A desk study, topographical survey and ground investigations have been carried out at this site, together with laboratory testing of soil and water samples. Interpretation of the data has been completed and conclusions, along with a detailed design for the ash placement, are presented in this report. This report, in conjunction with the Preparatory Works Contract Specification and the Operational Plan, constitutes the Final Design package for the Intermediate Site. We consider that the site is feasible for the short term disposal of ash to land by the haul and tip method. The site is not considered to be particularly sensitive with respect to potential groundwater impact. Disposal to this site will be a significant improvement over the existing sea disposal system, providing that limited engineering works are undertaken and certain operational controls are put in place. The site will be able to accommodate the CMS/ABB minimum requirement of three years of ash disposal. Certain adjacent private land could be acquired to maximise the benefits of disposal at the site and increase the lifetime beyond three years. Phasing of ash placement at the site is proposed in a manner which would enable the site to be filled and restored irrespective of whether the additional land becomes available. A layout of the Intermediate Site and restoration drawings are included in this report together with design details. Detailed layout drawings are provided with the Preparatory Works Contract Specification and Operational Plan. There is an urgent requirement to establish controlled land disposal of the ash at the site. It is considered feasible that, from the time CMSIABB take over operation of Units I and 2, ash could be immediately placed in a temporary area within the Intermediate Site which could subsequently be incorporated within the final landform. J962918 December 1996 T7 EJOSOgS 4ASL 2EPORrAEswoto ADei-Roo Ray 1 I INTRODUCTION This report is prepared for CMS Generation Co. (CMS) and ABB Energy Ventures Inc. (ABB) in accordance with Sir Alexander Gibb & Partners Ltd's (GIBB) faxed proposal of work for a final design for ash disposal at the preferred Interrnediate (Coastal) Site, reference SDC/A11O/P3678 of 11 September 1996. GIBB undertook to produce the following documentation constituting a Final Design for the Intermediate Site: Preparatory Works Contract Specification * Operational Plan * Design Report This document is the Design Report. CMS/ABB require an Intermediate Site for permanent ash disposal for a period of approximately three years prior to the availability of a long term site. The Intermediate Site operation is to have an environmental impact no greater than that of the existing sea outfall ash disposal system. The Coastal Site was recommended as the best option for the short temn disposal of ash in GIBB report Phase 1 - Preliminary Studies, October 1996 (J96291A Rev. 2). The findings of this report are based upon the following: - desk studies of available information on the project area (Regional Desk Study September 1996, and Jorf Lasfar Desk Study, October 1996) - a topographic survey of the site undertaken in September 1996 - an engineering geological reconnaissance of the site undertaken in October 1996 - monitoring of water levels at three rotary cored boreholes drilled in the floor of the Site in October 1996 (See Figure 1.1).
