Page 1 CONFORMED COPY LOAN NUMBER 4360 IN Loan Agreement (Andhra Pradesh Economic Restructuring Project) between INDIA and INTERNATIONAL BANK FOR RECONSTRUCTION AND DEVELOPMENT Dated February 4, 1999 LOAN NUMBER 4360 IN LOAN AGREEMENT AGREEMENT, dated February 4, 1999, between INDIA, acting by its President (the Borrower) and INTERNATIONAL BANK FOR RECONSTRUCTION AND DEVELOPMENT (the Bank). WHEREAS (A) The Bank has received a letter dated May 14, 1998 from the State of Andhra Pradesh (Andhra Pradesh) describing a program of objectives, policies and actions designed to restructure the economy of Andhra Pradesh (hereinafter called the Program), and declaring Andhra Pradesh
