The good social and environmental benefit will be obtained after the construction of the IRR. As for as the environmental benefit, the traffic volume in the city center area will decrease, as a result, the environment quality of the area will be improved, but the environmental quality along the IRR bothsides will be decreased. 1.1 Objectives In order to mitigate the impact degree along the [RR bothsides, E.I.A will forecast the adverse impact along the alignment caused by the IRR construction and motor vehicles, and put forward the related mitigation measures to avoid taking remedial measures after the construction of the IRR. 1.2 Main Basis for the EA * Notice on Strengthening Management on Environmental Impact Assessment on Construction Projects Loaned by International Financial Organizations, EM( 1993)324, June 21, 1993 * Operational Directive 4.61: Environmental Assessment, The World Bank * Review Comments on Appraisal of the Terms of Reference for Environmental Impact Statement on Guangzhou Inner Ring Road Project, EMC No.(1995)133, NEPA * Appraisal of the Terms of Reference for Environmental Impact Statement on Guangzhou Inner Ring Road Project, No. (1995)038, NEPA Evaluation Center, May 1995 1.3 Scope of EA The impact of exhaust emissions was limited to within 300 m, traffic noise to 100 m laterally and 50 m vertically, and vibration to 50 m of the roadway center line. The EA focused on different areas depending on the component of interest. The assessment of air quality and noise is on the city center as a whole. Thus, the scope of this EA went well beyond the areas immediately adjacent to the IRR 1.4 Main Technical Methods The technical methods used for [RR E.LA are based on the programs and methods fonnulated in Notice on Strengthening Management on Environmental Impact September 1997 1 GZ IRR PROJECTr EIA REPORT (SIMPLIFIED EDITION) Assessment on Construction Projects Loaned by Intemational Financial Organizations(NEPA); The Technical Guideline of E.l.A(NEPA); Operational Directive 4.01: Environmental Assessment,(The World Bank). For some absent parameters and information, the expert guideline and analogy analysis information will be adopted. 1. Calculation on emission source intensity and diffiusion of motor vehicle emission pollutants The emission source intensity depends on the vehicle type, age, run condition, etc. Generally, the relative data and parameters should be obtained based on the investigation, research and measurement combining with the concrete conditions in Guangzhou. However, because of the limited time, as proposed by the EP experts of the World Bank-, Beijing experts with rich experience of the field were invited to direct and join in the work, and the models provided by the EP experts of the World Bank were applied for calculation. 2. Parameters for environment pollution loss estimation For estimation on the people health damagement and real estate devaluation along the IRR alignment, some relative parameters used in the Shanghai IRR E.I.A were adopted and modified in this E.I.A. 2 [RR PROJECT DESCRIPTION 21 Main Functions The Inner Ring Road was designed as an expressway to lead traffic from the city center. The IRR can play a more important role than any other planned road. It is an essential component of the City Center Transport Project and can make a substantial contribution to improve transport in Guangzhou. The functions are as follows: * Lead through traffic away from the city center and permit the city center streets to play a distribution function; * Have a clear through-traffic function to divert the through-traffic from the city center. 2.2 Alignments and Construction Dimension Based on the repeated researches by MVA Associates of Hong Kong, the Guangzhou Transport Planning Research Institute and the designing department, the alignments were compared and analyzed, the main selected and altemative alignments are as following: * Liuersan Rd and H-eping Rd; * Huanshi Rd(south to the Railway Station) and Railway North, Ziyuanguang Rd; September 1997 2 GZ IRR PROJECT EIA REPORT (SIMPLIFI EDMITON) * Hengfu Rd,Meidong Rd and Huanshi Rd. E; * T13(Baoguang Rd. N) and Yuanjiang Rd, Nantian Rd, Ma Gutly, Jiangnan Rd. W. The selected alignment decided as following: Liuersan Rd.- Huangsha Ave.- Nanan Rd.- Huanshi Rd. W-Huanshi Rd. C- Hengfu Rd.- Meidong Rd.- Zhongshan Rd. Ist- Donghua Rd- Jiangwan Bridge(and Haiying Bridge)- Nantian Rd- Hongde Rd- Renmin Bridge- Liuersan Rd(see Figure 2- 1) The planned IRR is 26.7km in length and approximately 90% of it consist of elevated viaducts. There will be 12 interchanges. Average distance between interchanges is 1.78 kin, with a minimum of g50 m; and the minimum distance between ramps is 345 m, the distance is suitable for the designed traffic speed of 50 - 60 km/h. For the IRR of 26.7km, the construction cost for length of 17.2km(Renming Bridge- Huanshi Rd. E - Zhongshan Rd. lst)will be 6.45 billion U.S.$, about 31% of which, 2.0 billion U.S.$ will be loaned by the World Bank. The construction cost for the rest of the alignment(Zhongshan Rd. Ist-Nantian Rd- Renming Bridge) wl-l be provided by Guangzhou. 3 EXISTING ENVIRONMENT 3.1 Biophysical Environment 3.1.1 Air Quality The vehicle emission pollution along the planned IRR bothsides is very obvious. The monitoring data indicated that: all NMHC readings exceeded the standard 0.16 nmg/M3, generally by a factor of 8 times; 74.6% of NO, readings exceeded the standard of 0.15 mg/m3, and daily averages, 2.24 times; 12.4% of CO readings exceeded the standard of 10.0 mg/m3; lead (Pb) concentrations were under the limit. 3.1.2 Noise Within 25m bothsides of the planned RR, day-time Leq exceeded the standard of 70 dB(A) by 4.4 to 9.8 dB(A); night-time Leq averages exceeded the standard of 55 dB(A) by 13.4 to 17.3 dB(A). 3.1.3 Vibration The vibration level in the project area met the standard except at several roads, on the whole, the vibration quality was good. 3.1.4 Sunshine In Guangzhou, the sunshine percentage in winter averages 5t%, and the sunshine duration in December is 170.1 hours. GZ [RR PROJECI EIA REPORT (SIMPLIFED EDIMTON) coefficients, and unfavorable azimuth. 3.1.5 Geology and Landform The elevation of the project area is higher in the north than the south. In the north there are mountains: Baivun (elevation 377.5 m), Dafongfu (105.5 m), Feieling (88.3 m) and Yuexiu (70.6 m). The rest of the project area is in the Pearl River Delta at an elevation of from I to 5 m. In addition, there are tablelands at an elevation of 10 to 25 m. The bedrock consists of granite and metamorphic rock in the north, limestone in the west and south, and sandstone covered with quaternary deposits in the urban areas. 3.1.6 Surface Water The IRR crosses the Pearl River and seven gullies and catchments. The waterways were polluted heavily by organic pollutants and had low dissolved oxygen values. During the dry season DO was lower than the Class IV standard (3 mg/L), NH3-N higher than 5 - 6 mg/L, and total phosphorus higher tha Class V standard (0.2 rng/L). Oil concentration was high but met the Class IV standard (0.5 mg/L). The waters had low concentrations of heavy metals such as lead (Pb), copper (Cu), nickel (Ni), chromium (Cr), zinc (Zn), lower than the Class I or II standard. 3.1.7 Groundwater Guangzhou's major groundwater resources are mainly distributed in the Guanghua Basin that is located at least 5-10 kn north to the IRR. Under the basin there are deep limestone aquifers with flow rates of 3-9 I/s. 3.1.8 Soils and Vegetation TIhe hilly land is composed of red soil and the plain is alluvial sand soil of the Pearl River Delta. In urban areas the land has been developed for construction uses, and in the suburbs for rice and vegetable plantation. 3.1.9 Meteorology and Climate In Guangzhou, the climate belongs to south subtropical monsoon climate; annual temperature average is 22
