Page 1 December 13, 2001 Mr. Mario Oporto General Director of Culture and Education Calle 13, entre 56 y 57 1900 – La Plata Provincia de Buenos Aires, Argentina Re Second Secondary Education Project (Loan 4586-AR) Amendment to the Loan Agreement Dear Mr. Oporto : Please refer to the Loan Agreement between the Province of Buenos Aires (the Borrower), with Guarantee of the Argentine Republic (the Guarantor), and the International Bank for Reconstruction and Development (the Bank) dated June 15, 2001, (the Loan Agreement). Pursuant to your request dated December 6, 2001, we are pleased to inform you that the Bank hereby agrees to amend the Loan Agreement so as to increase the aggregate amount of National Competitive Bidding for works set forth in Section I, Part C.1 of Schedule 4 of the Loan Agreement. Consequently, the Loan Agreement is amended as follows: 1. Section I, Part C.1 of Schedule 4 is hereby amended and replaced to read in its entirety as follows: “1. National Competitive Bidding Works estimated to cost the equivalent of $350,000 or more per contract, up to an aggregate amount not to exceed $33,000,000 equivalent, and goods estimated to cost less than $350,000 equivalent but more than $100,000 equivalent, up to an aggregate amount not to exceed $4,000,000 equivalent, may be procured under contracts awarded in accordance with the provisions of paragraph 3.3 and 3.4 of the Guidelines.
