Foreword The environment management and monitoring plans for this project are complied on the basis of EIA of Linxiang-Changsha Freeway of Beijing-Zhuhai National Trunk Highway (China Highway Project IV) in Hunan territory and the approval from the National Environmental Protection Agency (NEPA). The environmental protection of the proposed highway adheres to a policy of noverall planning, rational layout, comprehensive utilization, tuming harmful into useful, relying on people, public participation, environmental protection and beneficial to people, and adheres to the philosophy of putting prevention first, strengthening management, those who pollute should bring the problem under control. In this respect, when working on the environmental action plan, we combine the mitigation measures to control, reduce or compensate for adverse impact imposed by this project on environment during design, construction and operation stage for the purpose of protecting environment, safeguarding human health and improving development of transportation infrastructure. 1. Objectives of Environmental Protection - Acoustic environment protection. The major noise source during construction comes primarily from the noise of road-building machinery, the major noise source during operation comes from traffic noise. - Air pollution control. During construction stage, the atmospheric pollutants are primarily dust, secondary flying dust from hauling vehicles and dust from lime mixing plants, and bituminous smoke from bitumen mixing plants. During operation stage, the main pollutant is auto tail gas. -Water conservation. The soil erosion along the highway is in existence to various degree. According to statistics, the project will take a land size up to 20,000mu, and there will be more than 57 large earth borrow and waste disposal sites, and more than 30 quarries. Geologically unfavorable sections and deep-cut, high-fill sections also take up a certain percentage. -Utilization of land. Reducing permanent and temporary land occupation, 3 Iinxiang-Changsha Freway Environmental Action Plan shortening temporary land occupation duration, restoring plant as soon as possible and reclaiming promptly. 2. Formulation, Implementaton and Supervision of Environmental Action Plan (EAP) This plan serves to specify concrete implementation methods of environmental protection measures, and to address requirements for environmental management activities such as environmental monitoring in operation stage and supervision in design and construction stage of this project. 2.1 Laws and Standards of Environmental Management a. The Tucheng-Changsha Freeway Company under the Hunan Provincial Expressways Construction & Development Corporation (HPECDC) is responsible for environmental protection in construction and operation stage. 2.3 Supervision Plan Hunan Provincial Environmental Protection Agency, an administrative authority 4 linxiang-Ohmgsha Freway Environmental Action Plan under the people's govemment of Hunan Province, is responsible for unified supervision and management of environmental protection in this province. Municipal (prefecture) environmental protection bureaus (EPBs) are environmental protection administrative authority under their local governments, and are responsible for unified supervision and management of environmental protection in their jurisdiction; municipal (county) environmental protection bureaus are responsible for environmental qualiy in their jurisdiction. The Hunan Provincial Environmental Protection Agency has set up a provincial environmental monitoring center, municipal (prefecture) EPBS have set up their respective environmental monitoring stations. The provincial and local monitoring stations are responsible for environmental monitoring in the province (prefectures). The organizational arrangement for environmental protection, supervision and monitoring for the region where the project locates is diagrammed in Fig.1. The environmental monitoring in construction stage will be undertaken by EP supervising engineer and local monitoring stations. The environmental monitoring in operation stage will be undertaken by the Tucheng-Changsha Company and local monitoring stations. Environmental Protection Action 3.1 Design stage 3.1.1 Rational Alignment. In the selection of alignment altematives, the surveying and designing unit have paid careful attention to rationalize alignment and to minimize cost, at the same time have also given full consideration to environmental impact factors such as expropriation of arable land, protection of farmlands, schools, residences and cultural relics, flood control, resettlement volume, urban expansion, availability of building materials and selection of quarry site. The philosophy of "Near city but not cross city" is followed to Hs maximum extent and opinions are solicited from local govemments along the highway. The alignment avoids dense buildings group and causes no intervention and conflict over urban growth plan. Meanwhile, 7 linWg-Ogsha Freway Environmental Action Plan the HPCD has convened several expert conferences to justify alignment, and arrived at the current alignment proposal on the basis of many factors. 3.1.2 Personal communications. Highway construction will give rise to village separation which will cause some inconvenience to personal communication and cultivation along the highway. In identifying the locations and grade of underpasses, the designing unit consulted with village committees and solicited opinions from local govemments and transportation bureaus along the highway so as to rationalize the locations and quantity of the underpasses and to make them consistent with village distribution along the highway. The whole line will be built with 475 underpasses, 44 overpasses with an average of about 3 per/km. In addition, the whole line will be built with 2 grand bridges, 5 large bridges, 47 middle and small bridges, which can satisfy the needs for local people and vehicles. 3.1.3 Flood Control. The major rivers the proposed project will cross are, from north to south, Yantze River, east Dongting Lake and Xiangjiang River system, the alignment will cross consecutively Xindian River, Chang'an River, Longwan River, Luoshui River, Mishui River and Daodao River. These river beds are stable with obvious river channels and small river bed slope. On the banks of these rivers are mostly paddy fields. Within the basin vegetation is well developed, soil is well conserved and water flows perpetually in these rivers. In designing the highway, the Tucheng-Changsha Freeway have taken full consideration to flood discharge capacities of main rivers. There are 7 grand and large bridges, and a number of middle and small bridges. These bridges and culverts are designed by flood discharge standard and by reference to the bridge design of Beijing-Guangzhou Railway to make sure that flood can be safely discharged in rainy seasons. The 595 culverts and 18 aqueducts are designed according to local terrain and flood frequency. Their sectional dimensions are calculated according to their flow volumes. As a result, construction of the above-mentioned big, middle and small bridges, culverts and aqueducts can basically satisfy a safe discharging requirements of flood. 3.1.4 Soil Erosion. Agriculture along the highway is developed and irrigated by primary, secondary irrigation canals, lateral, field ditches and sublateral canals. Water culverts are designed by the distribution of existing canals. The construction of this highway will encroach, separate part of the canals and water ponds, so the canals and ponds encroached or separated by the subgrade will be relocated or rebuilt. The implementation of the above measures can basically maintain the original irrigation system without any impact. Arbor, bush, grass and climbing ivy will be planted in slopes and road boundary areas along the whole line. Besides, skeleton turf, plastering wall, masonry pitching 8 liniiangsha Freeway Environmental Action Plan will also be used to prevent soil erosion. There will be a complete set of pavement and subgrade drainage system, and also temporary drainage system will be built, therefore, should runoff occurs, soil erosion and impact on hydrology are minimized. 3.1.5 Reducing Land Occupation. The project locates in hilly and plain region. Part of the alignment should be heightened by filling according to works volume. Earth will be borrowed from adjacent sites, which are usually in wasteland at the two sides of the highway, but a few high-yielding arable lands will be taken. This region is large in population with less land resources, so land occupation should be minimized. Arable lands should not be used as much as possible and adjacent waste lands should be preferred with a respect to economy and practicability. The project will take up a land size up to 17789.5 mu, of which 6917.5 mu are paddy fields. 3.1.6 Land Acquisition, Removing and Resettlement. In the feasibility study and preliminary design stage of this project, it is emphasized that the highway should be aligned to avert from towns and to minimize removal works and land acquisition. Therefore, the removal volume of this project is not very large, which is supposed to be 303551m2 of buildings. We will establish hierarchically removal offices responsible for the fulfillment of land acquisition and removal before constructors come. Social scientists will be employed as an independent supervisory organization overseeing the implementation of related compensation and resettlement so as to safeguard the benefits of affected people. For details, refer to RAP. 3.1.7 Water Pollution. Three service areas will be constructed along the highway, which will be equipped with 3 sets of sewage treatment facilities at a cost of 1.80 million yuan for sewage water treatment to ensure them qualified before being discharged . 3.1.8 Noise Pollution. According to prediction along the highway, noise mitigation measures such as building sound baniers, simple sound barrier, fencing walls, courtyard walls, installing noise-proof windows and removal, etc will be taken at different sensitive locations according to their noise excess degree during the construction phase. All these will be incorporated into the design and tender documents. 3.1.9 Air Pollution or Dust. Highway service areas and living accommodations should be built 50m away from the highway, highway management stations should be built 50m away from interchange. Quarries, earth borrowing and disposing sites, waste disposing sites, lime and concrete and bitumen mixing sites should be 300m leeward from residences in order to prevent adverse impact on environmentally sensitive locations. 3.1.10 Protection of Cultural Relics. The highway construction unit has paid high emphasis to the protection of cultural relics in the construction of this project. The 9 tinxIn gsha Freeway Environmental Action Plan surveying and excavating of cultural relics are delegated to the Hunan Cultural Relics & Archaeology Institute. According to the findings, only 6 ancient sites, 3 ancient kilns, and 20 ancient tombs have been found, which will be excavated before construction. For details, refer to the cultural relics surveying and excavating report submitted by Hunan Cultural Relics & Archaeology Institute. 3.1.11 To prevent the potential risk produced by the hazardous substance during transportation, a series of measures shall be taken during design phase: (1) Strengthen the guard fence of the 7 bridges along the line to prevent the vehicles from tuming over into the river. The 7 bridges are: Linxiang Chang'an River bridge, Linxiang Shanwan bridge, Yueyang longwan river bridge, Xinqiang river grand bridge, Jinhe Luoshui bridge, Wushi Mishui river bridge and Shuidu river bridge. (2) Complete closed subgrade drainage system shall be designed for the whole line. The run-off on the bridges above should be led to the drainage ditches on both sides of the subgrade so as to prevent bridge run-off entering into the water source as well as the hazardous leakage from vehicle into the water due to accident. (3) Waming sign *Careful drivings (yellow) and 660km for hazardous vehicle" (red) will be set up at 200m and 500m respectively from both ends of the bridges for the purpose of reminding the hazardous vehicle drivers. (4) AKtention sign (blue) will be set up at 50m of the toll entrance gate, reminding the hazardous vehicle drivers pull aside for application and checking. 3.2 Construction Stage 3.2.1 Atmospheric Pollution. The atmospheric pollution of the highway in construction stage largely results from dust and bituminous smoke pollution whose major pollutants are flying dust produced from cement mixing, from road-building vehicles .In addition, the bitumen and concrete mixing sites and the loading/ unloading of building materials will also produce dust. To relieve atmospheric pollution in construction stage and to safeguard the health of construction personnel and neighboring residents, the following measures will be taken. (1) Mixing equipment will be well sealed. Agitation equipment at sites will be installed with secondary dust -removing device .Operators will pay due attention to health protection. There should be no villages or environmentally sensitive locations within 300m leeward of the sites. (2) Water will be sprayed in construction roads. Particular attention will be paid to that of limefearth mixing sites, bitumen and concrete mixing sites and entry-exit roads. (3) Vehicles hauling easily flying materials such as lime will be equipped with 10 linxiang-changsha Freeway Environmental Acion Plan sealing device. Easily flying materials not for use in a long time will be covered with soil to prevent environmental pollution caused by dispersion in the air. (4) In filling subgrade, water spray is needed for tamping, contractors will regularly spray water after tamping to prevent material flying in the air, (5) Contractors will enhance management over bulk materials. Open stacking is prohibited. The piling yard will be no less than 200m away from villages. The topsoil from nearby borrowing sites will be put together and be filled back for reclaiming after construction is over. (6) stones needed by this project are mostly purchased from outside. There are about 13 quarries with artificial blasting and mechanized operation, which are govemed by special organization from local government. Especially their locations and blasting explosives are strictly controlled. So the excavation of building materials for this project does not exert considerable impact on environment. 3.2.2 Noise Pollution. Noise in construction primarily comes from road-building machinery and hauling vehicles. Prolonged exposure to high noise will induce many illnesses and deafness which is related to noise intensity and noise exposure duration. To protect construction workers health, the Noise Standard in Industnial Enterpises is followed to rationalize working shift so as to reduce noise exposure or to altemate high-noise work and low-noise work. Meanwhile, care will be taken to the maintenance and operation of machinery so as to minimize the noise of them. Construction workers in proximity of noise source will wear earplugs and helmets and their working time length will be shortened as appropriate. Because human bodies are vulnerable to noise, in order not to disturb sleeping of local residents, road-building machinery producing loud noise will stop from 22:00- 6:00 within 150m from residences. The construction noise during daytime shall be strictly controlled as not to impact the school teaching along the line. Meanwhile, in case there is large residence quarter along the temporary road within 50m, transportation of building materials shall not be allowed during night time on this road. Noise in road-building is characterized by suddenness, irregularity, non-continuation and high-intensity. According to investigation, usually construction methods may be changed to mitigate noise if it is in excess of class IV noise standard. Works involving strong noise may be undertaken in daytime (6:00-22:00) or the operation time of all machinery may be adjusted appropriately. Noise from material hauling in construction stage will be mitigated by contractors through rationalizing construction and strengthening management. Meanwhile the employer will publicize the grievance telephone number on construction site. For the environmental complaining issues, the employer should contact the local environmental department and handle them within 24 hours. To reduce the noise impact on the schools and residents along the line, mobile sound barrier can be installed to prevent from the construction noise impact. Arable lands should not be used as earth borrowing sites whenever possible. If required, the topsoil (30cm) should be kept and filled back after the construction is over so as to minimize impact on agriculture. Otherwise, it is entitled to fine contractors. Contractors shall take measures to shorten the time of land utilization and restore vegetation or re-cultivating. Education will be intensified to construction workers to protect natural resources. Do not cut trees mistakenly nor hunting. Construction vehicles will run on detour roads to avoid damage on cultivated lands and woodlands. 3.2.4 Soil Erosion and Water Pollution Because the project locates in a heavy soil erosion region in east hilly Hunan, so there are greater possibilities of soil erosion resulting from earth borrowing and deep-cufting / high-filling during construction. For that, this project will prefer wasteland and sparsely vegetated land as earth borrowing site and earth be borrowed by a moderate extent. Construction units will be in charge of tree planting and dam construction. For waste area, water retaining dam and drainage ditch will be built. For some sections, the waste can be used to build environmental facility strip along the highway. For fill sections, its earth slope will be tamped or protected by masonry pitching, retaining wall, cutoff trench or covered by turf or climbing plants to prevent soil erosion. For cut sections, the cut works will be suNtably used as fill works to achieve cut-fill transition, the top and toe of slope will be protected by masonry pitching and retaining wall. By taking the above mentioned measures, the possible soil erosion caused by highway construction could be minimized. Slopes of the whole line will be planted. Damaged irrigation, drainage system and artificial ponds will be relocated or rebuift. Contractors will always pay due attention to the clearing and smooth running of drainage system. Road-building materials such as lime will be stored together and fenced by bricks or earth, and will be kept away from water body to prevent runoff from directly impacting water source. In building water drainage system, temporary canals or pipes will be built for irrigation and drainage. Waste water and sewage from construction activities will not be discharged into rivers 12 linxiang-Changsha Freeway Environmenul Action Plan and irrigation canals before being treated in precipitation pool. 3.2.5 Traffic and Hauling. To predict the impact of road-building materials hauling over the normal traffic in construction stage, traffic volume estimation has been undertaken on major roads in the affected area, which shows that the major roads can not meet the traffic demands. For these roads, management will be reinforced during construction, and some measures such as building detour roads avoiding peak hour will be taken to ensure a safe and smooth transportation. The capacities of most rural roads can meet the demand of increased traffic volume. National Highway 107 is a trunk way in eastem Hunan, which, running from north to south with heavy traffic, connects many other trunk highways and county roads in the province. During construction, most sections will be insufficient in traffic capacity. The major road-building materials such as cement, steel, timber will be supplied from Yueyang, Changsha, Xiangtan, and Zhuzhou mainly by the National Highway 107. Sand and stone are available along the highway or purchased from outside, most of them will be hauled from east-west by rural roads to the site rather than by main roads. The lime needed will be transported to the expressway by the exisfing road from the yard, then to the construction site by the detour road at the side of the freeway, thus no impact will be exerted on major roads in this area. Because construction vehicles w(ill inevitably interfere with trafric conditions of the existing roads along the line or even will cause traffic jam. Tuchang Expressway Company and contractors will cooperate with local public security, transportation departments to enhance transportation and vehicle management so as to minimize traffic jam and to maintain a normal operation of the existing roads. In addition, Tuchang Expressway Company and contractors will cooperate with local public security and traffic departments, in particular, special consideration will be given to the traffic management of Xiangsha DeVelopment Zone section of the National Highway 107 for the purpose of maintaining it normal operation. The detour roads built by contractors will be located principally on one side of the acquired land, should it surpass the range, application should be presented for approval according to construction requirements. If approved, then action is taken according to the plan. The owner is responsible for going through the land acquisition formalities, the supervisory engineer is responsible for supervising the implementation. The transportation management plan of this project is: (1) To ensure a smooth traffic on the roads, the intersection sites of the highway with other roads will be built with detour roads which are generally located at one side of the original road. When the interchange works is finished, the detour road will be constructed into highway subgrade. 13 dinxiang-Chans Freway Environmental Action Plan (2) The National Highway 107 is a busy road, therefore mobilizing its traffic is very critical. It is especially important to strengthen traffic control in construction stage. We will limK traffic time such as avoiding peak hour to relieve traffic pressure. Meanwhile contractors are required to adequately develop transportation plan. Similar measures will also be undertaken for other roads with busy traffic. (3) Materials will be prepared in advance. Sand, stone can be stored in comparatively less busy season of traffic. Statistics show that January-February and September-October are low traffic seasons. Storing sand and stone in these seasons are preferred. (4) Transportation management authority (traffic police) will give good cooperation to mobilize traffic Jam, handle traffic accident so as to ensure a smooth traffic. (5) Contractors are required to take measures to seal vehicles hauling easily flying materials so that they can not be spilled. 3.2.6 Protection of Cultural Relics. During construction, if new cultural relics are discovered, construction should stop immediately, and relevant cultural relics authority should be notified for handling and settlement. 3.2.7 Management of Construction Camps. Septic tanks will be installed in construction camps and edible water shall also be provided at site. Garbage tanks will be installed in fixed position, and contractors will clear garbage periodically so as to prevent breakout of disease. 3.2.8 Implementing uThree Simultaneonsness". The sewage disposal facilities and sound barriers will be built by contractors in their bid section. 3.3 Operation Stage 3.3.1 Control of Traffic Noise (1) Management will be strengthened over transportation and road maintenance. Vehicles not meeting standard will be prohibited from running in the highway. According to the Regulations on Noise Control of PRC, running vehicles will be equipped with sound mufflers and qualified homs and should be in good conditions. The vehicle noise should not exceed standard. Vehicles with loud noise should not be granted with a license. Based on the primary statistics, there are about 822 families within SOm of the proposed freeway . According to the predication, the residence quarters, schools and the scattered residents within 50m at the sides of the proposed freeway will be quite heavily impacted by the traffic noise in early and middle operation phase. For the sake that the residential quarters and the culture and education areas at the sides of the freeway have a quiet environment for work, study and living, it is necessary to take certain mitigation measures to reduce traffic noise pollution at all sensitive locations (points) with the excess of noise. General measures include: plant trees, grow greenbelt, set up sound insulating facilities for buildings (such as installing double windows), build sound barriers, heap up the cut waste and other waste things into barriers. In addition, to heighten up fencing walls or resettlement are also effective measures against traffic noise. According to the characteristics of each sensitive location along the proposed 19 linxiang-Cangsha Freeway Enyironmental Action rian freeway. Acoustic protection measures available for residential quarters include: build sound barrier, simple sound barrier and courtyard walls; install well- sealed windows, strengthen the noise monitoring in operation phase , etc.. Considering the fact that the estimated traffic volume may change and that the alignment may be modified in certain sections, and other factors, the 27 linxiang-Changsha Freeway Environmental Action Plan noise monitoring must be enhanced in operation stage. The action plan and schedule of the above noise mitigation measures will be adjusted appropriately according to monitored results. 3.3.2 Control of Auto Exhaust Pollution Prediction reveals that the CO pollution along the proposed highway is slight up to the long-term operation stage, the CO value at 10m from the roadside can meet national class 11 atmospheric standard. The peak and dally average value of NOx at I Om from the roadside in early operation stage can also meet national class 11 atmospheric standard. While in the medium and long-term operation stage, the NOx is excessive to various extend. Measures as planting or resettlement will be adopted in accordance with the predicted NOx exceedance to reduce the pollution on the sensitive locaftons, meanwhile, air monitoring shall be enhanced during the operation phase. As informed by the design department, among the above 15 Nox sensitive locations, Datiaoli Primary School has already removed; while Xiangjia School is going to remove. Due to the alignment change, Yangzichong Middle School is now 120m away from the proposed freeway. Therefore, the rest 12 residence quarters with excessive NOx will plant green belt as shown in Table -11 to mitigate the air pollution, totaling 1.80 million yuan. The conformity distance for CO and NOx of the linking roads during operafion phase is 10m away from the roadside. Therefore, clearing will be undertaken periodically to ensure an unimpeded water flow in the drainage system. Particular attention will be paid to the problem of water gathering in underpasses so as to avoid adverse impact on daily communication of people. Drainage ditches and side ditches will be protected by masonry pitching to avoid washing, and small water fall effect can be avoided. Management over vehicles carrying bulk materials will be strengthened. 3.3.4 Through publicity and regulation, passengers are not allowed to throw litters on the highway so as to keep clean. 3.3.5 Bulk cargoes such as coal, cement sand and simply packaged fertilizers and 29 linxiang-Changsha FreewW Environmental Action Plan pesticides, etc, may be spilled or leaked if they are not properly covered, thus contaminating the highway and its environment. Therefore, the entrance inspection over vehicles entering the highway will be strengthened and be administered by laws and regulations. 3.3.6 Transportation Management and Emergency Handling Measures for Hazardous Substances. To ensure a safe transportation of hazardous substances, the state and related authorities have formulated laws and regulations which include: Security Management Regulations on Chemical Hazardous Substances, promulgated by the state council; Transportation Rules on Vehicles Delivering Hazardous Cargoes promulgated by the Ministry of Communications; Management Regulations on Civil Explosives of PRC; Protection Regulations on Radioactive Isotope and Radioactive Devices of PRC. In line with the laws and regulations, the prevailing Chinese administrative model over the transportation of hazardous substances is: (1) Prefecture or municipal communications bureaus set up their respective transportation and coordination organization for chemical hazardous substances, which will gradually evolve into an agency network for the transportation and coordination of chemical hazardous substances in that region. (2) Prefecture or municipal communications bureaus qualify and certify the agent and carrier unit. Producers, sellers, operators, warehouse, foreign traders, agency and carrier unit of chemical hazardous substances should submit their transportation scheduling and relevant statements to communications bureaus. (3) The chemical hazardous substances will be transported under a system of *Three Certificates-Permission License, Driver License and Guardian License, which are issued by communications bureaus. According to the MOC's Transportation Rules for Vehicles of Hazardous Substances, all vehicles transporting chemical hazardous substances will be marked by an uniform mark. Vehicles will be inspected periodically by security and transportation management authority. The carrier of hazardous substances will be responsible for training of its personnel, who should be qualified by communications bureaus. (5) Security and transportation management authority, fire department will designate specific route for vehicles carrying chemical hazardous substances, which will park in designated parking lots. 30 linxiang-Changsha Freway Environmental Action Plan (5) Vehicles for long-distance transportation of chemical hazardous substances will use unified special route form which is supervised and inspected by public security department and traffic inspection station. As far as the transportation management of hazardous substances for this project is concemed, the highway management department should regulate vehicle carrying hazardous substances by 'Application System'. Vehicles transporting hazardous substances, before entering into the highway, should first apply for a form from the HPECDC and accept random check by the security and traffic management departments as well as present the declaration form at the entrance. The declaration form contains: transport license number, cargo type, grade and identification of the hazardous substance, name of consignor and consignee, loading/unloading place, cargo characteristics, etc. At the entrance, the highway management staff will confirm whether the vehicle's three licenses are complete or not, whether the vehicle holds the specific route form issued by communications bureau. Vehicles can be permitted to run only after the inspection prove satisfactory. Generally Vehicles carrying hazardous substances will run in a Ume when the traffic is not busy (such as at night). In bad weather, they should be prohibited to run. Meanwhile, at the entrance of the toll station, a special lane shall be designated for hazardous substance vehicles, random check shall also be applied to other vehicles for the purpose of effective managemnent over the hazardous substance vehicles. Specific measures are as follows: (1) Highway operation department (Tuchang Highway Company) shall enhance the management over the hazardous substance transportation, strictly enforce the relevant stipulation in JT3130-88 Hazardous Vehicle Transportation Regulation. (2) Considering the fact that some drivers are not well aware of the expressway driving environment, it's recommended that pamphlets as Safety l;Driving Guidance for Linxiang-Changsha Freeway shall be released at the freeway entrance. The pamphlet shall be compiled by traffic safety experts, the content shall include handling method for emergency accident, correspondence address and telephone numbers, etc. (3) Declaration point for hazardous substance transportation shall be set up at the curb lane to check the vehicles for 'Permit License" 'Driver License, "Guardian License" and running route. The drivers shall fill the 31 lixiang-Changsha Freeway Environmental Action Plan declaration form which includes: license number of the hazardous substance, item classification, code number, address of consignor and consignee, load and unload location, cargo features, etc. As to special hazardous substance vehicle, escorting shall be arranged if necessary for the whole joumey. (4) Vehicles not having the necessary *three licenses and the declaration form a mentioned above shall be not allowed onto the freeway. In addition to license checking, safety checking on the hazardous substance transportation vehicles are also necessary to prevent the potential dangerous vehicle from enter the freeway . (5) The max. potential danger of hazardous substance transportation to the environment lies in the poise and harmful substance entering the water source and air, while this kind of substance are usually transported by sealed container, therefore, careful check shall be applied at the entrance on those tank vehicles that neither have declaration form nor have any hazardous substance transport sign. In this case, these vehicles are not allowed onto the freeway. (6) In bad whether, hazardous substance vehicles will be not allowed entering onto the freeway. (7) A small fire-fight brigade will be set up, consisting of 12 persons and 2 fire- fight vehicles. Besides the proper measures adopted in both design and operation phase, it's necessary to provide training for the relevant persons to guarantee the implementation of the above measures. Fire-fight practice and vehicle safety check training shall be provided for fire-fight personnel, which shall be incorporated into the training program of this project. The declarabon check at the entrance can be performed by the toll collector(s) who shall be informed about the management regulations on hazardous substance vehicles and the working process so as to handle the relevant matter properly. The emergency plan for hazardous substance transportation of this project are: (1) In case of accident incurred, any person who discovered should report to the 32 linxiang-Changsha Freeway Enviromnental Action Plan central monitoring office by either emergency telephone on the road side or other correspondence way; (2) Upon the receipt of the emergency report, the central monitoring office shall notify the nearest policemen going to the spot for effective control. Meanwhile, notify the relevant fire-fight brigade sending fire-fight vehicle to handle the emergency. (3) If the hazardous substance are solid substance, it is generally handled by cleaning , therefore, it's not necessary to notify other departments, however, the fire-fighters arrived at the spot should put on records. (4) If the hazardous substance is of gaseous state as well as poisonous gas, fire-fighters shall wear poise protective mask. If situation required, notify the local environmental department and security fire-fight department and evacuate the persons within the polluted area from injury or death. (5) If the hazardous substance is liquid and has already entered into the public water source, the fire-fighters should notify the local environmental department which shall notify at once the down stream units (in particular water plants) to stop using the relevant water source, meanwhile send environmental expertise and monitoring personnel to work at the spot and carry out monitoring and analysis. Salvage work for the hazardous substance container shall also be carried out at the same time. (6) The above emergency plan is just primary . After operation, the relevant freeway fire-fighters shall perform 1-2 practice with the persons from local environmental and security departments to ensure the everything is in place for the emergency. The HPECDC will establish a small fire brigade (2 fire-fighting vehicles. 12 firemen) which will be armed by 5 ambulances to handle emergency. Also, in case of emergency, support from local public security, fire-fighting departments and environmental protection bureaus are expected. 4. Organizations Executing Environmental Management and Their Responsibilities The Environmental Protection Office (EPO) of the Hunan Provincial Communications Department (HPCD) is responsible for the organization and implementation of environmental management for this proposed highway ,and the Tucheng-Changsha Highway Company is responsible for the actual environmental management of this project. The HPCD has established an environmental protection office in December 1994 staffed with 6 persons, whose responsibilities are: (1) to pursue and enforce all kinds of environmental protection polices, laws, and regulations enacted by the nation and MOC, to formulate environmental management and protection rules in transportation sector in the province; (2) to prepare environmental protection plan for communication sector in this province and its implementation, to gather statistics of environmental protection; (3) to guide environmental management for capital construction projects in the communication sector in this province; (4) to supervise and administer pollution protection measures of subsidiary of transportation sector in this province, to formulate and implement emergency handling and disposing act. (5) to do environmental monitoring, research & development, information of transportation sector in this province, to promote advanced technology of environmental protection; (6) to supervise and inspect operation and maintenance of environmental protection facilities in transportation sector in this province; (7) to identify and award units and persons with excellent performance in environmental protection; (8) to train environmental protection personnel in transportation sector in this 37 linxiang-Changsha Freeway Environmental Action Plan (7) to implement other regulations issued by the Environment and Resettlement Office of HPECDC; (8) to conduct noise monitoring during operation stage. Prior to the official establishment of the Tucheng-Changsha Company, the above responsibilities will be delegated to the Environment and Resettlement Office of the HPECDC. During construction stage, it is expected to set up 4 supervision stations responsible for the supervision of bid sections. Each station is staffed with an environmental supervisory engineer who is to supervise implementation of EP measures specified in EAP and tender documents and is responsible for noise monitoring during construction. After the completion of this project, 3 highway management stations will be built, each station will be staffed with one environmental professional who is responsible for all environmental protection in its jurisdiction section. Firemen and emergency workers will be administered by each station.
