Project Background 1. The research work on Unxiang - Changsha Freeway in' Hunan territory of Beijing - Zhuhai National Arterial Highway (Project IV) began in September 1992. The compiling work of the feasibility study report on the project was finished by Hunan Provincial Design Institute of Communications and Survey in May, 1994. In 1995 the project was listed as National highway project IV financed by the World Bank loan. In July 1997 the carried out national economy assessment and financial assessment of the project, and completed the revised feasibility report of the project on the basis of the new result of investment estimate and traffic volume prediction. In May 1998, the Hunan Provincial Design Institute of Communications finished the Feasibility Study Report of Linxiang - Changsha Freeway in Hunan Territory of Beiing - Zhuhal National Arterial Highway (_rgject l according to HPCD arrangements and proposal amendments. In August,1998, we completed the Two-phase Preliminary Design for Linxiang-Changsha Freeway in Hunan territon! of the Beiing-Zhuhai National Arterial Highway 2. Hunan Provincial Communications Department entrusted the environment impact assessment of the project to the Highway Research Institute of Ministry of Communication MOC in September 1993. The institute has the Class 1 Certificate of Environment Assessment issued by National Environment Protction Agency of China. The environment assessment outline of the project was given an official written reply by National Environment Protection Agency with Document No[1994] 190: Construction Environment Monitoring in August, 1994. The environment protection office of the Communications Department organized experts to examine the environment impact assessment of the project in February, 1997. In Dec. 1997, the National Environmental Protection Agency(NEPA) approved the environment impact assessment report in NEPA document(1997) No. 845. 3. The Environment impact Assessment (EIA) and Environment Action Plan(EAP) of the project were submitted to environment experts of the World Bank for examination in November, 1997. Based on the opinions put forward by the experts, the assessment unit and Hunan Provincial Communications Department revised the submitted documents and then submitted the revised EIA, EAP and EA Summary as well as the subproject Hongshi - Hengyang Road EIA, EAP to the World Bank in January, 1998 for reviewing. 3 1WU4md Fromw wEA Summv , . In May 1998, the World Bank pre-assessed this project in Changsha, Hunan, and according to World Bank expert view and latest project progress, the HPCD have submitted the EIA and EAP of the main road of this project, the EIA and EAP of Yueyang and Pingjiang linking roads of this project, the EIA, EAP of the subproject Hongshi - Hengyang Road as well as the EA Summary of this project to World Bank for reviewing, in August 1998. In December. 1998, the environment assessment unit, based on the World Bank environmental expert's opinions, submitted again the EIA and EAP of the main road of this project, the EIA and EAP of Yueyang and Pingjiang linking roads of this project, as well as the EA Summary of this project to the World Bank for reviewing. In Jan. 1999, reviewed the revised edition of environmental reports. The project team, based on the reviewing opinions of the World Bank environmental expert, revised the above environmental reports and submitted to the World Bank. 4. The concemed departments in Hunan and even in China were involved in the examination of the Environment Impact Assessment, including environment protection department, research institute and colleges. The opinions and suggestions of influenced units, non-govemment organizations along the freeway and especially people influenced by land acquisition, dismantling and resettlement were widely collected. 5. The compfling and examining of Environment impact Report abide by the policies and principles of China Engineering Project Environment Assessment as well as regulations in OD4. 01 FnviramentAssssment of the World Bank. The following are the main laws and regulations applicable to the Environment Assessment of item IV of National Freeway (Hunan Section). Its environment standard is shown in appendix Table-1 and Table-2 and Table-3. Assessment Scope, Standard and lime (a) The assessment scope of air, noise, ecological environment and common body of water in the project is the area of 200m to both sides of the center line of the proposed freeway. The research scope of social economy and life quality is the area through which the proposed freeway passes. (b) Assessment Standard (I ) The environment air assessment Implements Class II Standard of GB 3095-96 Environment Air Quality Standard; (II) Noise: In culture, education and sanitation area, Class I Standard (daytime 55dB(A), night 45 dB(A) in GB3096-93 Urban Environmental Noise Standard is implemented. Other sensitive points, such as residential area, Class IV Standard (daytime 7OdB(A), might 55dB(A) in GB3096-93 is implemented; (M) As to water quality, Class II Standard in Surface Water Environment Quality Standard GB3838-88 and GB11607-89 Fishing Water Quality Standard are implemented; (c) The assessment year is predicted to be Year 2002, 2012 and 2022 according to feature of the project and construction cycle. B. Project Brief Introduction 7. The proposed Tucheng - Changsha freeway,182.788km long, is constructed in terms of the freeway standard in plain area and light hilly area. The designed speed is 120km/h the subgrade 28m wide and the pavement 2 x 11.75m wide. Cement concrete is recommended for the pavement. Along the freeway, there will be seven extreme-big bridges, totaling 2455.68m; 11 interchanges constructed. The linking route is 12.330km long, totaling 3 linking roads. Of which, Pingjing linking road is a class II road with a length of 15.536km. C. Present Environmental Condition Assessment 8. Topography and Relief The proposed Tucheng - Changsha Freeway and Pingjiang linking road is in the northeast of Hunan Province, on the east riverside of Xiang River, Dongting Lake and Huanggai Lake, and to the west of Mount Mubu. The route is in the medium and low mountain - light hilly relief. The terrain is high in the east and low in the west. The stratification and stage of hilly area are obvious. The top of the hill is perfectly round. The hill-side is in convex shape 5 linxiang.Cbag FreewawEA Summwy wih normal slope of 10-30.The river valley is open and wide and the basin undulates gente. In the area through which the routs passes, the maximum elevation is 163.5m wh-e the minimum elevation is 30.34. In the section the basic seismic degree is VI. 9. Meteorology and Hydrology The project area is subtropical monsoon humid climate. In spring it varies a lot, suddenly sunny and suddenly overcast; in summer it is hot and usually occurs high temperature; in autumn it is pleasantly cool; in winter it is dry and cold. The average yearly temperature is 16.2 C-17.7 C with maximum temperature 36'C-40'C and minimum temperature -1.2C-10.5SC. In a year the hottest period is July - August and the coldest period is December - February of next year. The yearly rainfall is 1407-1935mm, mainly in April - August. The frost period is 218-289 days long. The surface river system along the proposed Tucheng - Changsha Freeway borders on Changjiang River, East Dongting Lake and Xiang River System from the North to the South with many rivers and large water volume. The route passes by Xindian River, Chang'an River, Longwan River, Xinqiang River, Luo River, Mi River and Laodao River. Each river has abundant rainfall which concentrates in April - August. The river is obviously influenced by rainfall. 10. Noise: the present noise condition monitoring of the proposed Tucheng - Changsha Freeway in September, 1994 and started June 1998. Among the 24 monitoring points for acoustic environment monitoring, many residential areas and schools have very good acoustic environmental quality. The environmental noise doesn't exceed the standard either in the daytime or at night. The natural acoustic environment quality along the route is also good. The environmental noises both in the daytime and at night are below class I noise standard(daytime 55dB(A), night 45 dB(A). The acoustic environment along the Pingjiang linking road is quite good. 11. Atmospheric Environment Quality Fourteen points along Tucheng - Changsha Freeway were set up in September, 1994 and June 1998 for monitoring the present air quality (CO, NOx, TSP, SO2). The monitoring results show that the monitored value of monitoring factors at each monitoring point complies with the requirement of class IIGB 3095-96 Environment Air Quality Standard . In particular, the monitored values of SO2, NOx and CO are quite small and their average daily value complies with the requirement of class I Environment Air Quality Standard , which indicates the air quality along the proposed freeway is good and the environment margin is large. The atmospheric environment along the Pingjiang linking road is quite good. 6 linxiang.aiangaFfeewaw EA Summary 12. Water Quality The Result of monitoring the water quality of Xinqiang River, and Miluo River which the proposed freeway overcrosses, shows all monitoring factors (pH, DO, CODr, BOD5 Pb, petroleum) comply basically with the requirement of dass II standard in GB 3838-88 surface water environment quality. 13. Soil It is found by monitoring the present soil condition at 5 places along the proposed freeway that the organic content in the soil of the field along the freeway is a little below the average level in the province. Only in the respect of the organic content, the fertility of soil is at medium-low level. According to the pH determination resuit(4.8-5.4)analysis, it is basically light acid soil. The monitored result of lead in soil is quite different from Pb class 11 value 250mg/kg of Soil Environment Quality Standard (pH ,6.5) with a big margin .The assessment of lead content in soi is implemented by means of single facor index. Compared with the soil lead pollution grading table, the present lead content in the field along the freeway is of non-pollution grade. 14. Ecological Environment In the area through which the project passes, the economy is comparatively developed and human activities occur frequently. The developing and exploiting activities began early, thus the primitive vegetation was destroyed and gradually became second growth and artificial vegetation in which are mainly mason pine forests and tea-oil tree forests and the less important are China fur forests. The main cereal crops include rice, com, bean and potato. And the economic plants include cotton, tea-oil, vegetable and others. Wild animal and plant resources protected by China law haven't been found within the assessment scope along the freeway. 15. Water Loss & Soil Erosion Among the 5 cities and counties through which the proposed Tucheng - Changsha freeway runs, Unxiang Country is light water loss and soil erosion area, Miluo City and Changsha County are medium water loss and soil erosion areas while Pingjiang County and Yueyang County are serious water loss and soil erosion areas. So the water loss and soil erosion along the proposed freeway can't be ignored. 16. Social Economic Situation In the area through which the Tucheng-Changsha Freeway runs, the industry and agriculture is quite developed and the commerce is prosperous. It is the 7 Linxing.a h Frecwaw EA Summary most economically flourishing area In Hunan Province and also important economic belt It is not only the main producing area of rice, cotton and oil crops Bu also the base of metallurgy, building materials, chemical industry, textile industry and food industry. According to the statistics in 1996, the total area of the directly influenced part in Changsha City and Yueyang City is 27522km2which occupies 13.0% of the total area of Hunan Province. The total population of the two aties is 10.7282 million which occupies 16.7% of the total population of Hunan Province. The gross output value of industry and agriculture of the two cities is 97.793 billion yuan which occupies 21.7% of that of the whole province. The population density in the investigation area is 390 personsAcm2 which is 1.28 times the population density 303 persons/km2 of the whole province. There are abundant mineral resources in Changsha and Yueyang which are mainly nonferrous metal, kaolin, plaster stone and other non-mineral resources. 17. Tourism and Cultural Relics The tourism resources Aaong the route are abundant with many historic sites and scenic spots which are mainly the tomb of Han Dynasty in MaWangdui, Quyuan Temple in Milue, Dongting Lake, Yueyang Tower in Junsha Mount. and Yuelu hill in Changsha. But the above scenery sites are distant from the Freeway by some distance. Six ancient ruins, three large kiln ruins and twenty ancient tomb groups were found along the Tucheng-Changsha Freeway and its connecting roads and Pingjiang linking road. 18. Communication and Transportation The comprehensive transportation net in the area where the proposed project lies began to take shape. Railway transportation and highway transportation extend in all directions. Inland navigation is convenient and civil aviation transportation is well developed. In recent years because the economy developed rapidly, the transportation volume increased, thus the original roads can't meet the demand of economic development and the transportation condition becomes worse and worse. Expecially there is large problem with highway transportation. The construction of the project can relax the tense situation of highway transport in the area where the project exists and promote the rapid economic development along the freeway. D. Expected Environmental Impact & Precaution and Control Measures 19. According to the environmental impact assessment of Tucheng-Changsha Freeway and Pingjiang linking roads as well as the subproject Hongshi- Hengyang Class I road, the determined protection measures and the compiled Environment Action Plan (EAP) of each road, in this section the 8 1ng(Umpangph Freew EA Summay environment protecbon measure In different stages of the project implementation which should be adopted in the project will be expounded. Designing Stage 2a. Rational route selection. When selecting the route, the surveying and designing units have taken into full account the occupation of cultivated land, the protection of farmiand, school, residential area and cultural relics area, flood control and drainage, dismantling and moving quantity, developing plan of town and city, source of building materials, quarry site selection and other environment impact factors. While managed to rationalize the route selection and decrease the cost. they tried their best to observe the principle- near the city but not into the city- and widely collected opinions of all govemment departments along the feeway. They avoided concentrated architectural complex and tried not to interfere and conflict with the developing plan of town and city. Meanwhile the HPCD organized experts to justify the alignment altemative several times, and the linking roads are aligned also by the above principle.The present recommended program is selected from five altemative programs. The route selection of Pingjiang linking road also adheres to the above principles. 21. Interpersonal communications. The separation of villages from others caused by freeway construction brings inconvenience to villagers' communications and farming. When deterrnining the position and class of passages, the designing units rationalize the position and number of passages to adapt to the distribution of villages and towns along the freeway through consulting the villager committees and seeking the opinions of local govemments, communications bureaus and other concemed departments along the freeway. 475 underpasses altogether and 44 pedestrian overcrossings are set up all the freeway. The average is 3 underpasses per kilometer. Besides, 2 extreme-large bridges, 5 large bridges and 47 medium and small bridges are built along the freeway to meet local resident's demands and the demand of vehicle transportation. 22. Flood control. The main rivers over which the freeway crosses are close to Changjiang River, East Dongting Lake and Xiang River System from the north to the south. The highway passes by Xindian River, Chang'an River, Longwan River, Luoshui River, Miluo River and Laodao River respectively. Of these rivers the streambed is stable, the river channel is obvious and the slope of river is small. On the riversides mostly are paddy fields. The vegetation in the catchment basin is thick. Water and soil are well conserved. There is water in the river course all year round. The flood drainage capacity of the main river course was already taken into full account when Tucheng- 9 Lbdang-Cbanpsha reemw EA Sumrwy Changsha Freeway was being designed. So along the freeway, 7 extra-large and large bridges are built in addition to many medium and small bridges. The setfing up of bridges and culverts are built with large, medium and small bridges and culverts of Beijing-Guangzhou railway for reference as well as complying with flood drainage standard to guarantee that flood can smoothly go through in rainy season. 595 culverts and 18 aqueducts for the freeway are designed In accordance with local topography and flood occuring frequence. First, determine the discharge of flood and then design the size of the section according to the discharge. Thus, The demand for draining flood safely can be basically met by setting up the above said large, medium and small bridges, culverts and aqueducts. In designing the linking roads including Pingjiang linking road, flood prevention requirements have been fully considered. The distibution quantity and density of bridges and culverts can basically meet safe flood discharging requirements 23. Soil erosion. Along the freeway agriculture is well developed. The field irrigation is fulfilled by means of irrigation canal. Overflow culverts are set up in accordance with the present canal arrangement. The construction of the freeway will occupy and separate some farming irrigation canals and ponds. All the canals and ponds occupied and separated by subgrade are rebuilt After these measures are implemented, the original irrigation system can be basically preserved and its original irrigation function will not be influenced. Arbor, shrub, turf and climber Ivy will be planted on the slope and at the land line of the freeway. In the project Skeleton turf, plastering wall, masonry pitching and other measures are taken to prevent soil erosion. There is a complete set of surface and subgrade drainage system in the project. Temporary drainage system is also built. So when runoff occurs, soil erosion will not be serious and hydrological system won't be changed a lot. 24. Lessen land occupation. The project is in plain and light hilly area. Some sections of the freeway need earth fill. Required by the project, earth will be borrowed from nearby sites. The main earth borrow sites are generally from wasteland on both sides of the freeway, but sometimes farmland with high production has to be occupied. Because this is a densely populated area with small quantity of farmland, land occupation should try to be lessened. The proposed Tucheng-Changsha Freeway will take 17789.5 mu in which paddy field is 6917.5 mu under the principle: try to occupy less fertile farmland, use nearby wasteland, making them economical, rational, practical and feasible. Land occupied by Pingjiang linking road amount to 860.99 mu, of which, 170.61 mu paddy field. 10 linxiang-hn Freewaw EA Summay 25. Land acquisition, dismantling and resettlement The principles that try to avoid villages and towns when selecting route, minimize dismanUing and moving volume and occupy less fertile farmland are stressed in the feasibility study report and preliminary design. So the total dismantling and removing volume of the projects Is not large and the Freeway will remove architecture dismantling area of 303551m2 . Pingjiang linking road is going to dismantle 14025 m2 of buildings. We will establish land acquisition and dismantling offices hierarchically to ensure that land acquisition and dismantling is completed before the contractor begins his work. Social scientists are invited and hired as independent supervision organizaton supervising the implementation of relevant compensation and resettlement to guarantee the influenced person's interests. The details can be referred to in ReseKtlement Action Plan of each project. (RAP) 26. Water pollution: There are 3 service areas in total along the freeway. Sewage disposal equipment will be installed to guarantee the sewage treated properly before being discharged. 27. Noise pollution. Based on the predicted results, adopting acoustic barrier, simple sound barrier, building fencing wall and courtyard wall, installing well- sealed window, resettlement and noise monitoring in operation phase will be taken to decrease noise pollution. These will be included in designing and bidding documents. Acoustic environment protection measures of the proposed project are shown in Table-I and Table-2. As the sensitive points along the Pingjiang linking road is rather far away from the freeway as well as less traffic, the noise forecast for Sanhe dinic and Shifeng School will have some exceedance in year 2010, therefore, we will enhance noise monitoring and take necessary measures in accordance with the degree of exceedance. Air pollution and dust. The freeway service areas and living facilities should be established and installed 50m away from the roadside and the freeway management office 50m away from the interchange. Cultural relics preservation. The highway construction unit pays high attention to the cultural relics preservation in this project construction and entrusts Hunan Province Cultural Relics and Archaeology Research tnstitute with surveying and unearthing cultural relics. Six ancient ruins, three ancient kiln ruins and twenty ancient tomb groups were found as the result of investigation and survey. Hazardous Substance Transport To prevent the potential risk produced by the hazardous substance during transportation, a series of measures shall be taken during design phase: (1) Strengthen the guard fence of the 7 bridges along the line to prevent the vehicles from tuming over into the river. The 7 bridges are: Linxiang Chang'an River bridge, Unxiang Shanwan bridge, Yueyang longwan river bridge, Xinqiang river grand bridge, Jinhe Luoshui bridge, Wushi Mishui river bridge and Shuidu river bridge. (2) Complete closed subgrade drainage system shall be designed for the whole line. The run-off on the bridges above should be led to the drainage ditches on both sides of the subgrade so as to prevent bridge run-off entering into the water source as well as the hazardous leakage from vehicle into the water due to accident. (3) Waming sign *Careful driving" (yellow) and '60km for hazardous vehicle' (red) wili be set up at 200m and 500m respectively from both ends of the bridges for the purpose of reminding the hazardous vehicle drivers. (4) Attention sign (blue) will be set up at 50m of the toll entrance gate, reminding the hazardous vehicle drivers pull aside for application and checking. Construction Phase 31. Air pollution impact. The air pollution in the freeway construction phase is manly dust and bituminous smoke pollution. Its major pollution source is the airbome dust produced by lime- earth mixing as well as the constant operation of construction vehicles and road-building machines. In addition, small quantity of ash will also be produced at concrete mixing station and in the process of loading and unloading road-building materials. The following measures should be taken in order to mitigate air pollution on the construction spot and protect the health of constructors and nearby residents: (1) The mixing equipment should be well sealed, class II dust removal equipment should be added to the mixing station. (5) The contractor must strengthen the management of easily lost goods and materials which can't be exposedly piled. After the projects is completed the earth can be filled back for reclamation in time. (6) The stone materials required by the project are mainly purchased from outside. All the freeway there are 13 quarries in which artificial explosion and mechanical operation are adopted. Local govemment has special management organization for the setting up and management of stock ground, and has strict regulations on the location of quarry and explosion materials. Therefore, the extraction of road-building materials in the project won't influence the environment a lot 32. Noise pollution impact In construction phase the noise is mainly from construction machines and transportation vehicles. If intense noise influences people on a-long-term basis, many diseases will be induced and noise deaf will be caused. The noise deaf is concemed with the time length of hearing noise as well as the intensity level of noise. In order to protect constructors' health, it is rationally arranged on the basis of Noise Sanitation Standard for Industrial Enterprises that the working personnel operate road- building machines in tum to shorten the time length of hearing loud noise or do high noise work and low noise work in tum. In the meanwhile, pay attention to machine maintenance and correct operation so that noise of road-building machines can be kept at the minimum level. As for the constructors close to the noise source, their working time should be appropriately cut short in addition to wearing protection earplug or helmet. Meanwhile, in case there is large residence quarter along the temporary road within 50m, transportation of building materials shall not be allowed during night time on this road. The noise caused by road construction has the following features: abrupt, irregular, uncontinuous and intensive. Otherwise we are empowered to fine contractor. The contractor should take measures to lessen the using time of temporarily occupied land. Vegetation should be restored after the construction is over or reclamation should be ready. Strengthen building worker's education, protect natural resources, prohibit chopping forests and forbid hunting. Construction vehicles will run on temporary roads in order not to damage field and forest. 34. Soil erosion and water pollution. It is in the light hilly area in the east of Hunan Province, so the water loss soil erosion is serious. Because of earth borrow and waste in construction phase, the possibility of water loss and soil erosion caused by deep-digging and high-filling is large. For that the project will give priority to waste land and place with sparse vegetation can be selected as concentrated earth borrow point where earth can be appropriately borrowed. The construction unit will be responsible for planting trees and building dams. Drainage ditch and dam will be built at earth waste point. In some sections, the waste earth can be employed to establish environment facilities belt along the both sides of-the freeway. For earth fill sections, their soil slopes will be tamped or plaster wall, retaining wall, cut off trench, covering turf, planting climber and other soil and water conservation measures can be taken. The main roads can't already meet the demand of traffic capacity. In construction phase the management of these roads will be strengthened and some measures such as building construction detour and avoid peak-hour transporting can be taken to ensure safety in communication and smoothness in transportation. The capacity of most county and village roads can meet the demand of increasing traffic volume. National Highway 107 is the main arterial highway in the east of Hunan Province. It goes through from the north to the south and connects many other arterial highways within the provinces as well as county and village roads. Its communications and transportation are very busy. The phenomenon that the capacity is not enough will occur in most freeway sections in construction phase. The main building materials of the project such as cement, steel and timber are transported from supply cities: Yueyang, Changsha and Zhuzhou mainly through National Highway 107. Sand and stone materials are extracted along the freeway or purchased from outside. Most sand and stone materials are carried to the construction site directly through east-west county and village roads instead of the main highways. The lime the project needs will be carried from the lime ground onto the freeway through the present roads and then to the construction site through the construction detour built at the roadside of the freeway.
