Project development objectives (see Annex I for key performance indicators): The project supports the Ugandan National Action Plan for Children and the National Poverty Eradication Strategy. The development objective is to improve growth and development of children under six years of age, in terms of nutrition, health, psycho-social and cognitive aspects. These dimensions of child growth and development are described in the project's conceptual framework in Figure I below. At the end of the five-year implementation period, the project will be evaluated based on the following indicators: (a) reduced prevalence of underweight preschool children by one-third of the 1995 levels in the project districts; (b) improved children's psycho- social and cognitive development; (c) formation of at least one women's savings and credit group in each community where the project will be implemented. .............. ............... ............................................. .............................................................................................................................................. ................................... 2. Project components (see Annex 2 for a detailed description and Annex 3 for a detailed cost breakdown): The project supports the government's program to enhance the capacity of households and communities to take care of preschool age children (0 to 6 years) through the provision of knowledge on child growth and development, parenting, nutrition and health care, and income generating capacity for women, implemented at grassroots level. Benefits and target population: Economic benefits . Improved preschool child nutrition, health and psycho-social stimulation will improve the receptiveness to education at the primary level. This translates into reduced repetition and drop-out rates at lower primary level. . Improved primary schooling efficiency will result in increased fiscal savings, and increased financial savings on the part of parents who pay for primary schooling expenses including materials, transportation and uniforms/clothing for schooling. * Improved nutrition, health and cognitive development for children reached by the program will increase lifetime earnings. . Improved nutrition of young children will reduce future morbidity resulting from strong interactions between nutritional well being and good health. This is expected to lower the future costs to the health care system resulting from these preventative measures. . Increased income to the parents/mothers who will participate in the savings and income group formation activities. These entrepreneurial activities will produce secondary benefits which would increase total rural output. Increased incomes of women will improve child nutrition and health. Social benefits
