Foreword 1.1 Background At the beginning of 1994, the Jiangxi Provincial Government made a major decision of "Building Nanchang-Zhangshu-Jian-Ganzhou-Gan-Yue Border Special Motorway . This road project will play very important role in the opening of the Jiangxi province to the outside world, improvement of the investment environment, further adjustment of the industry structure and the local people' s living standards. As requested by the Jiangxi Provincial Communications Department (JPCD), the Jiangxi Provincial Communications Design Institute (JPCDI) started the preparation work of the road project in September 1994, and completed the i Feasibility Study Report for Gan-Yue Expressway (Taihe-Ganzhou Section)", in December 1999. In May 2000, JPCDI compiled the supplementary report to the " Feasibility Study Report for Gan-Yue Expressway (Taihe-Ganzhou Section)", ,and completed the two- stage preliminary design in July, 2000. In December 1999 JPCD and Jiangxi Provincial Expressway Administration (JPEA) entrusted the Research Institute of Highway (RIOH) of the MOC to undertake the EIA work for the road project of Gan-Yue Expressway (Taihe-Ganzhou Section), From December 1999 to August 2000, with the assistance from the JPCDI and the local governments and the relevant departments the EIA team from the RIOH studied the feasibility study report and primarily design in details, conducted several times of the site reconnaissance along the proposed highway area for the environmental conditions and the major environmental protection targets and collection of related materials and data. In December 1999, the RIOH of MOC completed the TOR of EIA for this project. In March 2000, the RIOH compiled the EIA report (first version) of Gan-Yue Expressway (Taihe-Ganzhou Section). On April 14, 2000, the NEPA approved by the TOR in Document 58# [2000]. In June 2000, in accordance with the aide-memoire of the World Bank environmental experts at the first preparation mission. the RIOH completed the EIA report (second version) of Gan-Yue Expressway (Taihe-Ganzhou Section). On June 27, the EIA report of this project (including linking roads) passed the examination by the environmental experts at the meeting held by the Environmental Protection Office of MOC in Beijing. In accordance with the aide- memoire requiremenst of the World Bank environmental experts at the second preparation mission. we completed the EIA report (third version) of Gan-Yue Expressway (Taihe-Ganzhou Section). Special topic assessment category and basis are presented in Table 1-1 in accordance with the EIA Technique Guidelines. Based on the site reconnaissance, besides a few highly environmental sensitive locations as residential quarters, schools, high- fill and deep-cut sections, the rest sections have similarities in environmental conditions. Therefore. the assessment shall follow the principle of "taking typical points and road sections as representatives, to feed back for whole route . (I) Section assessment: analysis and assessment by road sections will be undertaken according to the characteristics of the traffic forecast. project quantities, landforrn and meteorological environment stated in the feasibilitv study report; (2) The acoustic and ambient air impact assessment in operation period will be analyzed and calculated mainly by model forecast. As for the ecological environment, water environment and soil erosion, a combination of survey . analogue analysis and model forecast will be applied; while investigation -analysis method will be adopted for societal environment, living standard and public participation. (3) Assessment will be conducted for each of the main environmental protection targets. 1.9 Assessment factors According to the "Specifications Concerning EIA for Highway Construction Project and the analysis of the pollution caused by the highway project, the main assessment factors for the EIA are as follows. (1) Acoustic environment: equivalent A noise level LAeq; (2) Ambient air: TSP, bitumen smoke in construction phase; NOx, CO in operation phase; (3) Water environment: pH, CODcr, Petrol oil. SS. 1.8 Assessment standard According to the NEPA document No.46[1999]. the document No.14 confirmed by Jiangxi Provincial Environment Protection Bureau as well as the requirements by the World Bank environmental experts, the following standards are to be used for the EIA: (1) For water environmental assessment: for PH, CODcr and petroleum under surface water quality assessment, Class III Standard of the GHZB 1-1999 "Surface Water Quality Standard" shall be applied ; for SS, Class I standard of the GB5084- 92 "Farmland Irrigation Water Quality Standard, shall be applied (see Table 1-3); and for service area sewage, Class I Standard of the GB8978-1996 "Sewage Discharge Standard" is to be applied ( see Table 1-4).
