Page 1 CONFORMED COPY CREDIT NUMBER 3053 IN Development Credit Agreement (Kerala Forestry Project) between INDIA and INTERNATIONAL DEVELOPMENT ASSOCIATION Dated August 13, 1998 CREDIT NUMBER 3053 IN DEVELOPMENT CREDIT AGREEMENT AGREEMENT, dated August 13, 1998, between INDIA, acting by its President (the Borrower) and the INTERNATIONAL DEVELOPMENT ASSOCIATION (the Association): WHEREAS (A) The Association has received a letter dated January 7, 1998, from the State of Kerala describing sector reforms that constitute the framework for improving the forestry sector in Kerala, including policy, institutional, technical and administrative reforms (hereinafter called the Policy Reform Program), and declaring Kerala
