the Dagu South Road Flyover is yet planned. Therefore, the proposal of this component is due to the needs for the perfection of the road network, being an important step for realizing the traffic development strategy. The other strategy for the traffic development of the city is giving priority to the development of public transit, for which special public transit roads will be opened up to establish a large capacity rapid public transit system. And the two traffic corridors that connect the center of the city with the New Coastal District will also be two expressways in the planned rapid public transit system, which will help realize the target proposed by the government, namely, residents can travel from the center of the city to the New Coastal District in less than one hour. In this component, special public transit roads will be opened up over the Middle Ring Road and Inner Ring Road. They are the key components for realizing special public transit roads, as well as an important step towards the realization of the traffic development strategy. 1.2 Purposes Environmental impact assessment report mainly deals with the impacts on the environment during construction and during the operation of the component after it is completed and environmental management plan mainly deals with the ways to implement the measures for reducing the impacts on the environment during construction and operation periods. This documents is intended for providing a frame for the implementation of the environmental protection control measures, environmental management and environmental monitor of the Tianjin Second WB Financed Urban Development and Environment Project-Traffic Improvement Component during its construction and operation. It will detail all the measures in the environmental impact assessment report and can serve as a reference for the implementation of all environmental protection measures. The environmental management plan includes: (1) Elaboration of the environmental protection measures to be taken for the component Environmental protection engineering and management measures applicable for the component will be proposes through the environmental assessment report of Tianjin Environmental Impact Assessment Center. The measures must be reliable in technology and practical in finance. Details of these measures will be provided to the designer to ensure that contractor can make an estimation of the alleviation measures. (2) Supply of a special document for the implementation of the component Environmental management plan is one of the documents to be assessed by the World Bank, as well as the only information on the environment for contractor, supervision department and other relevant departments involved in the component. (3) Elaboration of the functions and duties of the various agencies It will both elaborate on the functions and duties of the various agencies and management departments and provide suggestions on their contact and way of report. (4) Elaboration of environmental monitor during the construction and operation periods of the component Environmental management plan should elaborate on the requirements on environmental monitor plan, guarantee the effective implementation of environmental protection measures, take reaction to unforeseen environmental problems as soon as possible and determine the accuracy of the forecasts of environmental impacts. 2 Environmental monitor should be conducted during the construction and operation periods of the component. 1.3 Environmental standards 1.3.1 Sound environment (1) To the first row of environmental protection targets along traffic arteries, standards for areas along traffic arteries (namely, type D area) in GB3096-93 Environmental Noise Standards of Urban Areas should be followed subject to State Bureau of Environmental Protection GB/T15190-94 Technical Standards for Dividing Environmental Noise Applicable Areas in Urban Area. Based on the usual practice of the World Bank, however, standards for residents and cultural and educational units (namely, type A area) in the above standards should be followed. Therefore, we adopt standards for type A area in this assessment, namely, 55dB(A) during the day and 45dB(A) at night. GB3096-93 Urban Area Environmental Noise Standards are shown in table 1-1. (2) GB12523-90 Noise Limits at the Boundaries of a Building Construction Site will be followed for noises during construction. Refer to table 1-2. In case several construction stages coincide, the limits at high noise stage shall be adopted. 1.3.2 Environmental Air Based on the division of the environmental air functional areas of Tianjin, the areas involved in this project are all Class B areas. Standards B of GB3095-1996 Quality Standards of Environmental Air will be followed to ensure the Quality of Environmental Air. For details, refer to table 1-3. Here we resort to the assessment standards for noises and adopt the standards for residents and cultural and educational units in GB10070-88 Urban Area Environmental Noise Standards, namely, 70dB during the day and 67dB at night. 4 2. Abstract of the environmental assessment report 2.1 An introduction to the component Tianjin Second WB Financed Urban Development and Environment Project - Traffic Improvement Component mainly involves three subprojects, namely, the Middle Ring Road improvement project, the Inner Ring Road improvement project and public transit priority corridor. Detailed assessment of its impacts on the environment will be conducted after plan is finalized. Therefore, only the Middle Ring Road and Inner Ring Road improvement subprojects are prepared in this document. For the locations of the two subprojects, refer to figure 2-2. 2.2 Major conclusions Final comments and proposals (1) The project for arrangement of public transit corridor and for traffic improvement on the Middle Ring Road and the Inner Ring Road on the whole in 5 Tianjin Municipality indicates a better implementation of the strategy for traffic improvement that "interest of the people is the fundamental factor". It greatly helps the settlement of the problems of too many grade junctions, constant traffic congestion at the cross, slow speed of vehicles and mixed travelling of power-driven and non-power-driven vehicles. After completion of the project, there will be a great relief of traffic burden, an improvement of traffic order and a reduction of traffic accidents. Public transit will be further encouraged, the flow of passengers and cargoes accelerated, time for travelling saved and productivity increased, resulting in further growth of business on both sides of the road and overall development of economy in Tianjin. That means the fundamental traffic problem that is increasing daily will be thoroughly solved. On the other hand, adverse effects on environment will be reduced to minimum with the help of effective protective measures. Therefore, the program for the project is applicable in relation to environmental protection. (2) The quality of air has been greatly improved in Tianjin Municipality after great efforts made in the past years, figures for various pollutants being on decrease. Air pollution is mainly caused by smoke of burning coal as proved by the fact that air pollution is normally more serious in the season when heat is supplied than that in the season when heat is not supplied. TST is the major pollutant. According to the result of supervision, CO in the tail emission by vehicles is also a major pollutant. Based on the investigation and supervision this time, the daily average value of TSP and CO in the surrounding regions of the project are more or less above the standard of Grade II in No. GB3095-1996<Environmental Air Quality Standard> (3) According to calculation on the EPA mode of the U.S.A. concerning air emission, the emission of CO and NOx from tail emission of vehicles during the conduction of the project are much more in he season when heat is supplied than that in the season when heat is not supplied, the content of CO and NOx becoming less and less if it is gradually moving away from the project. With the completion of the project, there will be less emission of pollutants since the vehicles will run faster and the numbers of vehicles will become smaller than now. Therefore, either in consideration of the environment on both sides of the road or in consideration of the environmental protection in the surrounding area, the project will help improvement of the quality of air in the long run and on the whole in Tianjin Municipality. (4) There is a gradual improvement of environment in relation to noise disturbance, noise from road traffic being brought under control. However, road traffic noise remains a major source of noise at present in the city. In 2000, the average noise from traffic in the urban area in Tianjin was up to 69.2dB(a) standard, indicating an obvious problem. According to result of investigation this time, noise disturbance in school, hospital and residential buildings on both sides of the road where the project will be conducted has exceeded the standard in the first grade district of (55dB(A) in the day and 45dB(a) during the night as stipulated in No. GB3096-93 <Noise Control Standard in Urban Area>. This also shows noise disturbance by urban traffic performance is an outstanding matter. (5) After the completion of the project, noise disturbance to residents, schools and hospitals on both sides of the renovated road sections, especially in areas close to the two flyovers and Beima Road section, will become even more obvious. It is expected the disturbance by traffic noise will further increase during 2006 and 2020. 6 (6) During conduction of the project, various underground piping and facilities and the separation belt of power-driven and non-power-driven vehicles will be dismantled. Some trees and green lawns will be transplanted. Some green areas and space will be occupied. Dust and noise will be produced. All this will bring adverse effects to social environment, biological environment, the quality of air and the quiet life of the people. However, all these adverse effects will be reduced to minimum if only proper and necessary preventive measures are taken. Besides, the adverse effects are just temporary and most of the environments will be recovered or even improved after completion of the project. (7) Construction of Jinzhonghe Street Flyover and Dagu South Road Flyover will produce positive effects on making the city more beautiful. They will help to show the overall feature of Tianjin Municipality as an internationalized metropolis, without any possibility of making the passengers feel pressing. (8) Buildings need to be dismantled or relocated are all old, simple and dilapidated houses, indicating rather poor living conditions and environment of the residents. With implementation of relevant policies of the State, the Municipality and the World Bank, they will receive rational compensations or have their homes relocated. It is expected that the environment and quality of the life of the residents will certainly be improved or increased. (9) It has been proved that pubic participation in the project is serious and applicable. All the participants are volunteers. The two meetings with the participation of the public masses and the announcement of the project to the people especially those who will be affected by the media have been proved as an effective way for masses to get aware of and prepared for the conduction of the project. Meanwhile, it is also a good way for the leaders and responsible persons at various levels to understand the people, especially those who will be affected in one way or the other. It turns out that 100% of the public masses support the project, fully expressing their long and strong desire for improvement of traffic conditions. (10) Standardized and scientific administration and environmental supervision will be adhered to during conduction of the project in strict accordance of the supervision program. Various environmental protection measures will be carried out in real earnest and relevant personnel will be trained before hand in order to reduce possible adverse effects on environment by conduction of the project to minimum. 3. Key environmental protection measures Key environmental protection measures are shown in table 3-1. As for partial road with inadequate capacity, transformation of water pipeline and power supply wiring should be carried out in advance to prevent against water supply and power failure temporarily and any interference to the normal power and water supply of the residents along the line and industrial and mineral enterprises and organizations and units. * Construction near school, hospital and kindergarten, such as the construction sites of the Jinzhonghe Street Flyover, Fukang Road and Weidi Road transformation, widening of Beima Road, temporary bridge must be provided and dense net should be enclosed around scaffolds for students and patients to come and go to ensure their safety. 3-1 Key Environmental Protection Measures Continued Construction eriod Factors of E . Implemente Competent impact Environmental protection measures d by authority * Places for abandoned soil should be protected to avoid soil erosion, pollution of water system or blockage when earth excavation is conducted during operation period. *According to the relative stipulations in <<Administration Method for Garbage of Tianjin Construction Trash Project>, the transport route for abandoned soil should be arranged as a whole avoiding the principal residential areas within the urban district. * Under the premise of meeting the requirement of project construction the occupied land scope for the construction site should be saved as far as possible; the occupation of road should be taken more prudent. In case there's no choice but to occupy road, the matter should be reported to the traffic administration department for working out a plan for vehicle dividing and dispersion during the construction period, and then advertised through various kinds of media in advance * The construction schedule should be reasonably arranged, the construction sites should be cleared and tidied up in time and the construction personnel and equipment should be withdrawn in time to restore its original roads. * During the construction the vegetation such as trees and lawns of ecology the adjacent areas should be carefully protected; after the Contractor Office construction the vegetation destroyed by the temporary installations such as provisional material piling up sites and emergency sidewalks should be restored by supplementary planting. The city greening should be strictly implemented within the construction scope in compliance with the relative codes and regulations., provisional occupying of lawns should be reported for approval with lawns restored in time, any felling or moving of trees should be reported for approval, never allow to trim the branches of trees at will, make the ancient trees or famous trees specially protected. * The illuminating light for construction should be hanged in such a height and direction as not to interfere the residents rest at night. * In order to guarantee the safety of the construction and traffic vehicles along the line safety parting strips, alarming lights and guideposts should be installed on the construction site; in consideration of the city's appearance and natural landscape, the parting strips should be decorated by means of advertisement. *Demolition and relocation and excavation during construction period should be conducted based on area in an orderly manner to prevent landscape along the component to be in disorder. Boards I (timber, glass or iron sheet, etc.) can be provided to serve as an 9 enclosure to reduce pollution of landscape. . The earth surface of the construction site should be hardened and may be rammed if possible. . All the inlet and outlet on the construction site should be provided with wheal cleaning facilities and a person specially appointed so as to ensure the inlet and outlet clean to prevent the vehicle wheels to and fro taking away any mud from the site; . The construction site should have temporary construction garbage heap which should be then cleaned and moved away in time; . The construction trash of flyovers should be cleaned and moved vertically by means of container to prevent against dropping and scattering here and there; . Water sprinkling and cleaning system should be established at the construction site for both construction and dismantling projects, Atmospheric which should be in charged by a person specially appointed. The waste and soil on the roads for construction transporting vehicles should be cleaned and moved away in time by a person specially appointed; as for the roads having high environment requirements, waste transportation should be done at night according practical condition so as to reduce interference of dust to the Atmospheric eniomn;TUTCC WB environment . The construction dusting, exhaust gas from construction equipment Contractor Office and transportation vehicles should be subject to inspection and control periodically; low quality fuel should never be used, mechanical equipment and vehicles should be maintained always to make complete combustion of dynamic fuel to reduce waste gas exhaust amount; . It is strictly forbidden to bum any abandoned waste and any other substances apt to resulting in poisonous and harmful gas, dust smoke and stink; poisonous material such as asphalt should be molten by means of enclosed equipment with smoke disposing device. . It is strictly forbidden to use discarded construction materials as fuel during construction. * Canteen on construction site should use liquified petroleum gas or electric cooker and must not use fuel oil cooker. 10 . Fixed vibration sources on the construction sites should be relatively concentrated to decrease influetced range and the mechanic equipment such as air compressor and generator which may be fixed should be installed inside temporary rooms on the construction site which is provided with noise insulation boards to reduce noise. * Under the premise of ensuring the construction progress the operation hours should be scheduled reasonably. Construction work with intensive noise should be arranged within 7:00-12:00 in the morning and 2:00-10:00 in the aftemoon. Construction near kindergarten or hospital should be done avoiding the resting time of the children and patients. Construction operation with intensive vibrations should be strictly prohibited to be performed at night. The construction dealing with machines such as electrical saw, pneumatic pick or electric hammer should be restricted to be performed from 23 o'clock at night to 6 o'clock the next morning near residential quarters or hospital along the line, and may be done avoiding in-class. time as far as possible in case of construction site near schools. .
