Page 1 CONFORMED COPY CREDIT NUMBER 3183-SE Development Credit Agreement (Second Transport Sector Project) between REPUBLIC OF SENEGAL and INTERNATIONAL DEVELOPMENT ASSOCIATION Dated May 13, 1999 CREDIT NUMBER 3183-SE DEVELOPMENT CREDIT AGREEMENT AGREEMENT, dated May 13, 1999, between REPUBLIC OF SENEGAL (the Borrower) and INTERNATIONAL DEVELOPMENT ASSOCIATION (the Association). WHEREAS (A) the Association has received a letter, dated January 13, 1999, from the Borrower describing a program of actions, objectives and policies designed to strengthen the Borrower
