A Supply Pondage Reservoir Jinan Waste Water Network - a B Yantai 500 Heating Network 4 4 I a A Weihai No.3 CHP Plant 4 a 4 A Project-wide Assessment A I According to the construction features and regional environmental characteristics of the projects' sites, the division of assessment categorv are listed in Table 1.1. 1.4 Assessment Principles and Methods 1.4.1 All the projects should be in accordance with the laws, regulations and standards of environmental protection. The contents and depth of assessment required by OD 4.01 of World Bank should also be obeyed on the premise of executing the relevant regulations of EIA in China. 1.4.2 According to the sprits of the World Bank's Guidelines For ETA (OD 4.01) and Notice on Strengthen EIA Jobs of International Monetary Organization Financed Projects, all the projects with category A should be proceeded overall assessment, comprehensively taken the favorable and unfavorable impacts, long-term and short-term impacts, reversible and irreversible impacts into consideration. To the project with categorv B, onlv the main environmental problems are analyzed. 2. Summary of the World Bank Loaned Project 2.1 Survev The World Bank loaned projects consist of six subprojects distributed in three cities in Shandong province. There are two projects in Jinan, one is the Jinan Yellow River Water Supply Pondage Reservoir project, the other is Jinan Waste Water Network project. The other two projects are Yantai 500 Heating Network project in Yantai city and Weihai No.3 CHP Plant in Weihai citv. The Xiaoqing River Revolving Funds Project and Yantai Demonstration Project of Cleaner Production are not included in the scope of assessment. 2.2 Brief Introduction of World Bank Loaned Projects 2.2.1 Jinan Yellow River Water Supply Pondage Reservoir Project The water is abstracted from Dawangmiao Sluice of Licheng District, through the pump station to sedimentation basin, then transported by deliverv pipeline to the reservoir. The reservoir is the water supplv source of Jinan No.2 Water Purification Plant. The total and effective capacity of the reservoir are 41.2 and 34.2 million m3, respectively. The inflow volume is 8.65 to 9.65 m3/s with the average depth of 7.13 m. The length of the box dam is 1 1.63 km. 2.2.2 Jinan Waste Water Networ k Project This engineering is the conveyance svstem of Jinan Wastewater Treatment Plant. The total area is 108 km2, which is the service scope of the plant. 2.2.3 Yantai 500 Heating Netvork The project is the construction engineering of heating network which is used to transport the heat produced in Huangbohai CHP Company to Zhifu District. The length of planned main pipeline network is 30.22 km. There are 42 exchange stations. 2 pump stations and one boiler house of peak load boiler. 2.2.4 Weihai No.3 CHP Plant Project This plant is a newlv built plant with 3x75t/h high pressure fluidized bed boilers and 2 sets of turbogenerator. The engineering includes the CHP plant, steam pipeline network-, heat exchange station and hot-water pipe network. 3. Natural and Social Conditions in Project Cities 3.1 Natural Conditions 3.1.1 Natural Conditions of Jinan Jinan is located in 1160 12- l 7" 44 E, 360 02- 370 04'N with the Mount Tai in its south and Yellow River in its north. It is hilly in its south with the average height of 100-400 m above the sea level and in the middle part with the average height of 40-100 m above the sea level, and in its north is the alluvial plain with the average height of 2040 m above the sea level. The basic landfonn in Jinan is higher in its south and north, lower in its middle part witlh the shape of shallow plate. 3.1.2 Natural Conditions of Yantai Yantai is located in 1200 -- 1230 E. 360 -- 380 N in the eastern part of 3 Shandong peninsula. In its east. south and north parts is the Yellow and Bo Sea. In its west part is the Weifang and Qingtao Municipality. The length from its east to west is 280 km, while in the direction from south to north, the length is 130 km. The project area is located in Zhifui District. It is adjacent to Muping countv in its southeast. In its east and north, is the Yellow Sea. The landform in Zhifu District is complicated with the typical features of hilly region. The highest height in the district is 400 m above the sea level. It belongs to eastern part of Jiaodong shield and northern edge of Jiaodong raise region in geological structure. 3.1.3 Natural Conditions of Weihai Weihai is located in 1210 -1230, 360 41- 370 35' N in the eastern part of Shandong peninsula. Korea peninsula and Japan archipelago are to its east and south across the sea. It is adjacent to Yantai in its west and Liaodong peninsula to its north across the Yellow Sea. Three directions around the Weihai urban area are hills and one direction is the sea. The range of height is from 70 to 100 meter above the sea level. In its seashore region is the plain whose soil structure is composed of sand and alluvial laver caused bv marine deposit. 3.2 Social Conditions 3.2.1 Social Conditions of Shandong Pro-vince Shandong province locates in eastern coastal area of China. Its area is 156.700 km2 with the population of 86.71 million (population density: 553 per km2). It has 17 municipalities or its equivalencies, 139 counties or county level cities or districts, and 46 cities. Shandong is one of the provinces whose economic development is rapid. Its GDP in 1994 is 387.2 billion vuan ranked the third position in China. Its GDP will hit 640 billion yuan in 2000 according to the plan. 3.2.2 Social Conditions in Jinan Jinan is one of historic cultural city and the birthland of Longshan Culture. Jinan is a political, economic, cultural center of Shandong province. It has five districts and counties. The urban area of Jinan is 2,119 km2 with the population of 5.3731 million. The density of population in Jinan is 653 persons per km2. 4 3.2.3 Social Conditions in Yantai Yantai municipality is a modem, international harbor city with high- tech, commerce and trade, tourism as its main industries. It has jurisdiction over 5 districts, 5 county level cities and 3 counties. The total area of Yantai city is 13,500 km2 with the population of 6.3 million. The project will be constructed in Zhifu District, which is the Yantai municipality's political, economic, cultural center. The area of Zhifu District is 47.4 km2 with the population of 0.4 million. 3.2.4 Social Conditions in Weihai Weihai municipality is a provincial citY in Shandong. It has jurisdiction over 1 district. 3 county level cities. The area of Weihai municipality is 5436 km2 with population of 2.42 million. The people living in urban area are engaged in industry and commerce . While in rural area, the people are often engaged in agriculture, fishery and aquaculture industry. 4. Predicted Impacts on Environment and Mitigation Measures Taken 4.1 Jinan Yellow River Water Supply Pondage Reservoir Project 4.1.1 Predicted Impacts on Enviroiunent 4. 1. 1.1 Impacts on Environment in Construction Phase A. Impacts on Ecological Environment The project will be constructed in the Northern Stretch Embankment of Yellow River. The earth work will affect surrounding agri-ecological environment. B. Noise and Raise Dust Transportation, vehicle and machines will bring about noise and dust, which will affect the environment to certain extent. C. Migration 5 There are 1186 persons of 300 households need resettlement. The migration and land occupation will bring about certain impacts on living and industrial activities. 4.1 .1.2 Impacts on Environment after Operation The forecasting results of salinization and desertification of soil after operation show that after adopting the seepage prevention measure, digging penetration prevention ditches at the foot of reservoir's and sedimentation basin's dam, the secondary salinization can be avoided. After using of the sedimentation basins and sand stockvards, the secondary ploughing is an effective method to prevent desertification. The trend analysis of the reservoir's water quality show that'the water qualitv in Yellow River is in a stable state. The first water just after the Yellow River's drv-up is not suitable for abstraction. After analogical investigation and assessment of Pucheng Reservoir which has the same water source, geological and pollution sources conditions as the Queshan's, we know that after five-vear's operation of Pucheng Reservoir. its water is in middle eutrophic level, so we can draw the conclusion that there is no danger of eutrophication for Queshan Reservoir after its five-vear's operation. The control indexes for nitrogen and phosphorus are 0.6 and 0.04 mglI, respectively. 4.1.2 Mitigation Measures 4.1.2.1 Seepage Prevention Measures of Reservoir There is a soil film on the slope of box dam connected with another soil film vertically buried under the ground of dam base to prevent the seepage of the reservoir. 4.1.2.2 Around the box dam of the reservoir and sedimentation basin, the seepage prevention and drainage measures will be taken to prevent the soil's secondary salinization caused by the water level raise of groundwater. 4.1.2.3 Redesign and re-planning of discharging system of farmland in the project area. 4.1.2.4 Water Quality Assurance Measures If the water level of the reservoir is lower than 24 meter. the water 6 will not be suitable for abstraction. Water delivery pipes will all be buried under ground so as to reduce the impacts on surrounding environment and protect the water quality. 4.1.2.5 Secondary ploughing measure will be taken to prevent the sedimentation basins and sand stockvards from desertification after their lifetime. 4.2 Jinan Waste Water Network 4.2.1 Predicted Impacts on Environment 4.2.1.1 Impacts on Environment in Construction Phase Raise dust and noise in construction phase will have certain impacts on environment and transportation. 1,460 persons of 310 households will be resettled. 235.37 mu land will be occupied. The eighty three enterprises and one school will be affected. The total cost for migration and resettlement hits 64.7945 million yuan. 4.2.1.2 Impacts on Environment after Operation After operation, the water quality in service area of project will be improved and the pollution caused by wastewater's seepage will also be mitigated. The operation of wastewater treatment plant will improve the water quality of Xiaoqing River. 4.2.2 Mitigation Measures Advanced machines. rational arrangement of construction time, high construction efficiency, spraving water and covering of the soil will reduce the impacts of noise and raise dust to minimum level. 4.3 Yantai 500 Heating Network Project 4.3.1 Predicted Impacts on Environment 4.3.1.1 Impacts on Environment in Construction Phase * Raise dust and noise produced in construction phase will have certain impacts on surrounding environment. * There will be certain impacts on transportation. 7 * The total area of land occupation is 43.125 m2. No resident houses will be removed. Only 800 m2 house of village owned enterprise and 1,650 m2 building of Yantai Fuel Company will be demolished. 4.3.1.2 Impacts on Environment after Operation A. Newly Added Air Pollution Sources The newly added pollution source is the peak boiler. Its pollutants' emission volume and concentration can accord with the national standards. The maximum one-time concentration of S02 and TSP are only 10.6% and 0.83% of corresponding standards, respectively. B. Positive Effects 290 industrial boilers, 289 small boilers and domestic stoves will be replaced after operation of the CHP plant. It will save 132,100 tons coal for industrial use and 84,100 tons coal for domestic use annually. In winter, the emission amount of S02 and TSP will reduce 6,808 and 4,403 tons, respectively. The removal rates of S02 and TSP are 20.2% and 34.14%. The maximum removal rate of S02's and TSP's ground level concentration will be up to 60% and 40%. The guarantee rate of 20% of pollutants being removed is up to 60%. C. Noise Impacts on Environment Forty two pump stations are about to be constructed which will be have certain impacts on some region at night, but the noise level does not exceed the standard. 4.3.2 Mitigation Measures 4.3.2.1 Mitigation Measures in Construction Phase * The pipeline network should be buried under the land which does not have the natural resources. * Strengthen traffic management, the main traffic lines and commercial streets should not be selected as construction scope. * Advanced low noise machines should be selected and the construction should not affect the residents' rest. * Spraying water on the sands and soils at the two sides of roads to 8 reduce the raise dust. 4.3.2.2 Mitigation Measures after Operation A. Control Measure for Air Pollution The water film dust removal facilities with the removal rate of 980/o will be selected. The limestone will be added for desulfurization. (removal rate: 50%). The dust is emitted through a chimney of 80 meter. In coal yard, there is a water spraying instrument equipped. B. Control Measure for Noise Pollution Low noise machines and sound proof facilities are equipped. C. Control Measure for Ash and Cinder All the ashes and cinders are comprehensively utilized in brick factory. D. Control Measure for Water Pollution Wastewater will be discharged into wastewater treatment plant. 4.4 Weihai No. 3 CHP Plant Project 4.4.1 Predicted Impacts on Environment 4.4.1.1 Impacts on Environment in Construction Phase The impacts on environment in construction phase are from raise dust and noise. 4.4.1.2 Impacts on Environment After Operation A. Impacts on Atmosphere * Impacts on Atmosphere of Newlv Added Pollution Sources Under the stabilitv of B, C, D, the maximum landing concentration of S02 and floating dust can meet the corresponding national standards. In winter, the maximum dailv concentration of S02 is 0.0090 mg/m3, 9 accounting for 6% of the standard: the maximum daily concentration of floating dust is 0.0021 mg m3, accounting for 1.4
