For this component. a 26-im-wide road is to be built along Lijiang River from Bali street to Yushan Bride. Linder the road. a sewage interception pipeline and corresponding sub-pipelines to be set up: 11n north\\est section of the city. sub-pipelines will be built. In the neighborhdoo of Yushan Bridge. it is planned to set up New Qinfen Pump Station and pipelines from the Station to \Nrthern Plant. As for the locaiion of above 3 components. please refer to the Chart in Appendix 1. 1.3 Socio-economiic Background Guilin is loacted in the nor-theast of Guangxi Autonomous Recion. with 5 districis and 12 counties. Ii covers area of 27.800 squ. km. with population of 4.700.000. It remains as center of politics. econo0M. culture. education. conmerce. finance. information and tourist in Guibei district. Various infrastructures are being constructed in large scale, such as roads. traffic facilities, water supply. water disposal. sanitation. pUblic traffic. fuels provision. housine and 2reener%. All these la\ good foundation for further development of the cit%. The construction of the Pro1ect will be of great importance for the local industrial development and improvement of people's lt ing standard. The Project. especiall. plays a great iipelling role in the People's efforts to build Guilin City as a modern "International Tourist Pearl". embodvine w\ ith tourism. commerce. science. technology and entertainment. 1.4 Measures to Minimize Adverse Impact of Resettlement in compliance with the principles of World Bank to minimize the resettlement scale. the sponsor carried out several researches and neuotiations. and finally decided on takinu the followin, measures to minimize the demolition scale and to reduce or even to eliminate adverse impact. (1 Carr\ out socio-economic baseline survey before demolition. Make efforts to minimize the demolition area of housing or buildinus. 2) Pa\ sufficient compensation for losses from resettlement. based on replacement cost of ori.zianl housin. in order to reduce adverse impact on Project Affected Persons (hereinafiter as."PAP") to tie lowest level. (3) Choose resettlement site near to former residential area. This will enable PAPs to keep close contact witi original c ommunit. and also to avoid the increase in distance from home to work. (4) Notif\ affected enlerprises of relocation in advance. arrange relocation site. pa compensation for losses. make efforts to reduce operation interruption period. negotiate with o\ ners to make proper arranpement for employees' work. i In course of resettlement. relevant department are required to provide assistance and convenience for affected residents and enterprises, in order to make resettlement smooth -oin- and to reduce their pressure and losses. 1.5 Project Leading Institutions and Implementation Organization Under the leadership of World Bank Loan Office for Environment Comprehensive Rehabilitation of Guilin. Guilin Sewerage Com.pany Limited (hereinafter referred to as -GSC-) is in charge of the implementation of the Project. with assistance from other relevant administrative departments. In the implementation of the Project, many community works for PAPs in the affected area as %%ell as in the resettled sites needs support of local government. Therefore. district i-overnment and its affiliated institution. such as bureau. residential district offices and villace committee. are all the coordination units for the implementation of the Project. The demolished house is a 2-stoNIed huilding of brick-cement structures. located at 24 in Ziran-Qinfn Village of Dahe Countr\ in Dccai District. The affected house is private-owned. covered 120 squ. n of land with building area of 240 squ. m. 2.2.2 Affected Ehterprises There are one enterprise. that is. Guiilin Municipal Engineering Company. and 5 individual lessees affected in land acqui;ition of the Project. These 5 individual lessees are affected by the Project of Mid-a1 Pump Station of Mantou Mount. whose shops are located along the road. within area of Guilin Municipal Engineering Company. Because of land acquisition. the shop and buildings of 16 sqI. Im in total should be demolished, and this makes these 5 affected individual lessees suspend leasing and have to select another site for operation. According to information collected through site surve\. random sampling and Written questionaire. information database has been set up. After the completion of the resettlement. it is planned to carr\ out anothe- socio-econornic surve\ . The resuLts of these two surveys will be compared. in order to ascertam the impact either negative or positive on the affected people or enterprises. and the intensiv, of these impacts as a consequence of the resettlement. The annual residen:al area is about 8 squ. m per capita. Expansion of Nortliern Plant: The Sewage Treatment Plant of Northern District is located in Beichonu Villaue of Xinli ilkaeC commintee. in Jashan Country in Xiufeng District. in the north of Guilin. with Tliohua River ir, the west and comniercial and tecitology school in the northeast. The majorit\ PCople in this district are engaged in breeding career. According to statistics. there are 88.9% with aiicultural permanent residence. however. actually only 75.4% are engaged in agriculture. 2 13% enaged in side occupation and 3.3% engaged in industry sector. Because of low-lving land. in case of heavy rain. they encounter flood damage. which will cause to fish pond. Therefore. their average annual income is only RMB 950 per capita. For the land is collective-owvned. people's housing space is quite large. with residential area of 17 squj. mi per capita. New Qinfen pump station: Ne\w Qinfen pump station. located in Qinfen Village of Dahe Country in northeast of Diecai District in Guilin City. people in the district major in planting vegetables. The land acquisition will cause farmers ose their means of living, therefore. they have 10 adapt to new career and different working conditions. According to surve\. inhabitants in neighborhood of Northern Plant and Qinfen Village. have been livinu there for 2enerations and making their living by breeding fishes. farming land or planting vegetables. Now land acquisition makes them lose their land and means of living. The" have to choose another career and learn to master relevant techniques. The compensation rate. listed in this chapter. are formulated in accordance with the principles set in above World Bank guidelines. and laws and regulations of PRC. together with actual situation of the Project. In the course of deciding compensation rate. the following principles have been fully taken into consideration. RAP for GuiIin Sc%eraLe Protect 99-10-21 In order to satisf, the requirements of the above affected household. the sponsor put forAard two resettlement sites to him for selection. Shunjiangyuan Villa Site Shuniiangvuan Villa Site, located at about 500 m away from North HuanchenL road in Guilin. is developed by Honda Real Estate Compan%. It is planned to accommodate 511 HHs. with a population of 2044. Within the site. there is about 0.93-hectare greener\. 0.92-hectare road. 0.52- hectare public-built space and 1.74-hectare residential site. The site is equipped %ith complete facilities, located not far away from the former site. Therefore, the resettlement x\ill not make affected HHs far away from their oricinal livine environment and communit\ and no difficulty for his continuinlz cultivation of contracted land. Resettlement in Qinfen Village The sponsor ma\ allocate a piece of land in Qinfen VillaLe. nearer to the orizinal site. to affected HH to build house b\ themselves. Compensation will be paid on replacement cost of former houses. As for the income of cultivating vegetable plot. the sponsor will pa\ compensation for the all part of the land. which is within the scope of land acquisition, for the larger part outside of the acquisition area, the affected HH can continue cultivating it. ;.3 Assistance to Resettlement In the course of resettlement, the sponsor w, ill provide sufficient assistance to the PA Ps. such Before resettlement. identify demands of affected HH and endeavor to satisfy their needs: During resettlement. provide vehicles to help removing to new site: After resettlement. investigate whether PAPs have any difficulties in restoring their living. and offer them with timely assistance. 26 RAP for Guilin Sewerape Proecl 99-10-21 6. REVENUE RESTORATION PROGRAM 6.1 Impact on Means of Living Mid-way Pump Station of Mantou Mount There are I state-owned enterprise and 5 individual lessees affected by the component. As for the state-owned enterprise, the building demolition will not cause operation interruption or laying off employees for production reducing. This is because only shops along the street. which were leased to individual lessees. and part of the space where it is planned to build dormitories are demolished and acquired in this Project. The 5 individual lessees have to choose another site to resume their operation after suspension of leasing in original site. therefore. certain adverse impact on them is inevitable. Expansion of Northern Plant Land acquired in this component is fish pond. For fish pond is the main income source for lbcal farmers, therefore, the land acquisition will cause these farmers to lose their source of income and suffer therefrom. The sponsor will arrange 33 jobs for them who lose their means of living, formulated on the ratio of land to labor is 1.2 in Beichong Village. New Qinfen Pump Station The land acquired in this component is vegetable plot, located in Xinma village of Xinfen villaue committee. in Dahe country in Diecai District. Although only 5.5 mu land is acquired. however, the land labor ratio is only 0.16. the land acquisition will bring about great impact on the means of living of farmers. Xinli Plastic Bottles Factory 28 RAIP for GuiIin SeweraLe Proict. 99-10-21 This factory. established in 1992. supported by aid-the-poor team of Guilin. is a villae- owned enterprise. The registered capital of this factory is RMB 30.000. Its main business is to produce lids and bottles for Guilin Sanjin Medicine Group Compani\. Now it has 15 employees. achieved annual production value of RMB500.000. turns over profit and taxes of RMB 50.000. with original annual averaae income of RMB 5000 per capita. The area of factory is 200 squ. lvi. The production is at the level of semi-mechanization. It is planned to inject more investment, to increase operation scale. to enhance production capacit\. so as to providejobs for 12 labors. 2. Guibei Bearina Factor\ The factory is founded in 1098. with registered capital of RMB 160.000. with 100 squ. i site and 14 employees. Its main business is to produce heat-resisting bearing and its products have been awarded prize of superior-quality at district level. Now these products are exporting to Russia. Its annual production value is about RMB 500.000. turning over profit taxes of RMB 45.000. with average annual income of RMB 5000 per capita. This factory has a good business prospect, planning to add more investment, to increase production capacit\ so as to provide jobs for 12 labors. 3. Xinli Machinery Accessories Factory The factory is established in 1997. with registered capital of RMB 140.000. area of 150 Squ. in site and 10 employees. It mainly produces machinery accessories, with annual production v'alue of RMB 800.000. turning over profit and .taxes of RMB 60.000 and annual average income of RMB 6000 per capita. It is planned to add more investment, to expand product distribution and these enabling them to provide jobs for 9 labors. New Xinfen Pump Station Qinfen pump station is located in Qinfen village. In Qinfen village. average land occupation area per capita is rather small and there is no village-owned enterprises. After consultation between project sponsors and village committee and PAPs. taking into consideration of actual situation of village and the location of the village is nearer to downtown. They are planning to make arrangement to provide means of living for affected 35 labors as follows: I. Pipeline Maintenance Team of GSC The team is the subordinate unit of Guilin Sewerage Company Limited (hereinafter as -GSC"). established in 1980. with 82 employees. Its main function is to maintain pipeline of rain water and sewage. to clean and examine wells and to transport mud. Its original annual average income is about RMB 9000 per capita. With expansion of water disposal system, increase the employee of the Team is required. It is 29 RAP for Guilin SeN,erage Project. 99-10-21 planned to provide jobs for 20 labors. The income of the freshman is estimated to be about RMB 7000. increasina annualiv in the followina y,ears. 2 Construct shop front along the street Qinfen village committee is to allocate part of compensation for the construction of 400 squ. m shop front on former warehouse in original site in Ziran No.9 team of Qinfen Village. These shop fronts will be leased to 15 affected labors, to operating their shops. in order to maintain their living standard. 6.3 Management and Monitor of unfavorable Environment Factors 1. Compensation for affected individual lessees It is known from surve\ that 216 squ. m shop of Guilin Municipal Engineering Compan, has been demolished. therefore. the leasing were terminated. Among the 5 affected individual lessees. shop owner of groceries' and rice flour shop are farmers. They have contracted vegetable plot and income of operating shops w%as just a part of family income sources. No\N their income source is mainly from farming vegetable plot and they are still looking for suitable shop site to continue their operating. to increase income level and to improve their living standards. The shop owner of i\aste collection shop is engaged in motorcycle-leasing business after suspension of leasing. Meanwhile. he is also looking for suitable shop site for continuing operation. The owner of video game player shop and tobacco and wine shop have not found suitable shop site up to noA. No\N they are staving at home and receiving unemployment allowance periodically. If there is anm suitable shop site available. they will continue their former operation. In accordance with guideline of World Bank and state relevant regulations. project sponsors will pay compensation for these lessees. For those individual lessees having not found shop site to continue their operation. unemployment allowance of RMB 200 per month was paid. Besides this. the sponsor will actively provide information of leasing site available and try to help them to renex their operation. in order to minimize adverse impact of project on them. 2. Job arrangement for the affected farmers As for 68 labors affected by land acquisition, project sponsors will help and urge village committee to expand enterprises, which are willing to provide jobs for affected labors, and to build shop along street. These will enable PAPs to work in enterprises or reopen their shops as soon as possible, to minimize their losses and to maintain or improve their living standard. Before they start working in enterprises. a monthly unemployment fee of RMB240 per capita will be paid to them to ensure their basic living expenditure. 3() RA P for Guliin Sewerae Project 9t- 10-21 7. There are many unpredictable factors. consisting of engineering unpredictable factor and price unpredictable factor, those are estimated amounting to RMB 879.888. including: A. Engineering unpredictable factors This expense is mainly used to deal with any change from design and anN accident in implementation of resettlement. It is estimated that this expense accounting to 6% of total cost. amoLInting to RMB 527.933. B. Price unpredictable factors (Inflation) For budget of RAP implementation is formulated in accordance with the present annual average price, while the implementation of this Project will last to August 2000. hence. 4% inflation are taken into consideration. estimated to be RMB 351.955. Monitoring and Evaluation Fee In order to ensure the implementation of resettlement, it is necessary to appoint an independent M&E institution. capable of rendering advisory service for World Bank project. The service fee is estimated to be RMB 250.000. Since the entire resettlement and rehabilitation program is being carried out with the participation and consultation of PAPs. it is expected that no major grievance issue will arise.
