It is a part of the National Highway Project IV in Hubei Province (World Bank loan project), belonging to the poverty region helping projects of World Bank loan. According to the negotiate memorandum between WB deputy group and Hubei Provincial Communication Departmnent (HPCD) in Nov. 1997, also the demand in Nov. 1997 from WB to compliment the EIA work of Dawu-Hongan Highway, both Chinese & English versions of EIA & EAP reports should be submitted before Mar.31, 1998. Then in Dec. 1997, Xian Highway Transportation University has been entrusted by HPCD to undertake the EIA work of this project. Based on the EIA working principle in this project for assuring quality, simplifying procedure, and satisfying time limitation, an on-the-spot survey along the proposed highway was done by the EIA working team from Xian Highway Transportation University in Dec. 1997. The EIS of this project is compiled according to the working guidance in EIA Outline of National Trunk Line Project IV. Then revised based on the suggestion of WB. The present monitoring data used in the statement is provided by Environmental Monitoring Station of Xiaogan Prefecture, while Meteorological Bureaus of Xiaogan Prefecture, Dawu County and Hongan County provided the meteorological information. (78) APPENDIX MAP: Alignment and Enviromnental Monitoring Spots Sketch Map of the Dawu-Hongan Highway of National Highway Project IV in Hubei Province -2- I GENERAL DESCRIPTION 1.1 The Source of the Project and Its Preliminary Work The Southem Section of the Jingzhu National Trunk Line Project in Hubei Province has been listed in the WB Loan Projects in commercial year of 1999. According to the arrangement of WB Loan Highway Projects in China, the Southem Section of the Jingzhu National Trunk Line Project in Hubei Province is called as the WB Loan National Highway Project IV in Hubei Province. During the visiting of WB deputy group to Hubei Province (Apr.29-May 8,1996), Communications Planning and Designing Institute of Hubei Province (CPDIHP) put forward the design of Dawu-Hongan Highway, in which suggested that the road designing should base on Class 2 highway standard, and for-it is connected with Northem Section of Jingzhu Line it should join to the National Project IV as a consisting part. Document [1996]No.198 of HPCD in May 1996 specified the preliminary working plan of IV Highway scheme in National Project IV. Feasibility study report of the project was compiled in Apr.1997 by CPDIHP. During visiting to Hubei Province in Nov.1997, WB deputy group demanded that EIS and EPA of this road should be compiled. Then in Dec. 1997, Xian Highway Transportation University has been entrusted by HPCD to undertake the EIA work of this project. From Dec.14 to Dec.26 in 1997, an on-the-spot survey along the proposed highway was done by the EIA working team from Xian Highway Transportation University. The first version of EIS was compiled in Mar.1998. Then the second version of EIS was revised and compiled based on the suggestions of WB experts in July 1998. Now, this document is the third version of EIS revised and compiled in Dec. 1998. 1.2 Purposes of EIA Make quantity & quality analysis of the impact of the project by the investigation and assessment of present natural & social environment along the proposed highway, to attain the following purposes. (1) To provide basement for rational alignment by prognosis, demonstration and assessment of the impact scope and extent of the construction project on surrounding environment. (2) To provide feasible environmental protection measures & suggestions as instructions for design, construction, and operation management, as to mitigate and eliminate unfavorable impact of the project, to attain the purpose of the coordinate development of economic construction & environmental protection. (7) WB Deputy Group Memorandum of National Highway Project IV in Nov.1998. 1.4 Scope and Standards of EiA 1.4.1 Scope of EIA The Scope of EIA for this highway constructive project is shown in Table 1-1. See Table 1-2. For schools, observe class 1. Table 18 Hygienic Standards for Limitation of Pb in Food (GB14935-94) Unit: mg/kg Pollutant Grain Crops Ve ble Pb < 0.4 0.2 1.5 Contents of EIA, Classification of EIA, and EP Targets of EIA 1.5.1 Contents of EIA The EIA contents of this project are determined as the following: (1) Impact assessment of the acoustic environment (2) Impact assessment of the water environment (3) Impact assessment of the ecological environment (4) Impact assessment of the atmospheric environment (5) Impact assessment of the social economic environment 1.5.2 Classification of EIA Recommended scheme of Dawu-Hongan highway has a total road length of 68.959km, including 15.905km of new road and 48.405km of renovated road. Most part of the road section is in heavy rolling areas, which induces many environmental problems. Therefore, based on the regulations of WB, EIA classification of this project belongs to category A. 1.5.3 EP Targets of EIA By investigation and analysis of environmental sensitive spots in the assessment scope of this project, the environmental protection targets are determined as follows: 1. Soil and vegetation, preventing from water & soil erosion. 2. Acoustic environment of schools and residential regions. 3. Water environment of rivers & reservoirs. 5 The major enviromental sensitive spots along the proposed highway are shown in Table 1- 9 to Table 1-11, for tLe statistics of the other villages are shown in appendix. (3) Middle term of operation phase: 2010 Yr. (4) Long term of operation phase: 2020 Yr. 8 E CONSTRUCTION DISCRIPON OF THE PROPOSED PROJECT 2.1 Construction Significance of the Project (t) Dawu County & Hongan County passed by the proposed highway belonging to Dabie Mountain area, are poverty-striken counties in Hubei Province with weak economic basement, and low level of living standard. This construction project will improve communication conditions and promote economic development of this area. It is critical for the objective of eliminating poverty and realizing prosperity. (2) The proposed highway is a part of the only highway from east to west in Hubei Province (Provincial Highway Songying Line). This highway will connect several highways from south to north, which is effective in formation of the highway net in the local area. (3) The proposed highway will connect with the Jingzhu National Trunk Line, the radiant function of National Highway will be fully brought into play by this highway. (4) This project will create good conditions for utilizing the abundant mineral resources, forest resources and other resources in Dabie Mountain area. 2.2 Alignment 2.2.1 Geographical Location of the Project Dawu-Hongan Highway of National Highway Project IV in Hubei Province Situated in the northeastem part of Hubei Province, central of China. It passes Dawu County of Xiaogan Prefecture and Hongan County of Huangang Prefecture in Hubei Province, see the geographical location map of the project (Figure2-1). 2.2.2 Alignment The Class 2 Dawu-Hongan Highway is an renovated highway project. It starts from Dawu interchange in the Northem Section of Jingzhu National Trunk Line, basically extending southeastward, it passes Dawu Towncity, Huangtugang, Baiyun, Xincheng, Xiadian, Liuji, getting into Hongan County at the north of Hekou, then it passes Shangxinji, Dazhaojia, Jinyinchong, the ending point is at the west bank of San Bridge (Daoshui Bridge) in Hongan. The total length of the proposed Dawu-Hongan Highway (Class 2) is 68.959km. 2.3 Prognosis of Trairic Volume The predicted traffic volume of the proposed highway is shown in Table 2-1. The proportion of heavy, middle and light vehicles is shown in Figure 2-2. The calculated traffic volume of these three types of vehicle is shown in Table 2-2. 2.4 Construction Scale and Main Technical Indices This project is a consisting part of the National Highway Project IV in Hubei Province. Total length of the highway is 68.959km, including 4.649km original road, 15.905km new road in short sections, and 48.405km renovated road. It will take 921.636mu land. Total investment is 181,569,200yuan. According to the prognosis of traffic volume, local economic development construction conditions, and other factors, two kinds of standards are adopted in this project: 1) Length of Dawu section is 47.802km, which has a designing speed of 40km/h. 2) Length of Hongan section is 47.802km, which has a designing speed of 80km/h.
