Objectives The overall objective of the project was to assist the Borrower's justice sector agencies in improving performance by enhancing, within the framework and terms of an agreed Policy Letter, its access, quality, independence, efficiency, and integrity. b. Components Specific components aimed at: (a) modernizing the administrative structure and operation of the Judiciary; (b) improving the overall performance of selected judges in selected judicial districts; (c) strengthening the Consejo Nacional de la Magistratura and consolidating and improving its merit based system of appointment, advancement and removal of judges; (d) strengthening the Academia de la Magistratura and enhancing the professional competence of civil, labor and tax judges in selected judicial districts; (e) strengthening Oficina de Control de ls Magistratura 's disciplinary system to enhance accountability and integrity of judges; (f) developing and strengthening alternative dispute resolution methods; (g) strengthening and institutional development of Defensoria del Pueblo ; and (h) strengthening the capacity of civil society to analyze, monitor and demand judicial performance . c. Comments on Project Cost, Financing and Dates The credit did not become effective, despite extension of effectiveness deadline date . The credit was canceled on September 23, 1998 at the Government's request. The Government decided that it would continue the reform process with its own resources . 3. Lessons of Broad Applicability : In countries, where there has been 'no strong tradition of independent judiciary' and where a reform project would per force be implemented in a 'potentially unstable' environment,' project scope and objectives must be kept modest and realistic. The project also took a cookie -cutter approach (thrusting solutions that have worked in different socioeconomic, political, and cultural contexts ), without meaningful consultation with all affected . Country ownership in general, therefore, seems to have been low, and the stakeholder analysis and participatory processes were inadequate . 8. Audit Recommended? Yes No 9.
