WHEREAS (A) the Republic of Colombia (the Guarantor) and the Borrower, having satisfied themselves as to the feasibility and priority of the project described in Schedule 2 to this Agreement (the Project), have requested the Bank to assist in the financing of the Project; (B) the Project will be carried out by Aguas de Cartagena S.A., E.S.P. (ACUACAR) with the Borrower
