Foreword The EAP (third version) for Wan'an connecting road of Gan-Yue Expressway (Taihe-Ganzhou Section) is compiled on the basis of the EIA(third version) for Wan'an connecting road of Gan-Yue Expressway (Taihe-Ganzhou Section). The mitigation measures, monitoring and training plan stated in this EAP have been discussed and have gained consensus among the departments of design, construction, resettlement and environment and Jiangxi Provincial Expressway Administration. The Jiangxi Provincial Communications Department is responsible for organizing the implementation of the environmental action plan for the Wan'an connecting road, and the Jiangxi Provincial Expressway Administration, the Project Office and the Jiangxi Provincial Expressways Investment and Development Co.. Ltd. Are responsible for the environmental protection measures in the design, construction and operation stages respectively. Major Adverse Environmental Impacts (1) Ecological Environment (Including Water Environment and Soil Erosion) The construction of the road will take up 649.6mu of land, an average of 46.9 mu per km. including paddy fields, dry land, woodland and barren land. Construction of the road will bring about certain loss to agricultural economy, but its impact on land, vegetation pattern will not be big. Construction of the proposed road involves subgrade construction, cutting and filling of earth and stonework. which will alter the region's terrain and topology, threatening the small-sized animals living there. Nevertheless. through planting measures. some vegetation can be restored or compensated that can make the original animals to return. It has been investigated that along the proposed highway there is no rare and precious and endangered wildlife protection areas and no endangered species distributed. If discharged carelessly. the sewage and debris and slag produced from the Wan'an Ganjiang River construction camp will cause adverse impact on the surrounding environment. According, to forecasting, during construction period, if no protective measures were taken, soil erosion would reach 610.3-917.1 tons/year. However. the protection works and the main works will be designed and constructed. and even completed at the same time. the actual soil erosion will be far less in quantity than the estimated value. In addition, measures for planting the highway will rehabilitate part of the vegetation on the slope and consequently reduce the quantity of soil erosion on the slope. (2) Acoustic Environment During construction period. common construction noise produced from construction machines and hauling vehicles will exert a relatively large impact on people near the construction site (within 50 m) traffic. Especially the construction noise at night will impact their rest and sleep. According to estimation in operation period. traffic noise will cause a big impact on Yuanbei village. Tianbei village and Liujia village. There are 4 sensitive locations along the alignment. which will exceed the acoustic standard at night. with the 2 maximum excess of 4.8dB in the long-term operation stage. Periodic monitoring is required and corresponding measures will be taken according to the monitored results. (3) Ambient Air During the construction period, the major environmental problems are TSP and bituminous smoke pollution. According to estimation and analysis, in the long-term operation stage and under stability D, the NOx and CO concentration at all sensitive locations are in accord with Class II standards. (4) Adverse Environmental Impact from Excavation and Transportation of Road building Materials During the construction stage, the excavation and transportation of road building materials will cause negative impacts on the ecology, people's living quality and traffic safety along the road. However, this adverse impact can be effectively controlled by enhancing environmental management during construction. (5) Social Environment Construction of this road will inevitably take up some land and farm field. Readjusting the utilization of land and transforming the land use can lessen the impact on agricultural economy. (6) Comprehensive Conclusion for Assessment The alignment of this Project (including bridges) is basically reasonable in terms of environment protection. The development. construction and operation of the road w%ill greatly improve conditions of local transportation. residents' production and living standard. This will undoubtedly promote national economy. In the meantime some adverse impacts will be exerted on the ecological environment and people's living. however. if only measures suggested in this report are put into action, the adverse impacts can be effectivelv controlled to an acceptable degree to the environment. Therefore. this assessment concludes that the construction of the proposed road is feasible. 3. Mitigation Measures for Environmental Impacts 3.1 Design Stage 3.1.1 Reasonable aligning In the selection of alignment, efforts have been made to minimize the occupancy of farmland and the removal of residences and schools. In the meantime. the design unit. the environmental assessment unit and the owner have tried their utmost to follow the principles of reasonable aligning and reduced cost. have fullv considered each 3 environmental factor in flood control, flood discharge, removal works and urban development, and have solicited the opinions from Wan'an County Government and departments concerned and people of every circle. Based on these, we form the current alignment. 3.1.2 Ecological Restoration The planting works and the main works have been designed simultaneously .In the design, good plant species have been selected to restore and to compensate for the vegetation. 3.1.3 Water Conservation Subgrade drainage and protection works have been designed such as intercepting ditch, side ditch, slope and retaining wall, which can not only stabilize the subgrade, but also can prevent soil erosion. 3.1.4 Water Pollution and Flood Prevention (I Along the total alignment. there is one big bridge and 4 small bridges. as well as 45 culverts. These works must be able to satisfy the needs of irrigation and the travelling of residents and vehicles as well as flood prevention. (lWater canals. ponds that are occupied or separated by the subgrade have been re-built or newly built. 3.1.5 Noise and Atmospheric Pollution Q0 To prevent noise and atmospheric pollution, the stabilizing earth mixing plant, earth borrowing waste disposal sites should be 300m beyond sensitive locations. The hauling route must be well designed to divert from residences as far as possible so as to aVoid dust pollution. 02 As required by environmental assessment, monitoring will be conducted for the noise excessive sensitive locations and corresponding noise-reduction measures shall be taken according to the monitored results. 3.1.6 Resettlement In the selection of alignment. efforts have been made to divert villages and to minimize the occupancy of farmland and the removal of residences. A resettlement office wvas set up and RAP xwas formulated. and the Jiangxi Normal University City and Population Institute was hired as an independent supervisor. Details refer to the RAP. 3.1.7 Public Participation In the selection of the alignment (including bridge site). environmental protection and resettlement. we have consulted with and solicited opinions from governments. concerned departments. non-governmental organizations. village committees, 4 collectives and even individuals so as to gain support from the public. 3.1.8 Transportation risk for Hazardous Substances A closed and perfect drainage system was designed that can lead the pavement runoff into the subgrade drainage ditch so as to prevent spillover of hazardous substances in the bridge pavement from entering into the river. On the entrance and exit of big bridges, Warning board marked with "Cautions to Driving"(yellow) and speed limit (60km) board (red) will be installed to remind drivers to pay attention to safety and to control the speed. 3.2 Construction Stage 3.2.1 Protection of Ecological Resources
