(27) 1 A Survey of the Project 1 1 Engineering of the Project The project consists of Tongchuan-Huangling Class-one Highway (Called TH1COH hereinafter) and Yaoxian -Tongchuan Half cross Highway. THCOH lies in the middle part of Shaanxi Province.being an important section from Xian to Yan'an,and it is north extension of the existing Sanyuan - Tongchuan Highway. The planned highway will connect Tongchuan and Yan'an with the capital of Shaanxi,Xian,via Xi-Tong Class-one Highway. The totat length of the highway is 71,32 km with an esinated investment of 1, 679,439. 100 yuan including 70.000.000 US$ from the World Bank loan. The proposed Yaoxian - Tongchuan Half - Cross Highway (called YTHCH hereinafter )is tie succesive project of the existing Sanyuan -Tongchuan Class -one Highway. The planned half-cross highwvay is 35 . 66km long with an estinated investment of 270,187,400 yuan,including 14,000,000 US$ from the World Bank loan- Considering the elements such as lauid requisition, impact on residents, work amount and historical remains etc,the recommended scheme has been chosen from two alternates- 1. 1. 1 Technical Indices the Tong - Huang highway will follow special Ctlass - one automobile highway standards in mountain ridges and heavy rolling areas when constructed. Aniimals and Plants The proposed route is located ill the southern part of Shanbi Loess Pateau,the terrain of which rises north-east. The geology is of two types ,namely,loess mountain dridge and bed rock mountainous areas, making the land a feature of ridges checked with slopes and ravines crisscrossed to gullies. The soil erosion here relatively senous. but it is still good for crops and man-made forestry. In the valleys of Qishuile River, %Vangjiahe River and Xile River, hhuman activities are found more- Vegetation between K108 - K134 (26km long) is better and suitable for growing pine,cypress and other kinds of trees. No rare plants have been found. Becamise of human activities, only are found,either wolves, rabbits and mice- No mare animals have been found. 2. Agricultural Prodcution Main agrucultural products are; wheat, corn with low yield (140 - 245 kg/mu); economic crops are: apples .peaches .apricots and nuts. 3. Agricultural Soil It has not been pon;uted yet.but it is barren. 4- Engineering Geological Conditions At individual sections .the geological conditions are poor with slopes and deformations ofa total length of 14.1 km. 1. 2. 2 Main Environmental Sensitive Areas and Surroundings Quality 1 Main Environmental Sensitive Areas: 2 districts, 17 villags (units), 11 schools. Surroundings Quality (1) Acoustic Environment It is good and quiet,being in accord with grade-fl of GB3096-93. (2) Ambient Environment The air is clear ,with NOx and Pb being in accord with the standard. But CO and SO2 are above the standard at Huangbao - Chuangkou section where industries are concentrated. (3) Drinking WVater The drinking water for both urban residents (tap water)and rural residents (from strearms or springs)is in accord with the standard. 1. 2. 3 Tourist Resources & Cultural Relics 1. The Project area is rich in toursist resources. At 6 kin east of the distinationof the route lies the tomb of Yellow Emperor - ancestsor of the Chinese people to which visitors from home & abroad pay their respect. It is also an important tourist resort in Shaanxi. 2. At K84,south -west of Huangbao Town,Tongchuang lies ancient Yaozhou Kiln worth studying on history.culture and art. 3. At 1. 5km east of the starting point lies Yaowang Mountain where the famous phhysician Sun Simiao, Tang Dynasty, used to live. It is one of the tourist places in Shaanxi. 4. At K120. outskirts of Tongchuan,is located Yuhua Palace remains surrounded bv beautiful sceneries where Lishirning.an emperor of Tang dynasty,spent his summer time. * - Now it is open to visitors as a forest park. 5. During the operation phase,the T--H highway wlll not have much impact on the water in Xihe Reservoir,but it bears potential risk when there is an accident with vehicles carrying dangerous goods. 2. Water in Wangjia river, Baojie River and Xihe is clearbut because the route goes along the river course. hc spraying from transport sewage,garbage may cause pollution to the water temporarily. 2.1. 2 Eoological Surroundings 1. During construction phase, there will be some soil erosion increased, but it wiU be restored in 3-5 years after it is completed. 2-The project will occupy 1035 mu of forest land,but most of it is low-value man- made woods and sparse bushes,causing no serious impact on vegetation and animals. 3. The project will occupy 2681. 8 mu of farmland, which is very small percentage of the total farmland ,so it has no obvious effect on agriculture production. 4- Some antislope designs have been made at sections with poor geology. 5.
