In Latin America she has achieved a national income per capita second only to that of the ll.rgentine, and one roughly equal to that of a Wester'n :European country such as France. Yet, despite close social and economic similarities with Nevlf Zealand, she has not yet attained an income per capita comparable to the NeYi Zealand • level. Besides the ordinary or general budget, there are a number of sp\:;- cial funds and accounts, both clu"rent and capital, which if included would lilaterially increase total Government expenditures on current account. It is thus in a particu- larly difficult situation when European currencies are inconvertible and Europe is at the same time unable to supply required imports, as was tne case in 1947. Change in either factor would correspondingly relieve her extenlal position. Considerable increases of wool exports to the United States have somewhat eased the difficulty rather than removed it, since the United States remained the only ready impo:rt source, supplying • 38% of imports in 1947 (and 337b Janue,ry to August 1948), compared with 1416. 1936-40. In trade policies, Uruguay has long been heavily protectionist, not only to obtain revenue through customs, but also as de1ib~rate policy in encouraging domestic manufacture. To this latter end, many raw materials are on the free list. CustO.•lS duties are nominally ad valorem, but are assessed upon official (not market) values, Bnd hence are in effect specific. It is said that the only way of a3certaining the duty • pay~\b1e t;;l)on an import is to make a trial shipment. Changes affecting rates of duty, tariff classification and official valuation for indj, vidual import conEodities, as distinct from the gen~ral schedule, have probably been made with greater frequency i.n Uruguay since 1939 than in any other South American country. Such changes, however, are similar in effect upon internal prices of imported cowuodities (and hence upon levels of effective pro~ tection) to changes made in other countries in import classification lists under mul tiple exchange rate systems. BALANCE OF PAYMENTS In 1947 officially licens~d exports were 77% of estimated balance of payments receipts on current account c> Unlicensed exports were estimated at 16 mdllion pesos, bringing estimated e~~ort receipts to 84% of current accQunt exchange revenues. The largest single "service" reve- nue was from tourism, yielding exchange estimated at lq~ of all cornmodi ty exports, and a net exchange income (deducting Uruguayan tourist expendi- • tures overseas) of US$ 15 million equivalent in 1947. On the expenditure side. balance of payments estimates place interest end dividends at 3.9% of all current account receipts in 1947 t and 5.6$b in 1946. Over the period there was a continuous inflow of private capi- tal, estimated to amount to US$ 118 million for the period 1943 through 1947; net capital inflo\~.T over the five years is estimated at uS$ le<) mil- lion. Only a small part of these funds, however. seem to have represented genuine direct investment; the bulk '..If the movement was refugee in • character, and much of it appears to have originated in the Argentine • Such refugee capital is said to be invested within Uruguay in urban land and buildings, Government bonds and bank savings accounts, rather than in directly productive enterprise. Uruguay has followed a practice of converting exchange held in foreign currencies into gold whenever possible, as a hedge against devalua- • tion of such currencies. In wcember 1945, for example, gold held over- seas amounted to US$ 95 million, with foreign currency holdings (out- side blocked st erling) of Ie ss than US$ 2 million. During 1946 total gold held increased US$ 4.8 million, but gold available for exchange purposes diminished about US$ 25 million, bec~~se US$ 30 million Was transferred to the Issue Department of the Banco de la Republica as note- issue cover. In 1947 available gold diminished further about US$ 25 mil- lion under a passive over-all balance of payments. • The posi'cion may be sumrrarized by saying that in December 1940, Uruguay held gold overseas and unblocked exchange to cover imports at the 1940 rate, in December 1945 to cover 11.3 months imports 4.4 months at the 1945 rate. and ';'n December 1947 to cover 3.8 months imports a,t the 1947 rate.
