Socio-economic development varies within the province. Generally, the eastern part of the province is richer than the western part of province. The Chinese government is focussing much attention to the control of pollution in the Huai River. The strategic target of making the Huai river water cleaner by the end of the year 2000 has been proposed. A water pollution prevention program has been worked out and a series of strategic measures have been taken. The Huai River Water Pollution Control Project (HRWPCP) in Shandong includes five sub- components i.e. four Municipal projects (Feicheng, Heze, Rizhao, and Ju County) and one industrial project (Chengwu Paper Mill). There are four WWTPs (three municipal and one industrial), 7 sewage pumping stations, and sewer constructions. The World Bank will fund up to 50% of the total investment for this project. About 1.2 million urban people living in the project area at present will benefit directly from the project as a result of the improvement of water quality in the Huai River. The population in the project area is predicted to be about 1.9 million in 2010. The proposed project consists of the following subprojects: Heze sewerage network, pumping stations and WWTP Feicheng sewerage network and WWTP Rizhao sewerage network, pumping stations and WWTP Ju County sewerage network Chengwu Paper Mill, upgrade of WWTP and black liquor treatment The Chengwu Paper Mill subproject will only use land already owned by Chengwu Paper Mill inside the mill compound and hence no people will be affected by resettlement or land acquisition for the project. Schematic diagrams of each of the four municipal subprojects are contained in Appendix A. After completion of the proposed project the pollution will be greatly reduced and the environment quality will be improved. The project will contribute to pollution control in the Huai River Basin. This consolidated Resettlement Action Plan (RAP) is prepared for the above sub-projects for the Shandong component of the Huai River Water Pollution Control Project. Avoiding resettlement and minimising impact on crop land where possible was a key objective during project design. As a result, resettlement impacts are not large and people affected are scattered throughout the project areas. People affected by resettlement is relatively small compared to the land and population of this project area. Most pipes will be laid under urban roads with some under fields or along river banks. There are 7 pumping stations that require the acquisition of small parcels of land. WWTPs require the acquisition of larger parcels of land, but they will be located in the rural suburb areas thus minimising the number of people affected by resettlement. The largest resettlement impact of all the sub-project areas is in Rizhao where 435 people will lose some land permanently. P- 1  Huai River Water Pollution Control Project Shandong Consolidated Resettlement Action Plan To ensure good resettlement planning and minirnise adverse impacts of resettlement, this RAP is made in accord with the World Bank's Operational Policy 4.30 (WB OP 4.30). The following is the layout of the resettlement action plan. Chapter I - Project Description: project conte:nts; affected land, houses and people; benefited area scale and people; measures to minimising resettlement; the social and economic background of project areas and the previous work of the project. Chapter 2 - Description of Project Cities: providing a physical and social overview of the project cities. Chapter 4 - Legal Framework: relevant law and regulations; resettlement compensation policies and standards. Chapter 5 - Compensation and Restoration: calculation of compensation expenditure, rearrangement and restoration of PAP standards of living. Chapter 6 - Resettlement Action Plan Schedule: outlines of RAP program and progress. Chapter 7 - Expenditure Process and Budget: description of expenditure process, total expenditire and yearly expenditure for resettlement. P-2  Huai River Water Pollution Control Project Shandong Consolidated Resettlement Action Plan 1 Project Description 1.1 Introduction The World Bank has the intention to provide loans to the People' s Republic of China for pollution control projects in the Huai River Basin. The loan, for which an initial amount of USD200 million is allocated, is intended for wastewater projects in two provinces, Anhui and Shandong. In consultation with the Ministry of Finance and the State Development Planning Commission, it was decided that the loans to Shandong province under this project would be limited to 50% of the total project cost. Loans to Shandong will be allocated to four municipal and one industrial pollution control projects. The Department of Construction (DoC) is the main organiser of the municipal components.
