Page 1 REPUBLIC OF NIGER September 30, 1998 International Development Association 1818 H Street, NW Washington, DC 20433 United States of America Re: Credit No.3130-NIR (Privatization and Regulatory Reform Technical Assistance Project) Performance Indicators for Project Monitoring and Evaluation Gentlemen: We refer to Paragraph 3 (a) of Schedule 4 to the Development Credit Agreement (Privatization and Regulatory Reform Technical Assistance Project) of even date herewith between the Republic of Niger (the Borrower) and the Association and confirm herein that the following indicators of performance would be used for the purpose of project monitoring and evaluation: IMPLEMENTATION INDICATORS 1. Privatization of three utilities enterprises: SONITEL, NIGELEC and SNE by December 31, 2000. 2. Privatization of five commercial enterprises: SONIDEP, l'Abattoir à Niamey, l'Office des Eaux du Sous-Sol (OFEDES), Société d'Exploitation de Riz du Niger (RINI) and Société d'Exploitation de l'Hotel Gaweye (SPEHG), by December 31, 2000; with bid packages completed and approved for: SONITEL, NIGELEC, SNE SONIDEP, OFEDES, RINI and SPEHG by December 31, 1999; and for l'Abattoir à Niamey, by December 31, 1998. 3. Revised sector policies adopted by June 30, 2000 for telecommunications, water and electricity sectors. 4. Autonomous multi-sectoral regulator established by December 31, 2000. It is our understanding that, in the course of implementation of the above-mentioned Credit, the Association may rely on the indicators herein set forth or referred to, to evaluate implementation performance.
